1. NAPOLCOM and its composition.


The NAPOLCOM is hereby created for the purpose of effectively discharging the
functions prescribed in the Constitution and provided in this Act
Composed of a Chairman and four (4) regular commissioners, one (1) of whom shall
be designated as Vice-Chairman by the President. The Secretary of the Department
shall be the ex-officio Chairman of the Commission, while the Vice-Chairman shall
act as the executive officer of the Commission.

2. Qualification of NAPOLCOM Commissioner


He or she is a citizen of the Philippines
He is at least thirty-five (35) years old
A member of Philippine Bar with at least five (5) years experience in handling
criminal and human rights cases or a holders of Masters degree in public
administration, sociology, criminology, criminal justice, law enforcement and other
related disciplines.
Has had experience in law enforcement work for at least five (5) years

3. Removal from office


The members of the commission may be removed from office for cause. All vacancies
in the Commission, except through expiration of term, shall be filled up for unexpired
term. Provided that any person who shall be appointed in this case shall be eligible for
appointment for another full term.

4. Sec 6 Art 16, 1987 Constitution


The State shall establish and maintain one police force, which shall be national in
scope and civilian in character, to be administered and controlled by a national police
commission. The authority of local executives over the police units in their
jurisdiction shall be provided by law.

5. Organization and composition of PNP


PNP was establish, initially consisting of the members of the police forces who were
integrated into the Integrated National Police pursuant to PD 765 and the officers and
enlisted personnel of the PC. For the purpose of this Act, the officers and enlisted
personnel of the PC shall include those assigned with the Narcotics Command
(NARCOM) or the Criminal Investigation Service (CIS).

6. Powers & Functions of PNP


Enforce all laws and ordinances
Maintain peace and order
Investigate and prevent crimes
Exercise the general powers to make arrest, search and seizure
Detained an arrested person for a period not beyond what is prescribed by law
Issue licenses for the possession of firearms and explosives in accordance with law
Supervise and control the training and operations of security agencies and issue
licenses to operate security agencies
Perform such other duties and exercise all other functions

9. Manning levels
The manning levels of the PNP shall be approximately in accordance with police-to
population ratio of one (1) policeman for every 500 persons

10. Status of PNP members


the members of the PNP shall be considered employees of the National Government
and shall draw their salaries there from. Provided that PNP members who are assigned
in Metropolitan Manila, chartered cities and first class municipalities maybe paid in
additional allowances by the local government unit concerned.
