I. Purpose
The purpose of this Method Statement is to outline the operation and procedures of
implementation for the Installation of Temporary Traffic Management and removal of advance signs
on roads, by walking out signs and frames from the hard shoulder.
This complies strictly requirements of Qatar Work Zone Traffic Management Guide (WZTMG) and on
the technical specification of the contract documents and Qatar Construction Specifications (QCS
2010).

II. Scope of Work


The scope of this Method Statement only covers the Installation of the Temporary Traffic
Management Plan and complies with the specification and requirements from Qatar WZTMG and
the contract documents and approved Temporary Traffic Management Plan drawings.

III. Associated Documents


All Traffic Management Method Statements will incorporate (where appropriate) information
obtained from the following documents:
Contract documents.
Qatar WZTMG.
Qatar Highway Design Manual.
QCS.

IV. Responsibilities
Project Manager. Directly supervises the construction manager/site agents. He is
responsible to ensure that all the correct procedures for the Installation of Temporary Traffic
Management Plan have followed.
Construction Manager / Site Agent. He oversees all the Implementation for the Installation
of Temporary Traffic Management Plan activities at the project and directly supervises the
Project / Site Engineers. He is directly responsible to ensure that the implementation has
been followed. He reports directly to the Project Manager.
Project / Site Engineer. Work directly at site with the foreman to ensure that all the
required information has been provided to proceed with the work, and that the works
comply with traffic specification and method statements. He liaises with clients staff with
respect to inspection and approvals. He reports to Construction manager.
Site Traffic Management Supervisor / Safety Officer. He will be responsible for ensuring the
Implementation activities of the Installation of Temporary Traffic Management Plan are
adhere to safety procedure during execution of works as per Plan.

VI. Plant / Material / Equipment


PPE REQUIREMENTS
When working, all personnel must wear high visibility garments, which must incorporate
retro reflective markings. All vests will be fitted with sleeves with a minimum of two retro
reflective strips per sleeve. High visibility waterproof clothing should be worn, as
appropriate, but particular care must be taken when hoods are worn.
The minimum PPE specification for operatives engaged in Traffic Management will be High
Visibility Coat/Jacket/Vest with Sleeves, High Visibility Trousers, Hard Hats, Protective
Gloves, Safety glasses and Protective Footwear. Suitable hearing protection will be worn
when specified in the Site Specific Risk Assessment.
All garments must comply with BS EN471 Class3.
MATERIAL

VII. Hazards
Manual handling.
Conflict with traffic when unloading or loading from TM vehicles.
Crossing live carriageways.
Erecting signs in Central Reserve.

VIII. Public Interface and Stakeholders


All stakeholders must be informed of any proposed works as per the guidance shown in the WZTMG.
Due consideration must be given towards pedestrian traffic.

IX. Emergency Procedures


Emergency procedures shall be briefed via the Specific Site Briefing. The briefing will specifically
cover what to do in the event of an accident or incident.

6.2 IMPLEMENTATION PLAN

Planning

Due account should be taken of existing works on the length of road affected by a lane
closure.
The proposed site will be assessed prior to erection of Traffic Management and work
areas, safety zones, tapers, and advance sign positions located.
A Site Specific Assessment will check for visibility, other works or anything else that may
affect the Lane Closure. If you observe anything which may affect the lane closure report
this to your Supervisor.
It is important to consider the effect of traffic joining at junctions and the time of day
and day of the week for any proposed works. Expressway merges and diverges may also
have a significant effect.

Accessing the Hard shoulder

Access to the hard shoulder shall be via Traffic Management vehicles or TMAs complying
with the WZTMG requirements.
Whilst on the hard shoulder vehicles that are equipped with Impact Protection should
have them placed down into the working position and the Blue Arrow pointing at 45
degrees to avert traffic away from the hard shoulder (do not use lit arrows on hard
shoulders).
Signs and frames should be removed from the side of the vehicle furthest from live
traffic and the sign crew should access the traffic management vehicle from the side of
the vehicle furthest from the live traffic where ever practicable.

Erecting Advance Signs

The closure will not be implemented before the time specified on the closure booking
form.

Placement of Offside Signs:

Starting at the initial Road Works Ahead sign erect the signs in order.
Where possible use the hard shoulder to park when erecting signs, if there is no hard
shoulder, park in the nearest section of hardshoulder and walk the signs out.
All signs and frames will be secured by means of sandbags, or ropes.

Placement of Nearside Signs

Starting at the initial Road Works Ahead sign (or further if traffic congestion is expected),
erect the signs in order at the same time as the nearside signs.
These signs will require carrying across the live carriageway, Crossing the carriageway on
foot should only be undertaken if the traffic flows produce sufficient gaps between
vehicles to allow time for workers to cross safely.
Whenever practicable lightweight sign frames should be used.

All signs and frames will be secured by means of sandbags, or ropes.


If Traffic flows on the opposite carriageway are lighter erect signs from the opposite
carriageway.

Pre-setting of Advance Signs

If sign frames and faces are being pre-set or removed after being laid down by others
the above methods will be used.
Multi Fit sign frames which are stored temporarily on site they should be stored with the
legs pointing away from the direction of live traffic, and laid flat on the ground, ideally
weighted down with sand bags. To minimise any impact if hit by moving vehicles.

6.4 CLERANCE PLAN

Once the works are complete the STMS shall check the site to ensure it is safe to remove the
closure.
The water filled barriers can be unplugged and tipped over to allow the water to drain away.
Once they are empty they can be unlocked and remove manually to the vehicle removing
them off site.
The closure is removed in reverse of the installation with the assistance of the Traffic Police
if needed. All permanent signs will be replaced/uncovered.
After all the barriers and sign boards are removed from the diversion, the road will be swept
and clean.
The STMS will walk around the site once removal is complete to ensure all TTM is removed
and the site is safe.

The STMS will be responsible for managing the TDP during the implementation.
The STMS will inspect the Traffic Diversion twice a day, i.e. once in the morning and once in
the evening.
He will ensure site personnel are trained on basic elements of temporary traffic
management.
He will ensure all personnel and visitors are wearing the correct high visibility clothing and
other PPE as required by the Works.
He will conduct and brief those who are visiting the site, on potential hazards and safety
procedures.
He will monitor traffic movements through the works and measure queues and delays.
He will record and notify the TDP Office immediately of any modifications or changes to
traffic management measures not included in the approved TDP.
He will ensure all corrective actions such as Non Compliance Reporting will be undertaken
within the required time frame.
