1(a) Reduce capability of the wastewater plant in case of heavy rain, 10
which would lead to flooding and water pollution of rivers
The municipality is not willing to take a decision now. There is the
potential for flooding
The responsibility of the wastewater treatment plant is removed
from chief engineer to technician
Chief engineer is place on probation and is not allowed to discuss
the problem further.

The Chief Engineer is the only licensed professional engineer who
takes authority of all engineering decisions and is removed from the
responsibility of the sanitation system whereby a major pollution and
flooding can happen. He is warned not to discuss the problem further.
However, there is responsibility as licensed professional engineer.

1(c) Mario is still the City Engineer/Director of Public Works despite 5


that the wastewater plant responsibility is re-allocated to a
technician, where he is responsible of all engineering systems and
works of the city.
He is licensed professional engineer whereby he has to abide by
code of ethics and practice for engineers.
