Q.2 Which Organization are eligible for participation in International Marketing events?

Answer: Export Promotion Councils, , Central/State Handicraft Corporations, Trade Promotion Organizations
promoting Exports of Handicrafts will be eligible for Financial Assistance towards space rent, TA/DA of
one officer, boarding and lodging, to and fro air freight of exhibits, publicity, directory entry, interpreter
and other administrative expenditure provided no such assistance is being availed from MDA Scheme of
Ministry of Commerce for the same event.

Q.3. Are Entrepreneurs, SHG Federation eligible for participation in Foreign Exhibition/Fairs abroad?

Answer: Yes, provided their sales turn over is more than Rs.10.00 lakh per annum or have exported Handicraft
goods worth minimum of Rs.2.00 lakh in the preceding year provided total exports effected in preceding
year is not more than Rs.50.00 lakh.

Q.4. What are the components/quantum of assistance provided to National Awardees Master Craftpersons,
Shilp Gurus, SHGs Federation,?

Answer: National Awardee Master Craftpersons, Shilp Gurus will be allowed participation in two Fairs per year
for two consecutive year and will be eligible to receive assistance towards TA/DA and boarding/lodging
for one person and full assistance for space rent upto 12 sq.mtr. in 1st year and 75% in 2nd year.

Q.5. What are the broad parameters of Craft Exchange Programme.

Answer: Artisans, Master Craftpersons, Designers shall be sent on training in India and abroad on design,
product innovation, techniques, technology, recessing, finishing etc. Similarly, Craftpersons/Designers
from abroad shall be invited to India for studying designs and product for creating awareness of design
and product concept of International Market and for dissemination of the latest production techniques,
tools and equipments and technology being adopted by different counties. A group of 5-10 artisans for a
period of maximum of 7 to 10 days are deputed. EPCs, Central/State Handicraft Corporation, Trade
Promotion Bodies like, CII, Chamber of Commerce, Craft Councils, etc. and Institutions like IICT, NIFT,
NID, NCDPD, COHANDS etc. are eligible to receive financial assistance under Craft Exchange
Programme.

Q.6. What are the broad parameters of Cultural Exchange Programme/Stand Alone/Thematic Exhibitions etc.

Answer: Deputation of Master Craftpersons, whose sales turnover is less than Rs.10.00 lakh per annum are
being considered for participation in Cultural Exchange Programme as per agreed terms and conditions
between Government of India and other countries where such programme is being agreed/materialized, for
live demonstration of their traditional craft skill to create Brand Image Promotion of Indian Handicrafts
apart from Stand Alone/Thematic Exhibitions. They are also being considered for participation in

important events being organized by Indian Missions abroad or big departmental stores to promote

Further, to assist the Master Craftpersons for coordination and liaison work with the organizers, one
official is being accompanied to look after to their day-to-day needs also in Cultural Exchange
Programme.

A. Generalized System of Preferences (GSP) is a certificate indicating origin of


Handicrafts Products meant for export and is issued by the authorized
certifying authorities in respect of Handicrafts goods meant for export to
Countries viz EU, USA, Canada etc. for claiming the preferences in certain duties
etc.

Q. 2. How to get GSP Certificate?

A. After filling up of all the blank Boxes of GSP Form-A and on payment of
prescribed GSP fee of Rs.110/- on request of the exporter, GSP is issued by the
authorized certification office of this office.

Q. 3. Who are authorized to issue GSP?

A. All the Regional Offices as well as the Field Offices of O/o D. C. (Handicrafts) are
authorized to issue GSP (Certificate of Origin) in respect of Handicrafts
products meant for export to countries viz EU, USA, Canada etc.

Q. 4. Which Countries are covered under GSP?

A. All the preference providing countries viz EU, USA, Canada etc. are covered
under GSP.

Q. 5. Is GSP Certificate required to export any Handicrafts Item? What type of


preferences on production of certified GSP is given by the importing countries?

A. Yes, if the concerned importing countries provide Preferential rate in duty for
the Handicrafts Item.

B. Q. 6. Is GSP can be issued without check of the origin of the item mentioned
in GSP Form-A?

A. No, if there is any doubt in item about its origin in the country mentioned in
GSP Form-A, GSP can not be issued.

Q. 7. Is any physical inspection of Handicrafts products requiring issuance of GSP


is required?

A. No inspection is required. However certifying authority can call for all


documentary proofs authenticating its origin and to produce a true representative
sample of Handicrafts item.
