Memorandum

From: Agent Ruisi

Date: 10/23/17
Subject: Alien First Contact Procedure

Due to the recent debacle that occurred during our first meeting with the newly discovered
species of aliens known as the Dranei, the M.I.B. has released new guidelines on how to deal
with new alien contacts.
The first general rule that all M.I.B. agents must follow is to not impose any societal or cultural
beliefs onto any species of aliens. During our first contact with new species of aliens, it is
imperative that we gain as much information on them as possible while revealing as little as we
can about ourselves until it can be confirmed that the aliens are a peaceful species.

In order to ensure this, no agent should perform any of the following actions until otherwise
ordered:

Engage in conversation with the alien

Show any emotion to the alien
Reveal your face to the alien
Come into physical contact range of the alien

We are also changing the security requirements required when engaging in first contact with an
alien species:
1. Engagement with a new alien species requires security clearance level five or higher
2. Engagement with a new alien species requires a security squad of at least four members
with appropriate security clearance.
3. All engagements with the new species must be cleared by the agents supervisor.

All agents are expected to follow these temporary guidelines for the time being until a broader,
more comprehensive list of procedures are created.
