1 Scope
This procedure provides guidelines for implementing security measures of
Radioactive Material. It shall be applicable both during storage and
transportation of radioactive material.
Its purpose is the prevention of theft, loss, snatching, misplacement
and response to other malicious acts involving radioactive material.

2 Introduction
This procedure gives the methods, techniques, quality, and reporting requirements
necessary for the radioactive isotopes used by the Company to maintained in safe
storage, and the recording of radioactive isotope movement(s)

4. Objectives
This Security Plan recognizes that there should be a balance between
managing radioactive materials while still enabling them to transported and
critical tool in the world's health care, Manufacturing, research, and quality
control industries, care needs to be taken to ensure that the many beneficial
uses of sources will not unduly hinder.
RPO (Radiation Protection Officer) and In-charge Admin are the
authorized entities and have the primary responsibility for implementing
and maintaining security measures described in this security plan for
radioactive material. Velosi Management is overall responsible to
make sure that all security measures have been taken according to
the national and international regulations.

5. Technical Security Measures


5.1 Detection
The radioactive isotope storage area shall be constructed so as to permit access
only through gate or door that will be locked. All radioactive isotopes storage areas
shall be designated as supervised areas. Only Classified Workers shall enter a
radioactive isotope storage area along with RPO.

Whenever a Classified Worker enters a radioactive isotope storage area, they shall
have a switched on calibrated radiation survey meter

All the radioactive isotope storage areas shall have an emergency contact
telephone numbers; board attached to the door or gate.

The key holder(s) for the radioactive isotope storage area shall be the
Radiographer / Senior Inspector, or Administrative support.

The RPO shall have a spare key for all radioactive isotope storage facilities used
by the Company.

The radioactive isotope storage area shall provide adequate protection through
CCTV from access to any unauthorized person and for close surveillance.

The radioactive isotope storage area shall be kept locked at all times, except when
a radioactive isotope is being withdrawn or replaced.

The radioactive isotope storage area shall be marked with warning signs on the
fence or wall.

The Classified Worker shall complete the Isotope Storage Area Daily Radiation
Readings Record, L5-FMT-152.

5.2 Delay

The access involves two authorized person RPO and Administrative support.
The front door keys will be kept by Administrative support while RPO will have the
key of the second door.

5.3 Response

Double door locked pit having keys of two different person with a Security Guard
deploy at the gate for quick response in case of any unauthorized access

5.4 Trustworthiness of authorized individual:

Code of conduct and a confidentiality statement has been signed by RPO,


administrative support, and all classified worker who ensures trustworthiness and
confidentiality

6. Administrative Measures

6.1 Selection of area for Storage PIT


Storage PIT shall be constructed on the premises at the secured a place.
Storage PIT area should have clear access.
6.2 Construction of Storage PIT
Storage PIT shall have a cemented wall, lead all around & roof of sufficient
thickness with double locking System and single access.
6.2.1 Temporary Storage
Portable box will be prepared and used during visit and for purpose of
temporary storage
6.3 Radiation Symbol
Radiation trefoil symbol shall be posted on the the wall of Pit to warn people
that it is a Radioactive Material Storage Room.
6.4 Authorization of Access
Keys of the Storage Room shall be with the RPO and with administrative
support. Administrative support has the key of the first door, and RPO has the
key of internal/second door. In RPO presence, persons can enter the storage
Room.
6.5 Incident

Any discrepancy shall be promptly investigated and reported by the RPO to


OM. Refer Attachment 1

6.6 Deployment of Security Guards


In-charge Admin is responsible for the hiring and deployment of Security
Guards. Background and work experience of each security guard
shall be evaluated by In-charge Admin shall maintain a record of all
hired security guards such as CNIC, work experience, residence
addresses, etc.

In-charge Admin shall ensure round the clock security for radioactive
materials.
6.7 Responsibilities
Movement of radioactive material from Storage Room to End User shall be
routed through Radioactive Material Journey Plan. Refer Attachment 2.

The plan shall contain the detail of Radioactive Material, the person
accompanying the consignment and approvals. In-charge admin shall
maintain the record the of this plan

6.8 Types of Lock and Keys


Manual locks being used and Keys, which allow access to the Storage pit
shall be controlled and secured.
RPO & Administrative support shall be the custodian of keys. While the
spare set shall be with Operation Manager. Similar levels of control shall
also be applied to spare keys

6.9 Area Lighting


Effective illumination of the area shall ensure for effective physical
protection. Standby arrangements shall also made for lightings in case of
power failures
6.10 Monitoring through cameras

The monitoring of the Storage Pit shall also made through security
cameras

6.11 Fire Fighting Equipment

Fire Fighting Equipment shall be deployed at different locations to handle the


emergency situations.

6.12 Confidentiality and Protection of Sensitive Information


Securing sensitive information regarding radioactive isotope; confidentiality
statement shall be signed by respective employee engage in RT; all the RT
inspectors; RPO; supervisor and all admin staff will sign a confidentiality
statement. Only admin staff and relevant RT inspector and RPO will be informed
prior to visit.

7. Security Measures during Transportation of Radioactive Material


7.1 Vehicle Fitness
Before the transportation, the vehicle shall be checked thoroughly to
ensure that it is in good working condition, and all the relevant accessories
are available in the vehicle. The source will be placed in safe and secure
manners such that the radiation dose rate may not exceed the maximum

permissible dose in the passenger area during traveling.


7.2 Notification to Consignee
Manager Business Development shall notify to the consignee by email,
letter or telephone regarding the delivery schedule of consignment.
The consignment shall be transported only upon the acceptance of
consignee of the delivery schedule

7.3 Journey Plan


Manager Business Development in coordination with RPO shall prepare the
Radioactive Material Journey Plan. It shall mention the following details as
minimum:
Detail of Radioactive Material
Consignee address
Route detail
Departure Location Time out
Consignee Authorized Person who will receive the consignment
Vehicle No.:
Person's accompanying the vehicle
Security and Safety Risk Analysis

7.4 Intimation to PNRA


Prior to Transportation, PNRA shall also be intimated about the journey
plan of the consignment through PNRA form PNRA-WP-21012(Rev.0)

7.5 Communications during Transportation


During the transportation of Radioactive Material, its journey shall be
monitored through mobile communications with the persons
accompanying the vehicle to verify safe transportation of consignment.

8.0 Emergency Response Plan


Complete description and scenario documented and discussed in Emergency
response plan (VEL-ERP-009), and frequency of emergency drill is once in a
year

8.1 Missing or Stolen Source

If a radioactive isotope is discovered missing, the following actions must


taken:-
a. Begin an immediate search, using radiation detection equipment that is
available.
b. If the isotope not found within one hour, inform the Regulatory Authority,
Radiation Protection Supervisor and the client.
c. If a vehicle containing a radioactive isotope is found missing, the Radiation
Protection Supervisor and the client must be informed immediately.
d. Inform the police within 24 hours of any isotope found to be missing or stolen.

8.2 The Response Force Location

In an emergency; the radiographer; in charge at the site shall notify the RPO /
Senior Inspector / Coordinator regarding the occurrence of the incident, providing
a clear account of the circumstances of the incident, of the action taken and of

In any emergency situation, PNRA (Regulatory Authority) shall be notified by


telephone or other means at the earliest possible time and within 24 hours after
the incident happened.

The Radiation Protection Supervisor shall submit a detailed written report within
seven days after the incident

8.3 Notification Procedure

If a source is lost or if any person might have received any excessive radiation as
a result of an incident, the RPO shall:-

(a) Immediately report the incident to the PNRA (contact mentioned above
numbers) Client and the Company office (at numbers mentioned above).
(b) Send the radiographer involved for a thorough medical examination.
(c) Submit the monitoring film badges of the radiographers involved in the
incident for urgent assessment.
(d) Inform the police within 24 hours of any isotope found to be missing or stolen
