1. As civil servant, teachers are subjected to the public officer regulations (conduct
and discipline) 1993, in which teachers have to apply for approval to work part time.
Approval will only be given to teachers working part time if it does not conflict with the
regulations.

a) List the regulations to be observed by teachers if they want to do the part time
work.

The teachers classified as education officers and are part of government officials.
They must comply with the Regulations of Public Officers (Conduct and Discipline)
1993. Therefore they are not allowed to work part-time during office hours. They
should focus on their core teaching and learning work.

Other arguments:

 Do not affect the officer’s usefulness as an officer in the public service.


 Do not conflict with the interests of public service.

b) Explain the implication working part time on the official duties

The teachers do not focus on its essential tasks. Teacher time spent by focusing
on part-time work that he carried out. For example, if teacher was conducting
business online, he will spend time doing business online during school hours and
neglecting other duties such as checking students’ exercise books, guiding weak
students and so on.

Other arguments:

Do not produce lesson plan. Teaching and learning are carried out just to meet the
schedule and not executed properly.

 Frequently on leave ( such as sick leave, vacation leave, etc)


 Unhappy with the teaching profession
 Refuse management tasks and responsibilities assigned.

2. Skills in using information and communication technology are increasingly important
in the 21st century. The application of these skills in teaching is believe to boost the
quality of the quality of education in Malaysia

a) State the elements of information and communication technology that must be


mastered by teachers

Proficient in using Microsoft Office software like MS Word, MS Power Point, MS


Excel, and so on. Teachers should master these skills to make it easier to carry
out teaching and learning in the classroom and perform their daily tasks.

Other arguments:

 Skills in access information through a website.


 Proficiency in the use of educational software likes Frog (VLE) and so on.
 Proficiency in the use of social networking applications like Facebook,
WeChat, Whatsapp and others.
 Classroom management skills in using online applications such as
application Edmodo, Schoology and so on.

b) Suggest ways a novice teacher can improve his skills in information and
communication technology

Following short-term or long-term courses in connection with the use of ICT skills
in teaching and learning. These courses are organised by the Ministry of
Education, State and District Department of Education on any other agencies.
With then the teacher will be able to improve their skills in teaching and learning in
the classroom.

 Teachers use ICT frequently in teaching and learning.


 Teachers often use ICT in carrying out daily tasks.
 To collaborate with experienced teachers using ICT in teaching and
learning in the class.

3. The headmaster is the main pillar in determining the performance of a
school.through his leadership, school organization can be effectively mobilized.

a) Explain the various types of effective leadership style that can be adopted by the
headmaster.

Natural leadership in any society, someone powerful will emerge lead the group,
although he was not formally appointed. Often, members of the oldest, most
experienced, and have high interpersonal skills will naturally be considered and
accepted by the members of the group as their chief. In the school context, head
master will usually be made up of the senior and experienced teachers.

Other arguments:

 Charismatic leadership. Charismatic leadership demonstrate their ability to


solve a problem or face a crisis successfully.
 Bureaucratic leadership. Bureaucratic leadership is very structured and
function in accordance with certain procedures as stipulated in the
organization.
 Distributed leadership. Distributed leadership is considered as the most
appropriate style of leadership for the organization of schools and
educational institutions where a large number of members comprising
professionals.

b) Analyze the personality traits of a charismatic leader among teachers.

Charismatic leaders are teachers who demonstrate the ability to solve a problem
or face a crisis in their school successfully.

Other arguments:

 Charismatic leaders are teachers that are result-oriented. Outstanding


achievements in curricular and extra-curricular activities are the main
focus of charismatic leaders.
 Charismatic leaders are teachers that are willing to sacrifice and work hard
to strive for excellence. They are willing to sacrifice their time and energy
without expecting any financial reward.

4. The diversity of roles play by a primary school teacher is able to prepare today’s’
students for tomorrow world.

a) State the characteristic of a globally competent teacher.

Always keeping an open mind and able to accept other people’s opinions and
suggestions. A globally competent teacher should not be narrow minded and
should be waiting to accept critics.

 Having clear visions in determining the future for himself and his students.
 Practicing life long learning to keep up to date with latest knowledge and
skills.
 Willing to accept changes that are taking place in the world of global
education
 Creative and innovative thinking in teaching and learning process.

b) Give reasons why the teachers must explore the latest knowledge and skills.

Increase knowledge acquisition and knowledge of the lesson content. Teachers


need to acquire knowledge and skills to meet the educational needs of the future.
Educating based on textbooks alone are not adequate since knowledge is
expanding and constantly changing. Reading other academic materials is
important so that they always keep themselves up-to-date with latest knowledge,
specifically in their specialization area.

Other arguments:

 Keep themselves up to date with latest development of knowledge and


skills in order to provide meaningful learning experiences for students.
 Teachers need to practice the attitude “learning to teach”
 Become lifelong learners in line with the global changes.
 Teachers should foster a culture of love for knowledge not only for
themselves, but also to the students while they are in the classroom, in the
school environment, or outside of the school.

Section B

1. Miss Rosnah open discusses her personal life with her students. To an extent that
many topic are left uncompleted. This courses dissatisfaction among her pupils. 18 on
complains by the pupils, the headmaster finds that Miss Rosnah has violated the
teaching code of ethics. Based on the above situation, evaluate Miss Rosnah
accountability towards the teaching profession.

Rosnah accountability towards students and their teaching profession. Duties of a


teacher are not only limited to teaching students the subjects that have been specified
in the curriculum, but to deliver knowledge that are beneficial for students’ mental
development. Teachers are also responsible in shaping the character and personality
of their students so they become knowledgeable people, having good attitude and
useful to the country. Therefore, teachers are accountable for the achievement,
progress and excellence of pupils in education and morally. In carrying out the
responsibility of educating the students, teachers are also responsible for maintaining
their own positive image and behaviours. Teachers should always be on their best
behaviour, well-dressed and modest, gentle and friendly, hard-working, strict and
trustworthy. By having these values, teachers will always be respected by the pupils.

Other arguments:

 Rosnah should also be held accountable for herself. The teaching profession is
a profession that is respected by peoples since before independence. Thus,
every teacher is required to maintain and preserve the good image of the
teaching profession and the education sector.
 Rosnah also should also be held accountable for her work and responsibilities.
To implement accountability for the education program with distinction,
teachers should adopt the following things: read more books on the subjects
covered in the curriculum; a better understanding of the knowledge and skills
related to the subjects taught to students; planning and implementation of
teaching and learning strategies that are effective and easy to be understood
by the students; to teach and impart knowledge, accurate and correct facts so
that students benefit from it; join in-service courses and seminars to improve
their performance and teaching skills.

2. In this era of globalization, the roles of teachers increasingly challenging and
complex. In primary school, the development of national human capital is a teacher
priority which should not be under estimated. Provide relevant strategies that can be
implemented to fulfil the function of a teacher as a transmitter of knowledge in the
context of nation building

Teachers are educators who are knowledgeable. In addition, he is trained to teach


skills, and given the task of imparting knowledge to students. Therefore teachers as
practitioners gave a role to deliver useful and beneficial knowledge in the field to the
students.

There are relevant strategies that can be implemented in order to fulfil the teacher’s
role as a transmitter of knowledge, teacher need to acquire knowledge in human
psychology and learning theory. Show impartiality that can promote learning and
create a positive interaction in various directions. Acquiring an in-depth knowledge of
the subjects they teach. In addition, using the teaching methods and techniques that
allows students involvement in their own learning process.

As an educator who is responsible, teachers today must be aware of their duties and
responsibilities entrusted to her to educate a generation that eventually will be adults in
the future. Changes in planning today are to be accompanied by changes in teaching
and learning strategies in the classroom. To meet the challenges and demands of the
changes in teaching and learning strategies in the classroom, teachers today must
strive to equip themselves from time to time with the latest knowledgeable and skills.

The school as an institution of society should place a great importance on the


development and change for students’ behaviour and cater to the needs of the society.
Teachers in school play an important role in maintaining the good and positive lifestyle
and culture (eg matters relating to the moral issues). Therefore teachers in schools
should play a role as an agent of modernization in all spheres of society and the
progress of current developments. This means that schools need to emphasize on the
social and personal development of students and become an agent of change.

The teacher plays an important role in nation-building, activities such as seminars can
raise the level of awareness and understanding of among Malaysians in respecting the
constitution of Malaysia. For example, teachers can hold a seminar to educate the
students about the different ethnics in Malaysia so that Malaysians of various races
can better understand each other. Next, teachers can extend the concept of patriotism
through extra- curricular activities to improve student patriotism. For example,
teachers can organize excursions to the National Monument so student can learn
more about the history of our country. In addition, teachers can increase motivational
camps , seminars, lectures and collaborative work to cultivate the sensitivities among
races. For example, students will be more aware of sensitive issues faced by different
races and would not hurt the feelings of another person of different race group, when
they attend the activities carried out by the teacher. Finally, teachers can organise
activities to provide a through understanding of the importance of good
neighbourliness towards unity and integration. For example, a teacher can hold a
lecture on integration and provide guidance to students about the importance of
integration in our country.

Other arguments:

 Responsible teacher not only teaches the knowledge of subject content but
also teach life skills to students.
 Students should be exposed to the changes taking place around them and
methods in dealing with these changes.

3. Action research in education as long been use as an approach to improve the
practices and professionalism of teachers. Provide a detail description of the
implication of doing action research upon a teacher professional development.

Teachers should conduct action research to improve the quality of teacher’s


professional.

The first is to increase the knowledge and understanding of classroom practices and
improve teaching skills. Based on the action research done, the teacher can add on to
the existing knowledge to improve the quality of teaching and learning. Teachers will
learn how to plan lessons, assist students in learning, classroom management,
assessing student work, and apply the various teaching skills in the teaching and
learning process in the classroom.

Action research also allows teachers to have a better understanding of a theory in a


relation to language and learning. Teachers as researchers get involved in producing
new theories and as a result, a better understanding of the problems or difficulties
faced in the classroom. Teachers can gain knowledge and information resources
through action research to improve practice, skill, technique, strategy and changes in
teaching in order to have an impact on students. Teachers can also act as researcher
when teachers are involved in constructing theories about their work situation through
reflection, inquiry and action.

Action research facilities collaboration with students and other teachers. By conduction
action research, teachers will have a better understanding of the problem faced by
students during the learning process. Teachers can get the student to be involved in
making decisions about the curriculum and the teaching process. Teachers have the
opportunities to collaborate with other teachers. Teachers may request the opinions
from more experienced teachers.

In addition, teachers also have the opportunity to develop a shared commitment to the
improvement and enhancement of the profession. The findings can be shared with
other teachers, besides building a better relationship with colleagues in the search for
best practices of teaching and learning. Teachers and other parties involved can seek
a better understanding about education and schooling to improve the quality of the
school experience.

In conclusion, action research could raise the level of professionalism of the teacher in
their profession.

 Action research can facilitate innovation among teachers as they strive to find
new strategies, methods and materials suitable for teaching and learning.
 Action research can prevent teachers from making a judgement based on
assumptions.
