Transit Authority
Today, Metro serves about 1.2 million passenger trips daily. The rapid transit service, Metrorail, offers 91 station des-
tinations across 118 miles of track. Metrobus operates 24 hours, seven days a week with a fleet of more than 1,500
buses. Metro’s paratransit service, MetroAccess, provides about 2.3 million trips per year. In addition, the Authority is
part of a public-private partnership that operates the DC Circulator bus system.
In late 2015, Mr. Paul J. Wiedefeld was appointed General Manager/Chief Executive Officer by Metro’s Board of
Directors. He quickly confronted some hard truths about the state of Metro and spearheaded an action plan to restore
the public’s trust in the safety of the system. The safety of customers and employees is the Authority’s highest priority.
Headquartered in downtown Washington DC, Metro has approximately 13,000 employees with a 2017 fiscal year
budget of more than $3 billion. The Authority’s governmental jurisdictions are represented on Metro’s 16-member
Board of Directors, which is comprised of eight principle and eight alternate members – two from each jurisdiction
(DC, MD, and VA) and the federal government.
CHIEF ENGINEER
Metro is seeking a savvy, forward-thinking transit executive
to serve as Chief Engineer. The Chief Engineer will be
a vital and contributing member of the Authority’s
executive management team. This is a newly cre-
ated position and with its inception comes the
opportunity to literally shape the future of the
Authority as it rebuilds its infrastructure.
CHIEF
ENGINEER
Reporting to the General Manager/CEO, the
Chief Engineer will serve as the Authority’s
leading transit project delivery professional with
direct oversight management responsibility for the
Capital Program. The Chief oversees the Office of
the Chief Engineer consisting of three departments,
Real Estate, Design & Construction, and Planning
Department, respectively. The Office of the Chief Engineer
has a combined staff of approximately 300 employees with
an operating budget of $40+ million. In addition, the Chief Engineer will assist the General Manager/CEO in ac-
complishing the goals and objectives of the Authority, as well as working closely with the Board of Directors, other
executives, and senior level managers throughout Metro.
CHIEF ENGINEER
Duties and Responsibilities of the Chief Engineer position include, but are not limited to:
In conjunction with the General Manager/CEO, develops and manages the implementation of the Capital Program’s
short- and long-term goals, objectives, policies, and priorities; and allocates necessary resources and determines
service levels.
Develops and manages capital programming activities to include overseeing the planning, coordination, and
implementation of the annual capital budget; directs the six-year capital project program; oversees project delivery,
including financial reporting and performance monitoring; and enforces operational compliance in accordance with
federal circulars and guidelines.
Develops and manages a capital prioritization process that aligns projects with agency goals.
In conjunction with the Office of the Chief Financial Officer, oversees the general administrative functions related
to capital program management, including the approval of budgets; the development of polices, guidelines, and
administrative responsibilities; and the determination and approval of goals, objectives, personnel actions, and
other administrative duties.
Advises the General Manager/CEO and other senior leaders on all aspects of capital improvement initiatives,
including developing and recommending strategies to improve operations and maintenance activities through the
utilization of capital resources.
Oversees all Authority transit project delivery activities relative to Engineering & Construction Management, Real
Estate, and Planning matters.
Directs the planning, management, development, and execution of the Engineering Capital Program initiatives to
include right-of-way, fixed facilities, information technology, rolling stock, state of good repair, and parking garages
from project conceptualization to completion.
Oversees the establishment, implementation, and management of effective inspection, scheduled maintenance,
and other engineering programs related to all rolling stock, rail systems, track, wayside aerial structures, and all
related equipment to ensure safe and dependable service.
Perform other assigned duties as requested by the General Manager/CEO.
QUALIFICATIONS
The new Chief Engineer must be uniquely qualified to perform in this
high profile and sensitive position. The ideal candidate will come from
a public transit working environment of similar size and complexity to
Metro. The successful candidate will possess a track record of dem-
onstrated accomplishments and superior performance in successfully
leading a transit project delivery operation that functions as a major
contributor to the overall success of the organization. Of particular
importance, the new Chief Engineer must be an adept strategist who
thinks outside the box and is willing to take risk to advance the objec-
tives of the Authority. Executive presence, political astuteness, and excellent communications skills (both verbal and
written) are also important professional characteristics for the successful candidate to possess. In addition, the new
Chief Engineer will be an accomplished problem solver with the ability to identify key issues in complex situations,
evaluate options, and initiate strategies for resolutions. The ability to develop collaborative working relationships with
a variety of stakeholders, including the Board of Directors, Metro’s executive/senior management team, appointed/
elected officials, external vendors, other governmental agencies, and the public-at-large is a must. A team player who
enjoys working in a fast-paced engineering and construction environment is of particular interest.
The position requires a minimum of fifteen (15) years of senior leadership experience in the planning and design
of capital programs, as well as, the delivery of major complex capital projects, preferably in the public transit sec-
tor. A bachelor’s degree in Engineering, Transportation, Business Administration, and/or a related field is required.
Registration as a Professional Engineer in the District of Columbia, Maryland, or Virginia is also required and/or the
ability to obtain a Professional Engineer designation in one of the transit zone areas (DC, MA, VA).
