Program Analysis
The hosted started the show by highlighting speech of Dr Tahir-ul-Qadri in Lahore. The host criticized Tahir-ul-
Qadri for his statements about formation of Daesh in Pakistan and that Pakistan’s army would withdraw from
North Waziristan operation. She said there are lots of other issues which need to be addressed but Tahir-ul-
Qadri’s thoughts were very negative. Then the host highlighted the issue of Iran-KSA tension. She said issues
could only be resolved bilaterally rather than escalating tension by both the sides. Pakistan should play a role of
mediator rather than becoming friend of any country. All guests opined that Pakistan had good relations with
both the countries therefore Pakistan’s approach should be proactive.

Riaz Khokhar, Former Foreign Secretary:-

 Beginning of new year is not good and Saudi-Iran tension is very condemnable for Islamic world
 Pakistan must take any step with greater care. Pakistan had also played important role in Iran-Iraq war in
the past
 Pakistan have good relations with Iran but whenever relation with Saudi Arabia comes, Iran thinks that
Pakistan will lean toward Saudi

Ijaz Awan, Retired Major General :-

 Pakistan has good relations with both the countries and this tense situation is very challenging for
Pakistan
 Our PM has many interests in Saudi Arabia but we all hope that he will keep national interest above
personal interest
 Pakistan approach should be proactive. PM must dispatch one delegation to Iran under the headship of
Tariq Fatimi and other delegation to Saudi under the headship of Sartaj-Aziz for defusing the tension

Allama Amin Shaheedi, Vice Chairman Majilis Wahdat-e-Muslimeen

 Due to extremism and Sectarianism hate is rising in among Muslim countries

 Pakistan is religiously diverse country, so it can be affected by this tension
 We saw protests and outrage in different Islamic countries over the execution of Sheikh Nimir

Tahir Ashrafi

 Pakistan and Turkey can play very important role in reducing this tension
 Iran is our neighbor and Saudi is our benefactor
 If fire of hate flourish between Iran and Saudi, it will also affect Pakistan

Dr Amir Liaqat

 Pakistan will not become part of any Alliance, because people of different sects live in Pakistan
 Iran-Saudi tension will severely affect people of Pakistan

Host started the program with the story of execution of 47 people along with Sheikh Nimr al-Nimr in Saudi Arabia
and the reaction in Iran. Strong reaction was seen in Iran today and it will affect other Muslim countries as well. The
situation has also caused delay in the visit of Saudi Foreign Minister to Pakistan. How the dispute will distract the
coalition of 34 countries? Reservations of political parties are multiplying over CPEC Project. After Pervez Khattak
Mullana Fazlul Rahman has also raised objections over it today.
Person Name:
Haroon ur Rasheed (Analyst)
 This incident is the part of west’s policy and both Iran and Saudi Arabia gave bitter statements
against each other even before this incident.
 This should not be created as a sectarian strife however both countries should solve this issue
carefully. Bilateral discussions need to be started as were taking place before. There is no other
option left apart from a better mechanism of table talks.
 Pakistan and Turkey can solve this issue and an initiative should be taken carefully.
 Ahasn Iqbal should give details about the work in progress on western route of CPEC. Provincial
and Federal Governments need to sit together and discuss this matter. PM should also give Ahsan
Iqbal complete mandate for the completion of this project.
 Literacy rate has fallen down and good governance starts with the improvement of systems. CM
Punjab and Ch. Nisar are not taking action against the situation in Gujar Khan.
Habib Akram (member of Dunya News)
 Saudi Iran tension will definitely disturb peace in Pakistan as well as in other Muslims Countries.
 Nimr al-Nimr was arrested several times for spreading violence.
 Sense will prevail on both sides because both are powerful countries.
 Pakistan should play a vital role for reconciliation between these countries.
 That coalition is not against any particular sect this is a Sunni alliance against Sunni extremism.
 CPEC route will come from Gilgit to Hazara, enter Punjab passing near Mianwali again enter in KPK
and will touch Dera Ismael Khan.

New tax scheme is NRO against honest tax payers. Contribution of business community towards tax revenue
is very low: Adil Gillani – Chairman Transparency International

Program analysis:

Talat raised issue of Pathankot Airbase attack and anti-Pakistan propaganda being raised by Indian media. Mr Kasuri
also said that India media is representing extremists’ views. Talat Hussain criticized new tax policy and mocked Dr
Islmail by saying “I would have also benefited through this tax policy if had I been an elite industrialist.” Dr Ismail
defended Federal government and said increasing tax net was part of our manifesto. Dr Adil Gillani said this new tax
policy is NRO against the honest tax payers. Defense Analyst Ikram Sehgal also condemned propaganda by Indian
media and said that when Pakistan’s NSA met Indian NSA, it was decided that both the states will not react randomly
on the attacks from non-state actors. In his editorial comments Talat Hussian said that we need to observe Iran-
Saudi Arabia tensions closely. These tensions may further fuel sectarianism in the region. Pakistan should remain
neutral and non-aligned.

Participants Remarks
Khurshid Kasuri – Former Ambassador
 Whenever Pak-India relations get to normalization – there is some intervention.
 This was the first time Pak Army and other side was on same page.
 First week of December brought some good news for Pakistan. Indian PM, FM and Afghanistan President
visited Pakistan in December.
 Let us see what Modi government decides. PM Modi has summoned meeting today on this issue. This is a
test for Modi – how they cool down people.
 If they declare that Pakistan government, army or ISI is involved in these attacks – this will be a serious
situation.
 India should know Pakistan army and ISI can’t do this.
Ikram Sehgal – Analyst
 India had information that something will happen, that’s why they had closed shops.
 Terrorists tend to spread out once they are inside the target.
 You can’t guard everything in an airbase. Base was not completely cleared out.

Part II

Dr Ismail – PML-N

small traders with income below 50.million.

 Number of tax payer in Pakistan is 1 million.

Mohammad Ali Mian – Leader Trade Union

 Bigger chunk of economy is out of tax net therefore all trade unions agreed on talks with the government
on this policy.
 This scheme is not new. Mian sb ended ‘chumgi system’ 20 years ago.

Syed Adil Gillani – Chairman TI

 This scheme is NRO against honest tax payers. Contribution of business community towards tax revenue is
very low.

Program Analysis:
Host started the program with the story about differences between Islamic scholars in the Islamic Ideology Council.
Instead of solving or working on the issues among different sects of Islam our scholars fight over useless issues.
Islamic Ideology Council is not following the purpose for which it was made. The host asked do we still need an
Islamic Ideology Council and what is its utility, if any. Can we reach on a single point agenda against the sectarian
strife with the help of Islamic Ideology Council? And why parliament doesn’t discuss or consult issues raised by
Islamic Ideology Council?
Short Summary/Person:
Pervez Hoodbhoy (Analyst)
 There is no need of this council anymore.
 Now we need to concentrate on the problems of our people and country because this is a modern world.
 During Zia’s period these so called scholars could not even agree upon a proper definition of a Muslim
Allama Tahir Ashrafi (Religious Scholar)
 That was a bad day in the history of Pakistan and Islamic Ideology Council
 Scholars are in agreement that Qadianis are non-Muslims.
Allama Amin Shahidi (Religious Scholar)
 Problems can be solved through courtesy. This Islamic Ideology Council was established to make laws in
accordance with Islamic principles
 Members of Islamic Ideology Council should be moderate, neutral, educated, representatives of the entire
nation and have comprehensive knowledge of Islam.

If a terrorist opens any retail store he can make his black money white through this amnesty scheme: Rauf
Kalasra

Program Analysis:
Salman Baloach of MQM said that the government’s economic policies are confused. He said this is 5 th such scheme
and all such schemes have failed in the past. More importantly he said that the tax rate on level of income is
inappropriate. Saleem Mandviwala of PPP said that this is political amnesty which is election driven for 2018. This is a
kind of NRO because the amnesty should not be ongoing, it must be one time.
Rauf Kalasra said that there is no mechanism to prove the money is not from the terrorists. If a terrorist opens up a
retail store he can make his black money white through this scheme. He further said government is running subsidy
based economy and they are giving subsidy to sugar mill owners on the cost of general public. He further argued that
there is huge amount of black money stored in Swiss banks and in Dubai real estate, but government is reluctant to
take action on it. Harron Akhtar of PML (N) argued that we are launching amnesty scheme to increase the number of
fillers. This scheme is for small traders who have net working capital of below 50 million.
Participants:
Arshad Shreef:
 Will the government bring back money from the Swiss banks? Will government ask their own relatives to
invest in the country? Will this scheme be applicable to Ayan Ali?
Rauf Kalsra-Journalist:
 Dar claimed that about 200 Billion Dollars are deposited in the Swiss banks and he will bring that money
back to Pakistan. But he has not done anything in this regard
 The cartel of sugar industry have been given subsidy of 7 Billion Rupees and all of the sugar mills owners are
top politicians including Nawas Shairf and Asif Ali Zaradri.
 We are importing the cotton from India because of increase in number the of sugar mills. Government is
giving subsidy to foreign customers, why they are not giving relief to our own customers. If they are unable
to sell the sugar they must close the sugar mills which belong to the politicians. Sugar mills have not created
any jobs.

Harron Akhtar-PML(N)
 FBR is meeting its targets. We have not increased taxes but we have increased duties on trading of
commodities.
 We have launched amnesty scheme to increase the number of fillers. This is scheme for small traders who
have net working capital of 5 corers. It will increase the net revenue of the government.
 Subsidy given to the sugar mills is export subsidy.
 We have improved the economic indicators like economic growth, fiscal deficit and foreign exchange
reserves.

Salman Baloach:
 I am unable to understand the economic policies of current government. This is 5 th amnesty scheme.
 This amnesty scheme is launched by government to whiten black money earned through corruption in
projects like Metro Bus and others.

Saleem Mandviwala - PPP

 This is political amnesty which is election driven for 2018. This is a kind of NRO because the amnesty should
not be ongoing, it must be one time.
 We were making a legislation to increase the number of non-fillers but it was opposed by the Ch. Nisar.
 We will not let this bill pass from Senate.

Program Analysis:
Today’s show was an exclusive interview with CM KPK Pervez Khattak regarding his reservations over CPEC. Pervez
Khattak said that the Federal government does not want to give anything to poor provinces. We are simple people
and do not understand the tricks being played by the Federal government. All the Parliamentary parties in KPK are
on the same page regarding CPEC. Federal government cannot dodge us and it will have to give us our due rights.
Shahbaz Shrif claims that he can build roads in 6 months. Issue is not just a road; CPEC is an equipped corridor for a
complete economic zone. It looks as if Punjab is the only Pakistan for our rulers, they took CM Punjab to China, I
was never invited for a meeting with the Chinese. Khattak said that he has political ways to put pressure on the
government by remaining inside constitutional limits. Host Moeed Pirzada lated commented that “Let's admit
Nawaz is clever. He promised KPK 'western route' but plans to give them a 'road'; real 'Economic Corridor' only for
his voters.”

 Let's admit Nawaz is clever. He promised KPK 'western route' but plans to give them a 'road'; real 'Economic
Corridor' only for his voters

Pervez Khattak (CM KPK)

 In May APC, we decided that Western route of corridor will begin followed by the eastern leg
 We have no issue with Punjab or other regions but it should not be just a road rather equipped corridor
 In APC it was discussed that three parts of the corridor, i.e. Western, Central, and Karachi region
 The purpose was to uplift under developed areas & I salute China that they are doing it for upgrading their
poor province
 The route that they have inaugurated in Zhob is already part of NHA project i.e. N50
 The original route has not been shown to anyone, agreements, we have requested them to present in CCI
 If it’s only about a road, provincial govt can do it themselves
 People can trick people, but I never heard tricks would be done with the country, we need clarity
 They are weakening Federation by these deceptions. They would later blame me as a traitor
 I talked to Ahsan Iqbal, all provinces must get their due rights. We'll do everything we can within the
constitution
 All the provincial parties including ANP, PMLN agree on the rights of KP in CPEC
 We're simple people, not master of tricks. They are resorting to deception. We want under developed
regions uplifted
 Federal Minister Ahsan Iqbal is visiting KP on Jan 6 & we will explore with him our demands
 The budget of PSDP is also tricky, nobody would be able to pin point how the funds/projects are put
together
 The equipped corridor is right of KP & I am confident we will get our right including for under developed
areas along CPEC
 It was also discussed that route via KP is 600KM shorter, so far nothing has started in the DI Khan area
 Looks as Punjab is only Pakistan, they took CM Punjab to China, I was never told or asked for meeting with
Chinese
 They only took Balochistan CM once and that too was not for something important such as CPEC
 There has been direction given by Interior Ministry to Chinese investors/foreigners that they shouldn't be
granted NOC for KPK
 They say hydel power is cheapest but themselves working on coal.
 PM & federal ministers are ignorant of whats happening in KP & the progress. Its just politics of brothers
 KP development budget has never lapsed, 1st yr we spent 78%, Punjab had 82% where KP has highest 93%
 Mega project in Pakistan is eradicating corruption. They dont see education in KP as mega project
 They see development only as roads. We are spending in all sectors including roads, schools, hospitals
 30% budget has been given to Local Govts, other provinces didnt devolve any departments, no extra funds
 We have given 7 Billion Rs for completing small hydel power plants where there was never electricity
 10-15% community projects have been completed. Small finish in 8 months, mid ones take 1-2 years
 1200 MW of power projects have been tendered, these projects take time, then it goes to Federal for fixing
rate
