INTRODUCTION

(Introductory Paragraph)

BACKGROUND OF THE STUDY

Traffic is one of the biggest problem that our country is


facing nowadays especially to where the business industry is
focused on.So we need someone who will control the traffic, they
known as TRAFFIC ENFORCER.

The fact is, traffic is even worse than before. Imagine one
vehicular accident in different places or for example in Molave
Public Market is enough to cause traffic for more than two
hours. For sure, the public is still waiting for the solutions
that could ease their daily suffering.

A traffic enforcer is someone who enforcers traffic rules and


safety standards. At times they may also be called highway
patrol officer. They detailed within neighborhoods or local
police station or any nearby posts. These days, there are even
imaginative and creative traffic enforcers who do different
gimmicks to catch the attention of the people on the road and
make them follow rules and traffic regulations cheerfully as
with the dancing traffic police. It may also be a way to ease
the stress and tension while on the road especially during
traffic and rush hours.

Violators are thus directly confronted with the potential


negative effect of their behavior, the improvement due to
enforcement and for what road safety improving action their fine
is used. This tailored publicity is bound to increase support
for enforcement and thus for road safety in general.
CONCEPTUAL/THEORETICAL FRAMEWORK

Research literature dealing with the prevention and reduction


of road accidents commonly refers to three approaches, namely
environment/engineering solutions, education and enforcement.
The importance of environmental or engineering approaches as a
means of accident prevention and reduction is commonly stressed.
Modifying the social environment can change societal attitudes
towards road safety which is regarded as a necessary precursor
to beneficial behavioral changes (Grasmick et al, 1983).

Rothengatter (1990) suggests that the only way to mitigate


this problem is to develop some cost effective means of making
the road user immediately aware that an offence has been
detected and that notification of punishment will shortly
follow. However, Portans (1988) suggests that on-site
recognition and punishment is not a crucial factor when the
level of enforcement is high because the resulting level of
general deterrence provides sufficient behavior modification
cues to the road user.

STATEMENT OF THE PROBLEM

The purpose of this study is to determine the why the traffic


enforcement be visible especially in public market. One of the
problem is more complicated because social and economic issues
involve and creating a tangled mess that threatens the
development and progress that the cities are experiencing.It
seeks to answer specifically the following questions:
1. HOW THE TRAFFIC ENFORCER effectively work?
2. WHAT ARE THE REASONS OF LOW PERFORMANCE OF TRAFFIC
ENFORCERMENT IN DOING THERE TASK?

HYPOTHESIS

The enforcement of traffic laws in order to


reduce traffic collisions, their resulting injuries, and to
facilitate the safe and expedient flow of vehicular and
pedestrian traffic.

IMPORTANCE OF STUDIES

The Role of a Traffic Officer. The purpose of


the Traffic Officer Service is to undertake general traffic and
road management tasks thus allowing the police greater time to
concentrate on the protective services, such as tackling crime,
investigating collisions and enforcing the law.

SCOPE AND DELIMITATIONS OF THE STUDY


This study aims to defined a significant measurement of
the degree of essentiality in establishing traffic rerouting and
traffic management within the Public market (Molave). This
Focuses only on the study of modes of traffic relevant to t h e
existing local roads and physical transportation
facilities of the Public Market (Molave) that
contributes traffic build-
ups. With this study we will develop a design traffic
management by establishing a one-way and two-way traffic
systems applicable only to the public local roads which the
local government has only its jurisdictions over the said.
Moreover we will specifically defined the scope of the
study which follows:
-Define the existing transportations facilities such as
tricycle, bicycle, Bajaj, cars and motorcycle terminals
and loading and unloading sections which causes roadway
constrictions,
- Define the existing traffic directions that redirects the
traffic flow toward common intersections which develops
traffic congestion
- define the existing roadway obstructions such illegal
parking on road shoulders which narrows the road sections
Thus from the above scope of studies, we will be able to develop
a significant relationship between existing traffic condition in
relation to the existing traffic components such that we will be
able to formulate tough conclusion whether it is necessarily
essential to set up or redirect traffic flow.

Definitions of terms and other variables

To have a better understanding of this study the following key


terms are define:

Traffic congestion – traffic congestion is a condition on road


networks that occurs as use increases, and is characterized by
slower speeds, longer trip times, and increased vehicular
queuing. The most common example is the physical use of roads by
vehicles.

Violators - Someone who breaks rules is a violator. If your


grandpa drives 90 miles an hour on the highway, he's a violator
of the speed limit.
Social attitude -A social attitude was defined as "a behavior
pattern, anticipatory set or tendency, predisposition to
specific adjustment or more simply, a conditioned response to
social stimuli"

Roadway obstruction- It is an offence to obstruct the free


passage of the highway.
