harmful to his/her health and
safety or physical, mental or
psychosocial development

Refers to a company/establishment
that is not employing child labor
and not using products or materials
produced through the use of child
labor

Applies to establishments
with Tripartite Certificate
of Compliance with
Labor Standards (TCCLS)
Establishments can be
enrolled through:
 nomination
 direct application
TCCLS
Refers to the DOLE certificate issued
to an establishment verified by the
Tripartite Certification Committee to
have been compliant with Labor
Standards and Occupational Safety
and Health Standards, with no
pending case or complaint and
with no fatal accidents, no lost time
accidents, and with no or minimal
first-aid treatment cases for 3
consecutive years
Criteria
 Holder of a TCCLS
 Has company policy expressly
prohibiting child labor which is
displayed publicly
 Contracts with suppliers and
contractors contain stipulation
prohibiting child labor
 Establishment, suppliers and
contractors have no pending case
with DOLE on use of child labor
Requirements
 Copy of TCCLS
 Copy of written policy prohibiting child labor
 List of names and addresses of suppliers and
contractors
 Copy of contracts with suppliers and
contractors
 Certification from DOLE Regional Office/s
that suppliers and contractors are not
engaged in child labor
PROCESS FLOW FOR THE ISSUANCE OF
CHILD LABOR-FREE ESTABLISHMENT CERTIFICATE

Step 1. Filing of Application

Establishment applies or is nominated by the RTIPC or


RCC; submits application and documents to
DOLE Regional Office

DOLE RO conducts validation on establishment through


documentary review, ocular visit and random interview of Compliant?

Validity of CLFE
Certificate
 Shall remain valid unless the
establishment has been decertified
for violation of the TCCLS, or a
report on the use of child labor by
the establishment and/or its
suppliers and contractors has been
verified as true
Decertification
 DOLE Regional Office may decertify
an establishment/ if any of its
suppliers and/or contractors are
found, after due process, to have
violated any child labor-related law
or policy
Monitoring
The Bureau of Workers with Special
Concerns shall monitor compliance
of certified establishments with
Republic Act No. 9231 (Anti-Child
Labor Law)
