I. IDAHO EVENTS

A. General information
1. Any member affiliated by March 1, 2017 not competing in a STAR Event is eligible to compete
2. The $10 entry non-refundable fee is to be paid with registration.
3. Orientation attendance is mandatory, non-attendees are disqualified.
4. These contests are not STAR Events and will not advance to the national level, except National Spotlight on
Projects. The top two in this category will represent Idaho at the National Leadership Conference.
5. Awards will be presented at closing session.

B. Events:
1. FCCLA Knowledge Bowl – on-line tests will be completed prior to the conference. Participants will be
informed of the top competitors moving onto the buzzer round, which will take place on Thursday
April 7th prior to the service carnival.
2. Creed Speaking – Friday, April 8th
3. Extemporaneous Speaking – Friday, April 8th
4. Spotlight on Projects – National Programs - Friday, April 8th
a. Chapters will have the opportunity to show outstanding National Programs projects.
b. The top two selected will represent Idaho in the Spotlight on National Projects at the National
Leadership Conference.
5. Culinary Knife Skills – Friday, April 8th
6. Cupcake Decorating – Friday, April 8th
a. open to junior, senior/occupational teams, maximum of 10 for the state competition.

Culinary Knife Skills-Information Form 21-Information

Culinary Knife Skills is an individual event that will showcase the best of participants' knife skills. Participants will produce six
uniform pieces for each knife cut meeting industry standards and demonstrate proper safety and sanitation procedures.

ELIGIBILITY
Chapters may submit two entries into this event.
1. Participation is open to any nationally affiliated FCCLA chapter member that has been or is currently enrolled in a Culinary
Arts program.

2. Participants must be registered for the State Leadership Conference, and may participate in one STAR
event in addition to the Culinary Knife Skills proficiency event.

PROCEDURES and TIME REQUIREMENTS


Thirty minutes will be allowed for this event. Participants will be notified of their competition times, via email to the
instructor, once registration closes. The competition is open to spectators.

1. Students will sign in and receive a participant number and a work station assignment.

2. Participants for this event shall appear in proper attire. Participant must provide and wear a clean chef's jacket, chef's
pants, appropriate closed-toe footwear, apron and hair restraint that keeps hair off face and shoulders. Do not wear any
jewelry (rings, watches, bracelets, dangling earrings, etc.), nail polish, artificial nails and piercings. Disposable gloves will not
be required.

3. All participants must bring their own equipment that will be appropriate for basic knife cuts. The following are the
ONLY tools allowed for Knife Cuts:

Vegetable Peeler Paring Knife 8" or 10" Chef's Knife Tourne Knife Cutting
Board/Grip Pad Scrap Container Parchment paper/Pen Bench Scraper Sanitation
Bucket Towels 1/2 Sheet Pan *No rulers allowed

4. A total of six uniform and appropriate pieces are cut from the vegetable provided to demonstrate three of the following list:
Julienne; fine julienne; brunoise; fine brunoise; small, medium, large dice; paysanne, batonnet, tourne; rondelle. Dimensions
are based on the basic classical knife cuts described in American Culinary Federation published guidelines. Product waste will
be evaluated.

5. At the beginning of the competition, participants will all be notified which cuts they will need to perform.
Knife cuts will be displayed on the 1/2 sheet pan, and all cuts will be identified using pen and parchment paper.

6. Thirty minutes will be allowed for this event. Five minutes to set up the work station, 20 minutes to produce and arrange
each of the knife cuts, five minutes to clean the work area.

7. Judging will be based on uniform consistency of cuts (based on ACF guidelines), and demonstration of high quality of
workmanship.

Cupcake Decorating

Cupcake Decorating is an individual event that recognizes participants who demonstrate their creativity in creating an
original cupcake focused on a theme with a specific client in mind. Following the customer’s specifications, the
participant will complete an order form, prepare the cupcakes and present them in a display appropriate for the
Intended event.

Eligibility
Chapters may submit one entry into this event. The contest will cap at 10 competitors.
1. Participation is open to any nationally affiliated FCCLA chapter member.
2. Participants must be registered for the State Leadership Conference, and may participate in one STAR
Event in addition to the Cupcake Decorating Idaho event.

Procedures and Time Requirements


This event will encompass a total of ninety minutes. Participants will be notified of their competition
times/heats, once registration closes. The competition is open to spectators if space is available.
1. Students will sign in and receive a participant number and will be assigned a workstation.
2. Participant for this event shall dress in proper attire. Participant must provide and wear a clean chef's jacket,
chef's pants, appropriate closed-toe footwear, apron and hair restraint that keeps hair off face and shoulders.
Disposable gloves are required for this event. Do not wear any jewelry (rings, watches, bracelets, dangling earrings,
etc.), nail polish, artificial nails and piercings.
3. All participants must bring their own decorating supplies and ingredients:
 One dozen pre-baked cupcakes (any size and can be various sizes).
 Frosting or fondant – pre-made and ready to use (may be pre-colored, but not pre-shaped).
 All equipment/supplies needed to frost and decorate the cupcakes. (Electricity will not be available)
 Portable Display: Cupcakes must be presented in one cohesive display.
 Display Dimensions: 24” deep by 24” wide by 24” high
 The event is based on creativity. Any item that will enhance the cupcake display (i.e. racks or plates)
will be allowed. Any extra attractions will be allowed to enhance the theme, but it will have to be a
part of the cupcakes themselves, it cannot be separate from the display. For example, if you want to add
a cactus to the display, it must be part of the cupcake display and not off to the side.
4. Participants will be given 15 minutes to set up his/her station and prepare a customer order form, 60 minutes to
decorate the cupcakes and prepare the cupcake display, and 15 minutes for cleanup and judge’s questions.
5. Cupcakes must be decorated; these cupcakes are going to a customer. We encourage the use of edible
decorations. Participants will assemble all twelve cupcakes for judging. Cupcakes do not have to be identical, but
need to correlate with the chosen theme.
6. Participants will be required to complete a customer order form prior to arriving at check-in for competition. The
order form must be completed and in a page protector. The completed customer order form will need to be
displayed during the competition on the table and at the end of the competition, along with the cupcake display,
for the judges to see. The customer order form will include the following (see the attached order form):

7. Cupcake display will be judged on appearance, tools and techniques, creativity and final presentation.
8. The Bonus evaluation will be used if a tie breaker is needed and will be based on the following:
Display/Presentation, Product Taste, and Theme. These 10 points will be added to the original 100 points as a
“bonus” for a total of 110 points possible. The cupcakes that did not make the final round will not be eligible for
the extra 10 points.

RULES:
1. The contestant will draw a Family and Consumer Sciences related question. The topics may deal with FCCLA, families, etc.
2. The contestant will be provided ten (10) minutes to develop the topic. Notes will be made on cards provided by the
event proctor. No adviser contact will be allowed between the time of receiving the topic and delivery.
3. The use of reference books and printed materials during the presentation will not be permitted. No materials or
previously prepared notes will be allowed into the preparation room with the contestant.
4. The length of the speech will be no less than one (1) minute and no more than three (3) minutes for Extemporaneous
contestants.
5. Contestant will speak before a panel of judges and a timekeeper. No audience will be allowed. Contestants will be
given warnings via flash cards at one-minute intervals during the speaking time.

Fashion Sketch – PILOT

Fashion Sketch, an individual event, recognizes members for their ability to design and sketch a croquis based upon a provided design scenario.

EVENT CATEGORIES
Senior/Occupational: grades 10–12

ELIGIBILITY
1. Each chapter may submit one entry per chapter of this event
2. Participation is open to any nationally affiliated FCCLA member that is affiliated by March 1st.
3. Participants must be registered to attend SLC and pay all associated fees.

PROCEDURES & TIME REQUIREMENTS


1. Participants must attend an event orientation session where they will:
■ be given a brief overview of the event
■ draw an identification number indicating the order of participation (participant must wear number during the event)
■ review time schedule
2. At the designated participation time, the event consultant will give the participant a design scenario. Once instructed, participants have
5 minutes to brainstorm. Using the design scenario, participants will have 35 minutes to design, sketch, color croquis, and complete the
Elements and Principles of Design worksheet.
3. Participants are required to bring the following supplies: 1 file folder (plain, of any color); colored pencils, crayons, and/or
markers; erasers; pencil sharpener(s), and ruler(s). No reference materials are allowed. FCCLA will provide one copy of the Elements and
Principles of Design worksheet, one croquis, and plain paper per participant. Participants may draw their own croquis if they choose.
Croquis of various sexes, ages, and body sizes will be provided.
4. At the designated time, participants will deliver an oral presentation of up to 5 minutes in length, using the completed croquis and
completed Elements and Principles of Design worksheet. A 1-minute warning will be given at 4 minutes. Participants will be asked to
stop at 5 minutes. Following the oral presentation, the participant will provide the completed croquis and worksheet to evaluators in the
file folder.
5. Evaluators have up to 5 minutes to ask questions, score, and write comments for each entry. The decision of the evaluators is final.
6. Contents of the file folder will be returned to the participant’s adviser, with the scored rubrics, after the award recognition ceremonies.
7. Total time required for participation in this event (excluding orientation) is approximately 50 minutes including brainstorming,
design, sketching, croquis, completion of Elements and Principles of Design worksheet, oral presentation, and evaluator scoring.

GENERAL INFORMATION
1. A table will be provided.
2. Spectators are allowed to observe the oral presentation portion of this event, as space allows. Participants may only observe after they
have already presented.
3. Participants are not allowed to discuss the event with other participants or to receive coaching from any spectators. Doing so will result in
disqualification.
4. Presentations may not be recorded or photographed, except by the official Idaho FCCLA photographer.
5. Participants should follow the approved conference dress code for participation in this event.

Fashion Sketch – PILOT
Specifications

Fashion Sketching
At the designated time, each participant will receive a design scenario. Participants will have 5 minutes to brainstorm about an outfit
to incorporate into the scenario, 35 minutes to design, sketch, and color one outfit on a croquis. Participants will complete the
Principles and Elements of Design worksheet.

Sketching Techniques Produce a design that is neatly rendered, sketched, colored and includes extra details (zippers,
stitching, buttons, seam lines, etc.)
Design Scenario Make appropriate choices to meet the design scenario.
Elements of Design Evidence that all four parts of the elements of design are included in the sketch—color, line,
texture, and shape.
Principles of Design Evidence that all five parts of the principles of design are include in the sketch— proportion,
balance, rhythm, emphasis, and harmony.
Accessories Incorporate accessories into sketch—jewelry, gloves, hats, sunglasses, scarves, handkerchiefs, etc.

Creative and Original Execute original thought and planned out designs of croquis.
Designs
Craftsmanship Croquis is clean and crisp with no excessive eraser marks. Outline the croquis in black pen or
pencil.

Oral Presentation
The oral presentation may be up to five (5) minutes in length and is delivered to evaluators. Evaluators will ask questions following the
presentation.

Organization/Delivery Deliver oral presentation in an organized, sequential manner; concisely and thoroughly
summarize project. This delivery will need to explain the use of elements and principles of design
in the sketch.
Content Knowledge Show evidence of fashion design knowledge and skills. Participants may use the Elements and
Principles of Design worksheet, if desired.
Voice Speak with appropriate force, pitch, and articulation.
Body Language/ Clothing Use appropriate body language including gestures, posture, and mannerisms. Wear clothing that
Choice meets the conference dress code.

Grammar/Word Usage/ Use proper grammar, word usage, and pronunciation.


Pronunciation

& Interpretation
FCCLA Creed Speaking & Interpretation, an individual event, recognizes first-year members through grade 9 for their ability to recite the
FCCLA creed and interpret it within the context of their personal philosophy. This event provides an opportunity for members to gain self-
confidence in public speaking while learning the values and philosophy expressed by the organization in which they hold membership.

EVENT CATEGORIES
Junior: through grade 9
New, 1st Year Members Only

ELIGIBILITY
1. Each chapter may submit up to three (3) entries in the junior category of this event. Entries at participating National Cluster Meeting
locations will be available on a first come, first served basis. The number of entries will be determined by the conference facility and
schedule.
2. Participation is open to any first year nationally affiliated FCCLA member through grade 9. Affiliation deadline: November 1.
3. Participants must be registered to attend the National Cluster Meeting and must stay at one of the official conference hotels.
Hotel reservations will be verified prior to the meeting.

PROCEDURES & TIME REQUIREMENTS


1. Participants must attend an event orientation session where they will:
■ be given a brief overview of the event
■ draw an identification number indicating the order of participation (participant must wear number during the event)
■ review time schedule
■ take a timed, 10 question test on general FCCLA knowledge, based on information found on the FCCLA national website,
www.fcclainc.org.
2. At the designated time, the participant will be given up to 5 minutes to take a timed, 10 question test on general FCCLA knowledge.
Following the test, participants will remain in the orientation/holding room until their assigned presentation time and following
presentation may not return to the holding room.
3. Participants may not bring reference materials for use in the holding room. Participants are allowed to bring a pencil for
taking their test.
4. At the designated time, an event volunteer will introduce each participant by number and name only. The participant may not offer
introductory remarks or concluding remarks. The participant will greet or thank the evaluators and shake their hands either before or
after their event presentation.
5. The individual participant will recite the creed from memory to the evaluators. There is a maximum of 2 minutes for the creed
presentation. Once the participant has begun reciting the creed, he/she may not stop and start over.
6. Participants may not use note cards. No other presentation elements such as music or visuals are allowed.
7. At the conclusion of the creed presentation, the evaluators will ask the participant to answer three (3) questions concerning the meaning
of the creed and how the creed fits the participant’s personal philosophy. There will be a 3 minute time limit for questions and answers.
8. Evaluators will score and write comments for each entry for approximately 5 minutes. The decision of the evaluators is final.
9. Total time required for participation in this event is approximately 10 minutes including presentation, questions, and evaluator
scoring.

GENERAL INFORMATION
1. A corded microphone may be provided if required by event facility set up. No additional set-up is provided.
2. Spectators are allowed to observe this event, as space allows. Participants may only observe after they have already presented.
3. Participants are not allowed to discuss the event with other participants or receive coaching from any spectators. Doing so will result in
disqualification.
4. Printable online certificates of participation will be available on the FCCLA national website. Participants placing 1st, 2nd, and
3rd will receive awards at the National Cluster Meeting during the Closing General Session.
5. Presentations may not be recorded or photographed, except by the official FCCLA photographer.
6. Participants should follow the approved conference dress code for participation in this event.

fits the participant’s personal philosophy. There will be a 3 minute time limit for questions and answers.

IDAHO EVENT

Impromptu Speaking

Impromptu Speaking, an individual event, recognizes participants for their ability to address a topic relating to FCCLA and Family and
Consumer Sciences without prior preparation. The ability to express one’s thoughts in an impromptu situation while maintaining
poise, self-confidence, logical organization of point, and conversational speaking are important assets in family, career and community
situations.

EVENT CATEGORIES
Junior: through grade 9
Senior: grades 10–12
Occupational: grades 10–12

ELIGIBILITY
1. Each chapter may submit up to three (3) entries in each category of this event. Entries at participating National Cluster
Meeting locations will be available on a first come, first served basis. The number of entries will be determined by the
conference facility and schedule.
2. Participation is open to any nationally affiliated FCCLA member.
3. Participants must be registered to attend the National Cluster Meeting and must stay at one of the official conference hotels.
Hotel reservations will be verified prior to the meeting.

PROCEDURES AND TIME REQUIREMENTS


1. Participants must attend an event orientation session where they will:
■ be given a brief overview of the event
■ draw an identification number indicating the order of participation
■ review time schedule
■ take a timed, 10 question test on general FCCLA knowledge, based on information found on the FCCLA national website,
www.fcclainc.org.
2. At the designated time, the participant will be given up to 5 minutes to take a timed, 10 question test on general FCCLA knowledge.
Following the test, participants will remain in the orientation/holding room until their assigned presentation time and following
presentation may not return to the holding room.
3. Following the test, the participant will select a topic. The participant may see the three topics before choosing one to use.
The topics will relate to FCCLA purposes, activities, current programs and/or Family and Consumer Sciences topics.
4. Participants may not bring reference materials for use during the 10-minute preparation period.
5. One 4” x 6” card may be used during the preparation and performance. Information may be written on both sides of the note card.
The note card must be left with the event coordinator at the conclusion of the oral presentation.
6. An event volunteer will introduce each participant. The participant will introduce the speech topic by title only.
7. Each speech should be 4 minutes in length. A 1-minute warning will be given at 3 minutes. Participants will be asked to stop at 4
minutes.
8. Evaluators will score and write comments for each entry for approximately 5 minutes.
9. Total time required for participation in this event is approximately 25 minutes including preparation time,
presentation, and evaluator scoring.

GENERAL INFORMATION
1. A table and table top podium will be provided. A corded microphone may be provided if required by event facility set up.
2. Spectators are allowed to observe this event, as space allows. Participants may only observe after they have already
presented.
3. Participants are not allowed to discuss the event with other participants or receive coaching from any spectators. Doing so will
result in disqualification.
4. Printable online certificates of participation will be available on the FCCLA website. Participants placing 1st, 2nd and 3rd will receive
awards at the National Cluster Meeting during the Closing General Session.
5. Presentations may not be recorded or photographed, except by the official FCCLA photographer.
6. Participants should follow the approved conference dress code for participation in this event.

Toy Design
Each participant will design and construct an original toy for a child that meets the developmental and educational needs of a specific
age group. Safety should be a primary concern in the planning and construction of the toy. Two (2) copies of the completed Toy
Design Worksheet will be given to the evaluators prior to the start of the oral presentation.

Name of Toy Choose a creative name for the original toy.


Age Group Design and construct an original toy to meet the developmental needs of one of the
following age groups: Birth–12 months; 12 months–24 months; 2–4 years; or 5–7 years.
Category of Play Select applicable category of play such as: quiet play, active play, cooperative play,
manipulative play, make-believe play, creative play, and learning play.
Design and Construction Construct a toy using common, everyday items. Items may include, but are not limited
to: paper goods, containers, household objects, sewing and craft items, and wood. Toy is
creative, stimulates play, visually appealing, and well-made.
Safety, Sanitation and Design and construct the toy to meet safety and sanitation needs for the selected age

Oral Presentation
The oral presentation may be up to five (5) minutes in length and is delivered to the evaluators. The oral presentation should
