 Emergency operations in affected areas to provide health quad cluster response
which includes medical / public health, water, sanitation and hygiene, nutrition,
and mental health and psychosocial services

above. All response activities should relate to a specific need in the Needs section.
ACTIONS TAKEN

DOH Central Office

 Usec. Gerardo Bayugo visited the Provincial Government of Isabela to
accompany President Rodrigo Duterte in conducting the ocular survey/assessment
of the affected areas.
 Organized standby Medical, WASH and MHPSS Teams from DOH CO, DOH
NCR, NCMH and DJRRMH.
 Deployed a composite public health and medical teams from DOH III to DOH II.
 Reiterated the PHILHEALTH Circular No. 34 s. 2013 on No Balance Billing
Policy during emergencies and disasters to all DOH Retained Hospitals in the
regions.
 Continuous coordinating with the regional offices, DOH-retained hospitals,
 attached agencies, and other health partners for the current status of their areas.

DOH Regional Offices

Region I
 Three (3) RHA teams deployed in evacuation centers in Ilocos Sur, Ilocos Norte
and La Union.
 There are no notifiable diseases/syndromes monitored through SPEED.
 Mariano Marcos Memorial Hospital and Medical Center, Ilocos Training and
Regional Medical Center are operational and ready to provide.
 Distributed medicines, jerry cans, hygiene kits and buntis kits in evacuation areas

Region II
 Deployed three (3) Health Emergency Response Teams composed of WASH,
NiE, Medical and MHPSS in Penablanca, Cagayan
 Deployed RDANA Team in Gonzaga and Sanchez Mira, Cagayan
 Issued Health Emergency Advisories and updates to media, PHO and PDOHOs
 Activated ICS and SPEED in all provinces.
 Conducted medical consultations in BHS, RHUs and ECs. The top 5 leading
causes of consultations are: Acute Respiratory Infection, High Blood Pressure,
Fever, Headache and Dizziness.
 There are no notifiable diseases/syndromes monitored through SPEED.

Region III
 Conducted medical consultations in evacuation centers
 A composite team from DOH RO III and JBLMRH deployed to augment
operations at RO II
 There are no notifiable diseases/syndromes monitored through SPEED.

Regional Office CAR

 Activated SPEED in all provinces. There are no notifiable disease syndromes as
of reporting time.
 Dispatched team for Rapid Health Assessment
 Activation of WASH (Water, Sanitation and Hygiene)
 Provided logistics/equipment to Baguio General Hospital Medical Center

Note: all other DOH Hospitals not listed above are fully functional and didn’t incur damages due to TY
Ompong. However, other district hospitals, RHUs, BHS and other health facilities not listed are still under
assessment/validation for structural and non-structural damages.

HEALTH HUMAN RESOURCES

 A total of 36 Health Emergency Response Teams (HERTs) are deployed in
Regions CAR, I, II, III, IV, CAR and MIMAROPA.
 One (1) Medical Team from Dr. Jose P. Lingad Memorial Hospital and one (1)
composite team from Regional Office III travelled to Region II to provide
augmentation of human and non-human resources to the affected areas in the
region.
 Moreover, HEMB deployed (2) teams to participate in the Rapid Damage
Assessment and Needs Analysis (RDANA) in CAR and National Incident
 Management Team (N-IMT) in Clark, Pampanga.

PREPOSITIONED LOGISTICS
 A total of Php 24,379,750.00 amount of logistics were prepositioned by DOH
Regional Offices. Moreover, Php 34,297,091.00 amount of logistics is available
in the DOH Central Office.

MOBILIZED LOGISTICS
 A total of Php 9,673,286.34 amount of logistics were augmented by the DOH
Central Office and Regional Offices to affected areas.
