Reflection on the Alternative Work Arrangements
The Civil Service Commission promulgated the contextualized AWA guidelines to
ensure the well-being of their personnel and assure safety in performing their duties. This is comprised in the DepEd Order No. 11, series of 2020 or the revised guidelines on Alternative Work Arrangements in the DepEd during the period of state national emergency due to COVID-19 pandemic. To ensure the continuity of learning, the guidelines prioritize the health and safety of the teaching and non-teaching personnel to prevent the dangerous transmission of COVID-19. The effectiveness of the guidelines is on June 22, 2020 until September 12, 2021. It covers all DepEd offices, schools, and community learning centers. It also includes Job Orders and Contract of Service personnel. Here are the types of work arrangements that schools adopt and practice. The Skeletal Workforce is the operational capacity that allows few or limited number of people needed for the school/agency to operate its basic function. They have six-hour work day onsite and two-hour work-from-home duty. Some agencies have office shuttles, transportation allowance and accommodation support. Work-from-Home, employees are allowed to perform their work at home to ensure the safety of everyone and to limit the personnel coming on site. They have planned workweeks and their lines are always open for communication during working hours. They have an 8-hour workday with flexible working hours from 7:00am to 9:30am until 4:00pm to 6:30pm. They also need to record the accomplishments through Individual Daily Log and Accomplishment Report. Employees are considered absent if they didn’t perform their tasks. In the Two-Week Shifting/ Rotation, personnel are in contact and exposed only to a specific group of persons. No switching of batches/shifts. After reporting on site, personnel are required to self- quarantine for 14 days/2 workweeks under work-from-home. They are allowed to resume reporting on-site when they don’t have any symptoms of COVID-19. They also have four- day physically reporting workweek and one-day work-from-home on weekly shifting or rotation workweek. The purpose of rotation workweek is to reduce the person-to-person contact and exposure. Also, it will be easier to conduct contact tracing if personnel are infected or suspected to have COVID-19. For schools that were used as quarantine/isolation facilities, physical reporting to the workplace/onsite shall be prohibited until a certification from the proper health authorities is issued that declares the school as safe and fit for education purposes and should follow the DOH guidelines, rules and other issuances
I agree that the implementation of Alternative Work Arrangements is a positive action
that agencies in our country should practice. The government is truly supporting and finding ways to sustain our economy. Especially the schools, to ensure that the pandemic will never be a hindrance to educate and support our learners.
