Introduction

The Department of Labor and Employment (DOLE) in Zamboanga Peninsula Region


released over P6.9 million to 699 informal sector workers in the municipalities of Bayog,
Dumingag and Kumalarang, Zamboanga del Sur under the Tulong Panghanapbuhay sa Ating
Disadvantaged/ Displaced Workers (TUPAD) Program.
Director Buenafe said in an interview that TUPAD is a community-based package of
assistance that provides emergency employment for displaced workers, underemployed and
seasonal workers, for a minimum period of 10 days, but not to exceed a maximum of 30 days,
depending on the nature of work to be performed.
A major life event is unemployment. On people's life, it may have terrible consequences.
Family members and the larger community are also impacted in addition to the unemployed
person. Unemployment can have a significant aftereffect. Long-term unemployment has a
wider range of effects and frequently lowers living standards in retirement. The future chances
of the following generation may be harmed by the parents' economic loss. Unemployment
costs the economy precious productive resources, aside from the negative effects on
individuals. Losing a job has a ripple effect that hurts local businesses as families cut back on
spending, especially in rural and regional areas. People leaving in search of employment may
cause additional harm to nearby towns.
Way back in Bayog, a lot of family members are seasonal workers or unemployed. They
are relying only on the 4Ps, which will release only once or twice a month. Also, they are
waiting for the election so that they can get money from the runners. Looking for a job in our
barangay is very hard, for the simple reason that the stores way back there are so small that
they cannot give a large amount of salary.
In conclusion, the impact of DOLE's TUPAD program on households has both a positive
and negative impact. While it has enabled them to work for themselves and their families, they
have had the chance to show their skills, and they can sustain their daily needs. At the same
time, families will rely only on this program and it will not do the hard work for them to sustain
their daily lives.
Theoretical Frameworks
As for the possible concepts that may consult in discovering the more prevalent ways in
how DOLE’s TUPAD program can significantly impact the lives of struggling households that are
in need of any possible sources of income to potentially revitalize their current dilemmas.
The concerns of the implementation of DOLE’s TUPAD program is to mainly help those
who are skilled in a specific area of expertise to firmly make use of their skills and obtain
income to shoulder the weight of unemployment.
The Official Government decided to respond to this central social problem by introducing
a ‘new ’plan (TUPAD) that initially required some young and fairly aged people to work for their
unemployment benefits, Beneficiaries will be given employment for 4 hours/day for 10 days.
They will get paid the minimum wage in the region for a day's work. This is also a one-time
grant and for further assistance, DOLE can refer them to DSWD.
Beneficiaries of this program will vary from underemployed, laid-off or terminated
workers as a result of retrenchment or permanent closure of an establishment.

Statement of the Problem


Our study evaluates how it affects or impacts the TULONG PANGHANAPBUHAY SA ATING
DISADVANTAGED/DISPLACED WORKERS (TUPAD) a DOLE program to Filipinos in each
household. It focuses in Poblacion, Bayog ZDS utilizing people who undergone the program as
research participants. The study will be conducted during the school year 2022-2023.

Specifically, it aims to answer the following questions:


1. Is the wages or income enough for the worker’s family?
2. Does the quantity of members affect how much they could get?
3. How will they manage to balance time in home and at given job?

Scope and Limitations of the Study


This part of the research talks about the scope and limitations of this study. This includes
the subject matter, the research environment and timeline, the research participants, the
research design, and the research methods.

Subject Matter. This study focuses on understanding how the people in the program have an
impact and the impact in each households. People who are in the program can share what the
impact they got during the program.
Research Environment and Timeline. The data gathering will take place in Poblacion, Bayog ZDS,
on the school year 2022-2023.
Research Participants. The participants of this study will be people who are in the TUPAD
program.
Research Design. This study will use qualitative research design following that this study focuses
on what the impact of DOLE’s TULONG PANGHANAPBUHAY SA ATING
DISADVANTAGED/DISPLACED WORKERS (TUPAD) on households.
Research Methods. The researchers will use descriptive-interview research method to know the
impacts of DOLE's TUPAD program on household. Therefore, the respondents are identified
through personal interviews, deep talks, and surveys about the impacts. Having more trusting
approach can earn more different insights.

Significance of the Study

The Department of Labor and Employment's (DOLE) Tulong Panghanapbuhay sa Ating


Disadvantaged/Displaced Workers (TUPAD) Program is a government initiative that aims to
provide temporary employment to the unemployed, underemployed, and displaced workers in
the Philippines. The program is designed to address the impact of natural disasters, calamities,
or any unexpected economic downturn that may result in job loss.

A significance study of the effects of DOLE's TUPAD program on households can provide
valuable insights into the program's effectiveness and its impact on the beneficiaries' livelihood
and well-being. This type of program begins when the pandemic strikes. Those times when
people are unable to leave their homes and are forced to resign or stop working due to COVID-
19.

In conclusion, a significance study of the effects of DOLE's TUPAD program on households


can provide valuable insights into the program's effectiveness and impact on beneficiaries'
livelihood and well-being. The study can be conducted using a combination of qualitative and
quantitative research methods and should follow a rigorous research design to ensure the
validity of the findings.
Definition of terms
The following terms will be used in this study and be taken according to the definition
given below:

1. DOLE - The Department of Labor and Employment is the government agency responsible for
formulating policies and implementing programs and services to promote and protect the
welfare of Filipino workers.

2. TUPAD - The Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers program is


a short-term employment program implemented by DOLE that aims to provide emergency
employment to workers who have been displaced due to natural or man-made disasters,
economic crisis, or other forms of calamities.

3. Household - A household is a group of people who live together and share common
resources, such as food, shelter, and expenses. In the context of the TUPAD program,
households may refer to the families or communities of the workers who have benefited from
the program.

4. Impact - The impact refers to the effect or influence that the TUPAD program has on the
households of the workers who have participated in the program. The impact may be positive
or negative, and it may be measured in various ways, such as changes in income, employment
status, or overall well-being.

5. Short-term employment - Short-term employment refers to temporary work arrangements


that last for a limited period, typically a few days or weeks. The TUPAD program provides short-
term employment opportunities to workers who have been displaced or unemployed, with the
aim of helping them earn income and improve their livelihoods.

6. Livelihood - Livelihood refers to the means of support or income-generating activities that


sustain the basic needs of a household or community. The TUPAD program aims to provide
short-term employment opportunities that can help improve the livelihoods of workers and
their households.
7. Disadvantaged/Displaced workers - Disadvantaged or displaced workers refer to individuals
who have lost their jobs due to various reasons such as natural or man-made disasters,
economic crisis, or other forms of calamities. The TUPAD program targets these workers and
provides them with short-term employment opportunities to help them recover from their
losses and improve their livelihoods.
