CHAPTER I

THE PROBLEM AND ITS SETTING

Rationale

A performance evaluation system is a systematic way to examine how

well an employee is performing in his or her job. If you notice, the

word systematic implies the performance evaluation process should be a

planned system that allows feedback to be given in a formal—as opposed to

informal—sense. Performance evaluations can also be called performance

appraisals, performance assessments, or employee appraisals. It is a tool used

to measure individual performance and to develop employees into high-

performing individuals.

There are four reasons why a systematic performance evaluation system

should be implemented. First, the evaluation process should encourage

positive performance and behavior. Second, it is a way to satisfy employee

curiosity as to how well they are performing in their job. It can also be used as

a tool to develop employees. Lastly, it can provide a basis for pay raises,

promotions, and legal disciplinary actions.

The College of Arts and Sciences (CAS) employed its own system of

evaluating the faculty members based in their area of specialization. All the

students from other Colleges in Northwestern University has the need to

evaluate the faculty from the CAS in order to determine if they deliver a quality
of education to students enrolled in this institution. The evaluation is usually

done every end of the semester to determine how the faculty performs base

from the evaluation of the students who shall be the respondents of this study.

The present evaluation system in the College of Arts and Sciences uses a

manual, paper and pen system. Every end of semester, the evaluator

distributes an evaluation form to the students to evaluate their instructors

from the CAS. Mostly, the numbers of students who are present were not

complete, hence, the report will be also decreases its reliability. The present

system is also time consuming and steal some time of the classes of the

students. With the problems encountered in the present system, the

researchers shall propose an Online Faculty Performance Evaluation System

(OFPES) for CAS. The study aims to replace the manual system by automating

it and to enhance the operation of the current system through providing a

smooth and manageable system. It also saves time in the side of both the

students and evaluator because they will just check it online and do the

evaluation there on their free time. It will be also guarantee security to the

respondents that their information given will be safe and be anonymous to the

evaluators.

The Online Faculty Performance Evaluation System helps the students to

easily evaluate their CAS instructors automatically. The entire evaluation

information will be stored in the system’s database.

Theoretical Framework
The study utilized the incremental model as basis in the development of

the software. Incremental model allows the system developer to define the

system software in convenient stages. Often when all the parts of the system

are defined the system is ready for deployment. However it is possible to delay

the definition of some parts of the system definition to when it is more

convenient post-deployment. In this paper we will explore a unifying approach

to incremental design that accommodates both pre-deployment and post-

deployment but more importantly outlines a system structuring for incremental

design. It will contain the notion of holes and evolvers in incremental system

design along with other concepts and technologies that are required to support

it.

Each iteration passes through the requirements, design, coding and

testing phases. And each subsequent release of the system adds function to the

previous release until all designed functionality has been implemented.

Requirement Phase. The first step is the gathering of data. This is the

stage where solutions will be identified to what is needed to be done to the


system. In this phase, the researchers will gather the needed information by

interviewing the secretary or the dean, surveying through survey

questionnaires to the students and other information that researchers think

will help in developing the system.

Design Phase. This stage of the model involves the creation and

formulation of the foundation of the system. It discusses all the activities

involved in conceptualizing, framing, implementing, and modifying complex

systems. This will serve as a foundation for the researchers and developers to

develop the system. The researchers will design the user interface and the

pages of the system.

Coding Phase. This phase involves the application of syntax of the

source code in a logical way. In this phase, the researchers will build the

system by which the problems of this study will be solved. By following the

design and combining the requirements gathered the researcher will develop

accurate and functional system. The researcher will write a program in every

pages of the system that is fit with the requirements. The database will be

created using MySQL and the file handling shall be programmed as web-based

using PHP.

Testing Phase. It is the process of evaluating a software item to detect

differences between given input and expected output. In this phase the

researchers will test the proposed system in order to check the behavior of it

and its function during the development as well as the additional functionality.
The researcher will use system testing and the whole system will be test to

know if the requirements are meet. The researchers will conduct an evaluation

of the proposed system to determine the level of acceptance of users on the

proposed system.

Conceptual Framework

The conceptual framework that will be used in this research is the input-

process-output model as shown in Figure 2.

As shown in Figure 2, the status of the present system of faculty

performance evaluation of CAS will be assessed and specified. Requirement

Analysis, System Design, Coding, and testing, under these processes these

shall be used to ensure the solutions of the encountered problems of the


college. Therefore, developing Online Faculty Performance Evaluation System

for College of Arts and Sciences is the key to hasten and do accurately the

process of faculty evaluation in this College.

Statement of the Problem

The study primarily aims to develop an Online Faculty Performance

Evaluation System for the College of Arts and Sciences, Northwestern

University. Specifically, the study seeks to answer the following questions:

1. What are the processes involved in the existing faculty performance

evaluation along the area on student evaluation?

2. What are the problems encountered in the existing faculty evaluation

system of College of Arts and Sciences, Northwestern University?

3. What are the features of the proposed faculty performance evaluation

system for CAS of NWU?

4. What is the level of acceptance as perceived by the users in terms of:

a. Functionality:

b. Maintainability; and

c. Security?

Scope and Delimitation of the Study

This study shall be limited to the design and development of the

proposed system on Online Faculty Performance Evaluation System (OFPES)

for the College of Arts and Sciences of Northwestern University.

The system covers only the evaluation of the faculty members in the

College of Arts and Sciences department, number of the faculty by each


student, evaluation form, and database for the tally of each faculty. It will also

generate result from the Evaluation. OFPES data shall be treated as

confidential information. Access to these can be authorized only by the

Secretary or the Dean.

The database will be created using MySQL and the file handling was

programmed web-based through PHP.

Significance of the Study

Since the study is intended to develop Online Faculty Performance

Evaluation System for the College of Arts and Sciences, the researchers

believed that the study is beneficial to the following:

To the College of Arts and Sciences. The system will help the college

clerk to manage the evaluation of faculty members of the colleges every end of

the semester.

To the faculty members. The system will help them to give a most

reliable and accurate evaluation and they will determine their strength and

weaknesses in some areas of their teaching performance.

To the students. The system will help the students to quickly access

and evaluate their instructors online at their own pace.
