CHAPTER II
COMPANY PROFILE
2.1 Company Profile

Port Cigading was established to provide loading and unloading facilities for all Krakatau Steel
Company (KSC) raw materials, products and spare parts. In 1970, the Government of Indonesia
appointed Pertamina to take over the operations under the original name of the Trikora Steel Plant
and at the time was established KSC. KSC immediately began land clearing to expand facilities to
produce billets, sponges and other materials. In 1975 the Government of Indonesia through the
Ministry of Industry took over the operation of KSC due to financial difficulties being experienced by
Pertamina.
An integrated strategic plan developed and implemented to develop PT. Krakatau Foundry and
Rolling Mill made KSC the largest integrated steel plant in Southeast Asia at the time. In the same
year, PT. Krakatau began building the first pellet moor with a length of 300 meters and an apron of
33 meters. The dock was built to accommodate the 50,000 DWT vessel inaugurated by the President
in 1997.
Construction of 270 meters of sponge pier followed by completion of pellet dock. The dock is also to
accommodate a 50,000 DWT vessel. The mill began production in the same period. A dock for barges
was completed in 1984, and in 1990 an additional pellet pier was built by expanding an existing 285-
meter dock with an apron of 25.2 meters. This latest dock, was completed in 1992 and able to
accommodate 70,000 DWT ships. In February 1995, the construction of a dock for scrap steel began.
In 1997 the pier was completed with a length of 240 meters. In 1996, PT Krakatau Steel released the
management of Port Cigading for its subsidiary, PT. Krakatau Bandar Samudera. This is part of a
restructuring strategy created by PT. Krakatau Steel to operate Port Cigading with professionals.
PT. Krakatau Bandar Samudera at least serves 9 million tons annually which includes iron ore pellets,
iron scrap, steel products, coal, gypsum, corn, soybeans, raw sugar, salt, fertilizers, etc. with the level
of discharging rate as in Table 2.1 below:

services at the Cigading Port, the customers must order the dock so that they can carry out the
loading and unloading process according to the desired time. The flow of ordering this dock in
the port's internal operations division is very important. In order for these processes to run
smoothly and not overlap with certain jetties, PT. Krakatau Bandar Samudera implements a
Standard Operational Procedure (SOP) for ships that wish to book a pier.

11. Maintanance when there is a problem. In this process we notice there is a delay
caused by the belt drift. Then we ask to our supervisor to looking the problem and
how its solve. The problem is the belt move from its lane. Then the system has
stopped. Than the maintanance staff fix it by move the limit handle that touch the
belt to a little bit away from the belt. This solution used just when the belt not
move far from the lane and when the conveyor is still used. The real solution will
be setting the belt after the conveyor already finised their work or not in use
condition.

3.3 Type of Delay
Delay is something that can slow down the process of loading and unloading ships.
In order for the delay that has occurred is not repeated again, an evaluation is
made for repairs so as not to happen again. In addition, it should also be known
why the delay occurred and what the reason was, therefore the author had the
opportunity to learn about the delay by the Port Reporting Analyst of the Port

Internal Operations Division, regarding the delays. This delay only represent the
Cigading 2. Delay or delay in loading and unloading process at Cigading2 is divided
into 3:
 Delay PT. Krakatau Bandar Samudera
 Delay PT. Krakatau Posco
 Delay Weather (cuaca)

Delay PT. Krakatau Bandar Samudera

This delay caused by the PT.Krakatau Bandar Samudera. This delay can occur due to an
error or waiting time. Usually in Conveyor system and the crane system. Delays that occur
include:

 Delay Conveyor
Delay conveyor which includes delay in PT. Krakatau Bandar Samudera are conveyor
A101, A102 dan A103.

Figure 3.3.A.After Maintanance

 Delay Crane
Delay Crane can occur because of the displacement of the hatch that will be dismantled
so that the crane must move, as well as due to an inspection from the preventive
maintenance division which requires the crane to be shutdown.

Delay PT. Krakatau Posco

This delay is a delay that occurs in the PT. Krakatau Posco. Delay included are:
 Delay Shifting Shuttle

20

Kota Cilegon, Banten 42445

At the end of the conveyor PT. Krakatau Bandar Samudera (the initial conveyor of PT.
Krakatau Posco) has a shuttle that runs on a certain track, the shuttle is shaped like a
large hopper that will dishload the load on the smaller hopper at the bottom. The
purpose of this delay is the change of lane from the shuttle.

 Delay Conveyor
As with the conveyor PT. Krakatau Bandar Samudera, conveyor owned by PT. Krakatau
Posco can also experience delays due to problems with the driver.
Delay Weather

This weather delay is actually rarely taken into account, because the loading and
unloading process usually continues when weather changes occur. In addition, the
conveyor is also equipped with a cover, so that the load remains safe for distribution.
However, the loading and unloading process will be stopped if there is bad weather such
as high wind speeds. If the wind speed measuring device on the crane has shown
maximum value, then loading and unloading is stopped, because it can be dangerous.

3.4 Dispatch and Demurage

In general, dipatch and demurrage is a fee paid to a party, either in the form of a fine due
to delays or as a bonus because doing work is faster than the time set.
Demurrage is a fee paid when a ship's loading and unloading work exceeds the time
stated on the initial contract. The determination of the amount of demurrage fees to be
paid is determined when the Agent or consignee first makes an agreement for its ship to
rely on PT. Krakatau Bandar Samudera.
Meanwhile, dispatch is the opposite of demurrage. Dispatch is a payment that is obtained
if the loading and unloading process is carried out faster than the target or the time
specified in the contract. This dispatch is also commonly referred to as a bonus. To be
able to calculate demurrage and dispatch, formulas are used:

Effective Time PT. KBS = Actual Time for Unloadiing – (Delay KP + Weather)
Demurrage = Effective PT. KBS – Time Available

In the formulas above, the purpose of the actual loading time is the time used for the
loading and unloading process from the start of unloading to complete unloading. If after

Kota Cilegon, Banten 42445

calculation, and the value obtained is (+) then it means that PT. Krakatau Bandar
Samudera must pay a demurrage fee. And vice versa, if the calculation results are

still overlapping which should still be optimized with POCIS.
