1.0 GENERAL

1.1 SCOPE
This Specification Describes the Minimum requirements for design, inspection and
testing of outdoor, high voltage (230 KV) current transformers of MIYANEH STEEL
MAKING PLANT (MIYANEH SMP).

1.2 LANGUAGE

All correspondence and submittals shall be in English.

1.3 DOCUMENT PRIORITY

In the event of any conflict between these specifications, the requisition, drawings,
codes and standards, the priority shall be given in the following order.

a. Purchase order
b. Drawings
c. This specification
d. Codes and standards

In any case vendor shall refer the matter with Purchaser and obtain clarification
before proceeding with any work.

1.4 SITE LOCATION


Site selected for MIYANEH SMP is located northwest of IRAN, at East AZERBAYJAN
Province
- Longitude : 47° 42’ E
- Latitude : 37° 27’ N
- Elevation : app. 1110 m above sea level

2.0 DESCRIPTION
Current transformers shall mean single phase, oil immersed, self cooled current
transformers of specified ratings work of this Chapter includes design, manufacture,
factory testing, transportation and supervision over erection and commissioning of current
transformers and all their accessories.

3.0 TERMINOLOGY
Technical terminology is to be as defined in latest edition of IEC ,50, I.E.E.E 100 and/or
ANSI C42-100 standards.

4.0 STANDARDS
Work of this Chapter shall comply with the requirements of latest edition of IEC, BS,
DIN,ANSI and NEMA standards within which IEC standard is preferred .

5.0 DESIGN AND CONSTRUCTION 1


5-1 The current transformers shall be supplied with the following facilities:

1) Oil level indicator of prismatic or other approved type.

2) A filling plug.

3) A draining valve.

4) A draining cup.

5)The lower metallic part of the current transformers shall be provided with two earthing
clamps for suitable size of Cu-conductor so arranged that the earth connection cannot be
inadvertently removed.

6) Lifting and jacking lugs solidly connected to tank.

7) An approved arrangement for establishing primary and secondary connections.

8) A stainless steel rating plate, or other equivalent weather-proof and corrosion-proof


material, fixed in a visible position showing the diagram of connections, the secondary
winding resistance at 75 oC, the total weight of the current transformer and all information
in accordance with IEC 185 and TC-38. The inscription shall be made by etching,
engraving, or other approved methods.

5-2 All details exposed to corrosion shall be made by non-corrosive material, or be hot dip-
galvanized to a thickness as specified inISO-1461.

5-3 Current transformer shall be equipped with a secondary terminal box with necessary
holes for cable connections. The terminal box shall be spacious enough to allow
connection of necessary connecting leads, and short-circuiting of the current transformer's
secondary terminals, to be carried out comfortably.
The terminal box shall be accessible when the current transformer is in operation and also
be provided with rain-protected, net covered, breather holes. The terminal box shall be
provided with earthing copper bar suitable for earthing of secondary windings and cable
shields. The copper wire shall be earthed directly.

5-4 Current transformers using oil impregnated paper as the insulant may be of the bar,
single or multi-turn primary. Adequate precautions shall be taken to ensure that a uniform
stress distribution is achieved throughout the paper insulation. After processing, the
insulation shall be virtually free of moisture and trapped air.
Details of the proposed methods of processing, drying and filling the current transformer,
stating time of drying, degree of vacuum, etc. shall be submitted for the approval of the
Engineer. Each current transformer shall be impregnated and filled with oil of the grade
specified in IEC-296.

5-5 The oil-immersed current transformers shall be of the hermatically sealed type
equipped with bellowes or gas cushion expansion device, the latter case is not acceptable

for top core design. Inner insulation shall be satisfactorily and permanently protected
against moisture. Associated packings shall be resistant to sun, air, oil and water. Current
transformers shall be designed without wheels.

5-6 Full coordination shall be provided between protection current transformers and
relevant protective relays performance considering transient conditions during initial faults
and following high speed auto-reclose faults.

5-7 The precautions taken in the design of the primary windings, to prevent the
mechanical and thermal stresses, set up on short circuits, from causing a breakdown in
the transformer, shall be shown on the drawings submitted by the manufacturer.

5-8 Where any special construction or arrangement of windings is employed to improve


accuracy, or for any other reason, details of such construction or arrangement shall be
shown on the drawings.

5-9 For the multi-ratio tappings a label shall be provided indicating clearly the connections
required for all ratios.These connections shall also be shown on all connection diagrams.

5-10 Current transformers shall be mechanically dimensioned for stresses arising from
tensile forces and movement in connections as well as for short circuit and earthquake
forces as specified elsewhere in these specifications.

5-11 The primary terminals shall be designed in accordance with the Technical
Specification for the design of HV terminals. Insulators shall be manufactured and tested
according to Ch. bus work.

5-12 The type and quality of finish shall be as specified in Chapter MISC. part of these
specifications.

6.0 SUBMITTALS
6.1 Calculation Sheets
Submit four (4) copies of all calculations to establish adequacy of the current transformers
selected , in any respect, for the specified duties under all power system operation
conditions (from normal to the most severe fault conditions envisaged) in accidence with
general section.

6.2 Contractor’s Drawing and Design Data


Submit electrical design fabrication and erection drawings for this chapter in accordance
with general section.
The following shall be included:
(1) Outline dimension drawings of the current transformer
(2) Mounting details
(3) Nameplate diagrams showing CT connection diagram
(4) Magnetization curves
(5) Shipping and packing details.

6.3 Test Report


Submit four(4) copies of all final type test and routine test reports together with the
certification of compliance of the equipment with the type and routine tests stipulated in
the applicable standards.

6.4 Maintenance Data and Operating Instructions


Submit maintenance manual for this chapter in accordance with Article entitled
“Maintenance Manuals” in submittals chapter 3.

7.0 INSPECTION AND TESTS


Perform all inspections , type and routine tests stipulated in applicable standards to
ensure that the materials and workmanship conform to the specification and drawings.
Give Buyer access to the works for determination or assessment of compliance with the
provisions of this specification or to witness the contractor’s inspection or tests .
Produce a certificate of compliance of the equipment with the design on routine tests
stipulated in the applicable standards.
In addition submit satisfactory evidence of the current transformers having successfully
undergone at least the following tests before delivery to site:
(1) Low frequency dielectric tests between windings and ground.
(2) Induced-potential tests.
(3) Accuracy tests.
(4) Polarity tests.
(5) Partial discharge tests.
(6) Tan & measurement tests.
One current transformer of each type and rating shall be subjected to type tests as per
IEC 185 and in addition to switching surge withstand capability test with 600 chopped
wave impulse, the exact detail of test to be finalized at later stage but shall generally be in
line with electricity de France (EDF) specification requirements.
Owner reserves the right to have representative present during final shop and functional
testing . The contractor shall advise the date of test at least sixty (6) days in advance.

8.0 SUPERVISION OVER INSTALLATION AND ERECTION.


Perform visual inspection before installation to ensure that there is no internal damage.
Supervise over installation , erection and commissioning of current transformers to ensure
satisfactory and proper operation in every respect.

This supervision shall cover but not be limited to the following:


(1) Installing current transformers , leveling and grouting as necessary.

(2) Topping up oil level as required.


(3) Touching up all damaged paintwork.
(4) Testing dielectric strength of oil.
(5) Inspecting, making necessary adjustments, field testing and placing the equipment in
commercial service.
(6) Notifying owner in writing as soon as installation of the equipment is completed.
(7) On completion of the installation , carrying out all tests subject to the requirements and
operating conditions of the owner system in cooperation with and in presence of Buyer
and in accordance with a program approved by him.
(8) Performing field tests and inspections including but not be limited to the following:
(a) Visual inspection (porcelain, hardware, etc.)
(b) Checks on grounding connections and oil level.
(c) Meggaring tests:
- High voltage to ground with 5000 V megger.
- High voltage to secondary windings with 1000 V megger.
- Secondary winding to ground with 1000V megger.
(d) Polarity checks
(e) Excitation test for each core.
(f) Ratio checks (with primary injection)
(g) Burden tests
(h) Continuity test of all low voltage circuits.
(I) Functional test
(j) Test dielectric strength of oil
(k) Energizing all high voltage circuits

9.0 SPARE PARTS

10.0 MEASUREMENT AND PAYMENT


Payment of this chapter will be unit price and will be made in accordance with the
schedule of prices.
