5 SKILLS FOCUS: SHORT REPORT

Governments in the European Union.

- The structure of the local government
- The responsabilities of the local government

Romania is one of the 29 member states of the European Union. Romania's

accession to the EU took place on 1 January 2007. According to the EU
Accession Program, county councils have been associated in 8 development
regions:
1. North-East Development Region
2. South-East development region
3. South-Muntenia Development Region
4. South-West Oltenia Development Region
5. The West Development Region
6. North-West Development Region
7. Development Center
8. Bucharest-Ilfov Development Region

According to the Constitution, the territory of Romania is organized,

administratively, in communes, cities and counties. Romania has:
-41 counties + munitions (capital) Bucharest
-103 municipalities
-320 cities
-2861 communes

The county is the administrative unit headed by a county council and a prefect
The County Council is elected to coordinate the activity of the communal and
urban councils with the aim to focus the interest of the public services of
importance at the county level.
The territorial administrative units (communes, cities and municipalities) have
the right and the effective capacity to solve and manage, on behalf and in the

interest of the local communities they represent, the public affairs under the
law.
Each commune, city and municipality has a mayor who is elected by the
citizens.
