COMMUNITY

It is the basic unit of local government


and the community of citizens living in a
certain territory. Auxiliary units may
operate within the commune: village
councils and districts. The scope of
their activities is determined by the
commune authorities.
Communes are divided into several
types:

 Urban - covering only the city area


 Urban-Rural - covering both urban and
rural areas
 Rural - covering only rural areas
Basic tasks of the commune:
 spatial development
 real estate management
 environmental and nature protection
 water management
 municipal roads, streets, bridges, squares, road traffic organization
 water supply, wastewater removal and treatment, solid waste removal
 maintaining cleanliness and order in the commune
 supply of electricity, heat and gas
 health care and social assistance
 housing
 public education (kindergartens, schools, junior high schools)
 cultural activities
 sports and tourism
 greenery and trees
 municipal cemeteries
 public order and fire safety
 maintenance of public utility facilities
 pro-family policy, including providing pregnant women with social,
medical and legal care
 supporting and disseminating the idea of local government
 promotion of the commune
 cooperation with non-governmental bodies
 cooperation with local and regional communities of other countries
Municipal bodies:

The commune consists of two bodies. The first is


the commune council, which consists only of
commune residents called councilors and a
monocratic (single-person) executive body - the
commune head/mayor/president of the city.

Where does the commune get its revenues?
 Tax funds - collected from private individuals and
companies
 Subsidies from the state budget
 EU funds obtained from the Structural Funds
 Profits from the sale of securities
 Profits from the privatization of commune assets
 Budget surpluses from previous years

What does the commune spend money on?
 Social spending (for example financing museums
and other cultural facilities)
 Municipal expenses (for example garbage
collection)
 Administrative expenses (for example supporting
the Volunteer Fire Department)
 Infrastructure expenditure (for examplelocal road
renovations)
