PATTADAR PASS BOOKS ACT, 1971

I, the under signed Submits a few lines for your kind perusal and action as
follows;

1. That I am son of Late Sri. Avadhanula Vittal Rao S/o Raja bhao sidhanthi
R/o Manthani villafe &mandal in Peddapalli district. My father was
possessed an agricultural land measuring Acres.1-32 guntas Sy. No. 332/1,
Ac.4-22 guntas in Sy.No.332/2 and Ac.3-04 guntas in Sy. No. 330 at the out
skirts of Eklaspur village in Manthani Mandal (Herein after refer to be"
Schedule Property" having purchased from its actual pattadars by name
Koo Narsaiah, Peeka Banaiah and Bandi Mallaiah and enjoying the same
by cultivating the crops till his death in 2010-11 without any interruption from
any corner, As such he was absolute owner & possessor of the schedule
land. my father was dead on 17-03-2008. after my father’s death, i have
inherited the schedule property and enjoying the same by continuing my
father's cultivation and raising crops therein through my tenants till date
without any interruption from any corner. The schedule property is only my
lively hood. I have filed an application before the competent authority,
Mandal Revenue Officer, Manthani for mutation of our names in the revenue
records and issue of Patta pass books which is pending till date.
Since I am working for my livelihood in a private organization at Hyderabad
and for my health problems I am forced to be at Hyderabad and thus I did
not follow-up the Mandal Revenue Officer each and every day for mutation
of our names in the records and felt that the competent authority will take
his own legal action in the matter. During the updating program of Land
Records, I was shocked to notice the 2nd t and 3rd respondent names in the
ownership column of revenue records. On my enquiry, the section in-charge
of Tahasil office orally stated that there is no relevant document as to how
the 2nd &3rd Respondent names are entered in the records but simply replied
records disclose respondents name as pattadars. I sincerely submit that we
never sold the schedule property to any person nor consented for mutation.

I have submitted an application before the 1 st Respondent who is the


competent authority on 26-12-2017 requesting for cancellation of illegal
mutation and further to mutate on my name in the records. But again i was
shocked to hear the Tahasildhar refusal to receive my representation for
removal of wrong entries and cancellation of respondents patta. The above
officer states since he was already mutated the 2nd &3rd Respondent names
in the record, he is nothing to do therein. further the tahasildhar orally
advised to meet the Revenue Divisional Officer, Manthani. I preferred an
appeal to the Revenue Divisional officer accordingly which is also pending.
Inspite of repeated directions, the Tahasildhar did not respond and showing
negligence. Tahasildhar would have to receive my representation and
summon and examine all the relevant persons and later verify the records
maintained by its office in respect of the schedule property. Mutation of
Respondents are contrary to the rules and it is not valid in the eye of law.

2. I agrived by the Tahsildhatr and even the revenue divisional officer is also
filed to take suitable action in this regard. they are influenced by the 2nd &3rd
Respondents and not justifying in discharging their official duties.
3. I sincerely submit that the schedule property is my livelihood and still we are
in possession. In view of health and education reasons, we were forced to
stay at Hyderabad. Taking the advantage of our absence the above
Respondents are conspired and colluded each other and got the above
stated illegal mutation in the revenue records. I have come to know the
village officer (Patwari) role in the illegal mutation and forgery of our
signature’s. I am sincerely submitting that neither myself nor my deceased
parents sold the schedule property to any person at any point of time.
4. I submit that the officials are not responding to take an action against my
application. For the reasons, interference of this tribunal is just and
necessary in the interest of justice.There are genuine and lawful grounds in
filing this Petition.
Therefore, it is prayed this hon’ble Tribunal may kindly be pleased to
interfere and direct the competent authority, Tahsildar, Manthani to dispose
my application and correct the wrongful entries in the revenue records in
accordance with the law.
