SUBJECT : IMPLEMENTATION OF ALTERNATIVE LEARNING SYSTEM


(ALS) 2.0

DATE : May 27. 2019

1. Attached is Memorandum OM-OAGA-2019-00149 dated May 23,


2019, signed by G. H. S. Ambat, Assistant Secretary, regarding the
IMPLEMENTATION OF THE ALTERNATIVE LEARNING SYSTEM 2.0, contents
of which are self-explanatory, for information.

2. It is expected that all ALS implemenlers are to deliver the Life Skills
Program starting this June to July 2019, before any ALS Intervention
F’rogram. Furthermore, ALS teachers are enjoined to use the old
Functional Literacy Test (FLT) forms to assess the entry level of learners.
The new and revised Functional Literacy Test shall only be used after
ALS implementers have undergone the specific training for them.

3. Attention Is invited to Paragraphs 2 and 3 of the aforementioned


Memorandum bearing specific content on 2018 A&E Passers.

4. Immediate disse^mination of this Memorandum is desired.

SUBJECT Implementation of Alternative Learning System (ALS) 2.0

Date 23 May 2019

Relative to the rollout of the ALS 2.0, all ALS teachers shall do the following;

• Implement the life skills program from June to July 2019 to ensure that learners
in the Alternative Learning System program are ready for the learning
intervention;
• Use of the new Functional Literacy Test (FLT) to assess the literacy level of
prospective ALS learners.

The Regional and Division ALS Focal Persons shall monitor the abovementioned
activities to ensure proper implementation. Further, a workshop to finalize the draft
ALS Senior High School (SHS) Curriculum will be conducted in 2020. In this
connection. 2018 A&E test pasSers may enroll in formal Senior High School or in
college; or passers in selected Schools Division Offices of Region V and X| can enroll
in ALS SHS (Night High School model) program.

Schools implementing the Alternative Learning System — Education and Skills Training
; (ALS-EST) are exempted from this memorandum.
