SPECIAL POWER OF ATTORNEY

the Financial Assistance from the Cash Donation from Embassy of
the People’s Republic of China to the Victims of Typhoon facilitated
by the Department of the Interior and Local Government, do hereby
name, appoint and constitute _____________________________to be our
true and lawful attorney, to act on our behalves and in our name, to
execute and perform any of the following:

1. To receive the cash constituting the financial assistance due us;

2. To fill up and accomplish documents relative to the release of

the said financial assistance; and

3. To do whatever acts in connection therewith as circumstances

warrant;

HEREBY GIVING AND GRANTING unto our said attorney-in-

fact full powers and authority to do and perform all and every act
requisite or necessary to carry into effect the foregoing powers, as
fully to all intents and purposes as we might or could lawfully do if
personally present, with full power of substitution and revocation,
and hereby ratifying and confirming all that our said attorney or his
substitute shall lawfully do or cause to be done by virtue hereof.
