MEMORANDUM

SUBJECT : Implementation of Drug Abuse Resistance Education


(DARE Program)

DATE : September 13, 2018

1. Reference: Memo from RD PRO6, dated September 12, 2018 with


same subject as above.

2. This pertains to the implementation of the Drug Abuse Resistance


Education (DARE) Program of Police Community Relations under the Strategic
Communications (SANTINIG) for the external stake holders.

3. The implementation of DARE shall be one of the major programs of PRO6


as part of the Demand Reduction Drive (DRD) activities in support to the anti-illegal
drug campaign plan: Double Barrel Reloaded or the anti-drug campaign plan issued
by the DO.

4. With fifty-four (54) PRO6 personnel who underwent / completed the DARE
Training and with the existence of MOA between PRO6, DILG, DEPED, CHED, BAD
and Bless Our Cops (BOC) Movement, PRO6 shall focus its program
implementation targeting academic institutions particularly elementary, secondary
and even tertiary schools. It shall attempt to cover parents, parents, teachers and
community association (PTCA) in the implementation of the program.

5. ITCON, in order to maximize the implementation of the program, the


following guidelines are hereby prescribed as follows:

a. All DARE trained personnel shall be utilized in the implementation


of the program ;
b. The target number of classes/ section for every DARE trained
personnel shall cover at least four (4)sections per cycle (equivalent
to 130 pupils every DARE Officer);
c. DARE personnel/lecturer shall be given the options to choose the
section/s that he/she will be covering in the series of DARE lectures
in coordination with school officials/ school teachers;
d. The timeline given for Commanders to initiate coordination with
school officials in the implementation of programs shall be NLT 20 th
day of September 2018;

e. DARE Officers/lecturers shall start the implementation of the


program on October 1(after coordination with school officials) and
attached is the list DARE Officers for your reference;
f. Weekly reports shall be submitted in the conduct of DARE lectures;
g. Deadline of submission of weekly reports will be every Tuesday of
the following week and all attached pictures shall be GPS
generated;
h. Commanders shall be responsible in monitoring their respective
DARE trained personnel in the implementation of the program; and
i. Immediate commanders are required to provide budgetary support
(cash/gas) for administrative expenses incurred by the DARE
Officers in the implementation of the program.

6. The implementation of the program shall form part of the Unit Performance
Evaluation Report (UPER). Hence RPCRD shall audit and tract the progress in the
implementation of the program by operational and tactical units.

7. Further, using the attached format, submit the name of schools and the
specific sections that shall be covered by each DARE officer NLT September 19,
2018.
