Subject: INOGATE Assistance to Azerenerji, “Consultancy services on AMI application at Azerenerji’s


Distribution network – Study Tour

Dear Mr. Pirverdiyev,


We are writing you regarding the INOGATE mission in Azerbaijan related to the technical assistance for
consultancy services on Advanced Meter Infrastructure (AMI) application at Azerenerji JSC’s distribution
networks.
We would like to bring to your kind attention the following regarding the scheduled study tour which is a part of
our program and was described in the Terms of References of the implementation of the subject application
for INOGATE technical assistance. This study tour is planned for the relevant team members that deal with
the implementation of the project within your respective company. You can find detailed information and
proposed agenda of the study tour below:

1. Location and Company with installed similar system


It is suggested to visit ENEL (Italian Electrical company).The installed meter capacity is more than
30million!
The Tour will consist of two visits:
 First day visit to AMM central control room (in ROME)
 Second day visit to AMM test site where you’ll see hundreds of meters in a field test replying
real environmental conditions (in MILAN)

2. The topics that the study tour will cover are the following:
 AMI Italian case history
 AMM Telegestore System Infrastructure
 AMM demonstration
 AMM central software functionalities by ICT
 Q&A
 Any other topic your group of participants may request

3. Personnel
We advise that a combination of personnel categories is necessary:

1) Management Personnel
One from the high management of your company involved in the project and taking decisions and
the project manager of the project.
They will have the opportunity to get information like:
 the overall view of such project
 the steps ENEL followed to install and operate the system
 the administration impact to the organization
 the problems with customers
 the evolution of technology
 lessons learned by the management of the company and mistakes that can be avoided by
Azerenerji

2) Technical / Economical personnel to see and discuss with the ENEL personnel details for:
 hardware of smart meters
 communication networks, GPRS/GSM, PLC,
 data basis and management of the data collected
 Billing
The background of the technical personnel should be :
 electronics
 information technology
 communication networks
 business/ economics

The group should consist from 4 up to 6 persons.

4. Expenses: Azerenerji shall cover the expenses of its personnel, travelling to Rome and
Milan, accommodation and transportation to the installations of ENEL

5. Time schedule
The suggested time for visiting ENEL is within 2014.

Looking forward to receiving confirmation of the study tour scope and schedule in order to organize it as good
as possible to the benefit of participants.
