PURPOSE OF THE STANDARD

The Standard has been created through the collaboration of members of the
Victorian Rail Industry Operators’ Group (VRIOG) for the purpose of
establishing standards which, if implemented throughout the Victorian Rail
Network, will facilitate the interoperability of infrastructure.

The use of the Standard is not prescribed by law but, if adopted, conformity
with the provisions of the Standard is mandatory in order that the purpose of
the Standard be achieved.

SECTION 1.0 CONVENTIONS

1) Words or phrases that appear capitalised out of context are defined within the
Definitions section of this VRIOG Standard.
2) The word “Shall” is to be understood as mandatory.
3) The word “Should” is to be understood as non-mandatory i.e. advisory or
recommended.
4) Uncontrolled Standards may not be referenced within the VRIOG Standards.
These include former PTC Standards, Franchisee Standards, Franchisee
Subcontractor Standards and Infrastructure Lessee Standards.
5) Controlled Standards, including Australian Standards and other VRIOG
Standards, may be referenced but only if :
ƒ The referenced item can not be adequately explained with an amount of
text that could not reasonably be inserted into the body of the Standard.
ƒ The reader is not referenced to another Controlled Standard necessary
for the item to be adequately explained i.e. one document link only.
ƒ The referenced document is a Figure or table and could not reasonably

6) The format employed in the VRIOG Standards is compatible with Australian
Standards, and will be used from this point on.
7) The numbering system for the VRIOG Standards is chronologically sequential
from the point of introduction, and is not based on any form of interpretive
system.
8) The VRIOG Standards contain engineering information necessary to operate
a safe Railway. VRIOG Standards will not contain any information that can be
construed as a work instruction, procedure, process or protocol. This
information forms the basis of each individual entity’s Safety Accreditation
Certification, and, as such, is outside the scope of VRIOG Standards.

SECTION 2.0 DEFINITIONS

Terminology used and/or applied in this Standard is defined as follows:

SECTION 3.0 SCOPE AND GENERAL

3.1 Scope

This Standard details the purchasing and acceptance criteria for the
supply of cable for Railway Signalling purposes.

3.2 Application

To be applied to all new Signalling cable installations, or alterations to


existing cabling, within the Victorian Rail Network.

3.3 Background

This Standard has been updated to be compatible with the VRIOG


Standards Upgrade Project. This Standard supersedes PTC Standard
SC 050101-14 ‘7/1.70 mm 2 Core Copper Cable’.

SECTION 4.0 GENERAL DESCRIPTION

4.1 7/1.70mm, 2 Core flat construction.

4.2 Conductors shall be of soft drawn standard annealed copper wire to AS


1125.

4.3 Cable shall comply with AS 5000.1 in as far as it applies.

4.4 The cross sectional dimension shall be the minimum consistent with
compliance to the specified conductor, insulation and sheath
dimensions.

SECTION 5.0 INSULATION

5.1 The V-75 PVC (Polyvinyl Chloride) insulation shall have a minimum
average radial thickness of 1.0mm and be coloured RED and BLACK.

SECTION 6.0 SHEATH

6.1 The V-75 PVC sheath shall have a minimum average radial thickness of
1.8mm and be coloured BLACK.

6.2 The outer sheath shall be indelibly marked at intervals of not more than
500mm, throughout the whole length of the cable with:

a. manufacturer's name or identifying initials.

b. year of manufacture.

c. the word "RAILWAYS".

6.3 In addition, cables shall be marked at 1 metre intervals on the outer


sheath of the cable with the progressive length starting from the inner
end of the drum. Length marking shall be in yellow or white numerals on
a black background. Numerals shall be 5.0 mm high.

SECTION 7.0 TESTS

7.1 The Contractor shall have performed type tests as listed in AS 5000.1 on
samples of insulation material and insulated core and sheath material as
applicable. Type test certificates from a NATA laboratory approved for
such tests must be available.

7.2 During the course of manufacture and/or final testing of the cable, all
relevant tests specified as Routine, in AS 5000.1, must be performed on
each length of cable. In addition, the Special Test "Insulation
Resistance at 20°C" shall be performed as a Routine Test.

7.3 Test Certificates shall be supplied for all cables made to this
specification. These shall detail:

a. Conductor Resistance range.

b. Insulation Resistance range.

c. H.V. Test Voltage and duration.

SECTION 8.0 PACKAGING

8.1 The cable shall be coiled on well built wooden drums in lengths of 400
metres in accordance with AS 2857 in as far as it applies.

8.2 The size of the drums shall not exceed 1020mm in width or 1850mm in
diameter.

8.3 The cable shall be tightly coiled on the drum and the ends shall be
effectively secured to prevent movement of the coils during transport
and handling.

8.4 Timber slats shall be secured around the perimeter of the cable drums
to prevent damage during transport and handling, and suitably banded.

8.5 At least 500mm of the inner end of each length of cable shall be
brought out and firmly clamped to facilitate testing, and this end shall
be carefully and effectively protected from damage during transit.

8.6 The outer end shall be firmly clamped in a position for testing and the
position marked on the outside of the drum.

8.7 Each drum shall be indelibly marked on the outside of the flange as
follows:

Order number.
Drum number.
Size and type of cable.
Length in metres.
The word "RAILWAYS" in large type.

8.8 A distinctive arrow on each side of the drum indicating the direction in
which the drum must be rotated when being rolled from one location to
another.
