“REQUESTING FOR ADDITIONAL TWO-STOREY (2) SCHOOL BUILDING FOR ILIGAN CITY EAST HIGH
SCHOOL-SANTIAGO ANNEX FROM THE DEPARTMENT OF EDUCATION THRU SUPERINTENDENT
DR. EMMALINDA E. DUHAYLUNGSOD, CE TO CATER TO THE BURGEONING POPULATION OF
ILIGAN CITY EAST HIGH SCHOOL-SANTIAGO ANNEX
WHEREAS: Iligan City East High School-Santiago Annex is now accommodating 50 to 60 plus
students per classroom due to the influx of students who enrolled for the SY 2018-2019;
WHEREAS: the present population now of Iligan City East High School-Santiago Annex already
rises to seven hundred seventy-nine (779) compared to last school year’s enrollment which was
only 551;
WHEREAS: these 779 students are being housed only in fifteen (15) classrooms and being catered
by two (2) laboratory shops and two (2) computer laboratories;
WHEREAS: per DepEd Order No. 21, series of 2006, the ideal class size shall range from a
minimum of 15 pupils/students to a maximum of 65 pupils/students per class. The ideal average
class size shall be 50;
WHEREAS: ILIGAN CITY EAST HIGH SCHOOL-SANTIAGO ANNEX has already reached the maximum
ideal class size for each classroom not to mention the fact that we were forced to recommend
some students seeking enrollment last June to enroll in another school due to classroom capacity
problem;
WHEREAS: ILIGAN CITY EAST HIGH SCHOOL-SANTIAGO ANNEX is also situated in the middle of
the community which makes it prone to experience extreme heat during noontime due to the
number of houses in the area which block the flow of fresh air;
WHEREAS: the teachers and students alike are already complaining of discomfort and sickness
despite of the presence of several electric fans because of the heat which is aggravated by the
large class size;
WHEREAS: as partner of ILIGAN CITY EAST HIGH SCHOOL-SANTIAGO ANNEX in educating our
youth, it is our duty and responsibility to work hand in hand in providing a safe and conducive-
learning environment to the students for them to be able to focus on their lessons so that they
will succeed in the future and become assets in our community;

WHEREFORE, ON MASS MOTION OF SANGGUNIANG BARANGAY OF BARANGAY

SANTIAGO, ILIGAN CITY, be it;

RESOLVED AS IT IS HEREBY RESOLVED, by the Sangguniang Barangay of Santiago,

Iligan City, requesting the Department of Education (DepEd) thru the School Division
Superintendent EMMALINDA E. DUHAYLUNGSOD, Ph.D.,CE to support the request for additional
two-storey building to accommodate the burgeoning school population.
