Use of cargo containers in construction is becoming more and more popular due to their
eco-friendliness and economic bene ts.
Cargo containers are de ned in the Code of Federal Regulations (49 CFR 450.3) as a
transport equipment designed to be secured and readily handled, having corner ttings for
these purposes.
Conversion of Cargo Containers to building modules is approved and accepted by the City of
Los Angeles, San Diego and many other Departments of Housing and Community
Development around California.
One story detached units used as storage, tool houses, playhouses or assistant dwelling
units (ADU) do not require a construction permit. However, these buildings still require
permits for the installation of electrical, mechanical and plumbing equipment.
Due to high demand for the dwelling units in California, construction permits for assistant
dwelling units must be approved ministerially, which means that the local government must
provide permits without undue delays and in ordinary fashion, as long as:
Ÿ The structure is located within an existing residence or an accessory structure.
Ÿ The structure has an independent outside access from the existing residence.
Ÿ The structure has side and rear setbacks that are su cient for the re safety.
