Terms of Reference
LCP Project Advisor

I. Job Goal and Role

 Provide technical assistance to the Executive Director and LCP National


President on matters pertaining to new projects of the League of Cities of
the Philippines

II. List of Tasks and Functions and Percentage of Time Spent in Doing
It

 Project Management 30%


 Attend meetings with partners 20%
 Recommend projects for NEB deliberation 10%
 Draft concept note, project proposals, and negotiate new projects 30%
 Performs other functions that may be assigned from time to time 10%

III. Qualifications

 Preferably with a Master’s degree or equivalent experience in political


science, public administration or other social sciences;
 Must have good working knowledge of programs, policies and thrusts of
national government agencies, multilateral financial institutions,
academic institutions, civil society and business organizations involved in
the development and management of capacity development programs for
local governments
 Excellent written communication skills
 Excellent project development and management skills

IV. Timeframe

The consultant will be engaged for approximately twelve (12) months starting
August 1, 2019 until August 1, 2020.

V. Reporting and Coordination Arrangements

The consultant will report directly to the Executive Director and LCP National
President. The consultant is expected to undertake this assignment in
consultation with the Executive Department.

The consultant will be assisted by the Program Officer for Special Projects and
Junior Program Officer.
