Dear Colleagues:

I told you at our August 2019 business meeting that I would send out written comments about the
past two years.

Your Executive Board over the past two years has been tremendously productive. We inherited a
great situation from the 2015-2017 Board, and the leadership of Tracy Howard was pivotal in that. To him
we owe a great debt of gratitude, and I have been thankful many times for having him as my predecessor. I
hope I have been a worthy successor to him.

When the 2019-2021 Board becomes responsible for the Association tomorrow, they will inherit an
Association that has made strides in including more people in decision-making and participation. Our large
number of committees may seem unnecessary to some, but I ask that you remember that “many hands
make light work,” and these committees are avenues for more people to be included and to become aware of
the issues facing our Association. These committees are incubators of future leaders of the Association.

We have reached out to engage with our state legislators, the State Board of Elections, the
Department of Elections, and our sister organizations such as VEBA, VACO, and VML. The results are an
increasingly collegial atmosphere that helps ensure our views are heard and considered.

Our governing documents have been amended to ensure that our Association meets the needs and
expectations of its members.

The Association has adopted a budget that ensures that we are able to reach out and engage with
decision-makers, maintain a certification program, and provide for regional meetings.

There is still work to be done, and I will be remaining on the 2019-2021 Board as your Immediate
Past President. Several current members of the Board are rotating off, though, and I cannot say enough
about how proud I am to have worked with them. We have had an intense two years, and we have become
stronger friends and colleagues as we have dealt with issues facing the Association.

I am tremendously confident in our colleagues who will be serving on the 2019-2021 Board, and I
think they will take our Association to great places.

Thank you for your support throughout the past two years as I served as president of VRAV, as I
remain

Very Truly Yours,

Walter T. Latham, Jr.
