Executive Order No. 04, Series of 2019

AN ORDER RECONSTITUTING MUNICIPAL INSPECTORATE TEAM COMPOSITION

AND DEFINING ITS FUNCTIONS

WHEREAS, it is the primary concern of the present administration to effect good

governance and transparency in all government transactions accountability, equity,
efficiency and ensure effective utilization of government resources with economy;

WHEREAS, pursuant to the provision of the Local Government Code of 1991

(RA7160), the Local Government has jurisdiction over all programs and projects
designated for the promotion and general welfare of its constituents;

WHEREAS, RA 9184 IRR Section 3 (e) Public monitoring of the procurement

process and the implementation of awarded contracts with the end in view of
guaranteeing that these contracts are awarded pursuant to the provisions of the Act and
that all these contracts/ purchased goods are performed strictly according to
specifications;

WHEREAS, Title III, Rule 14 and 15 of COA Circular 92-386 "Prescribing Rules
and Regulations on Supply and Property Management in the Local Government of which
it is mandatory to create Inspectorate Teams to inspect delivery of goods and services to
the local government units;

NOW, THEREFORE, I, MARY LENETTE R. FERNANDEZ, Municipal Mayor by

virtue of the powers vested in me, do hereby reconstitute the composition of the
Inspectorate Teams of the Municipal Government of Lezo be composed of:

The Inspectorate Teams shall jointly conduct inspection activities and adopt a
standard uniform set of rules and regulations governing he inspection of goods and
services of the Local government.

This memorandum shall supersede any mandate and or office order consistent
with the same subject matter.
