PROPOSED ORDINANCE NO.

__-2021

AN ORDINANCE GRANTING A THREE HUNDRED PESOS (₱ 300.00)


SUBSIDY/HONORARIA FOR EACH QUALIFIED MEMBER OF THE BARANGAY
PEACEKEEPING ACTION TEAM/BARANGAY TANOD OF THE MUNICIPALITY OF
PLARIDEL, MISAMIS OCCIDENTAL
  
BE IT ORDAINED by the Sangguniang Bayan of Plaridel, Misamis Occidental in
its regular session that:
 
SECTION 1. STATEMENT OF POLICY. It shall be the policy of the Municipality
of Plaridel to protect and promote the rights and welfare of barangay volunteer workers
to enhance their capabilities to be effective in the maintenance and promotion of peace
and order.
 
SECTION 2. GRANT OF HONORARIA. As multipliers of the Philippine National
Police in the maintenance of peace and order, a Three Hundred Pesos (₱
300.00)/month subsidy/honoraria is hereby granted to Barangay Peacekeeping Action
Team (Barangay Tanod) in the thirty three (33) barangays of the Municipality of
Plaridel.

SECTION 3. QUALIFICATIONS. A Member of the BPAT/Barangay Tanod shall


qualify with the monthly subsidy/honoraria of P300.00 provided that he/she is issued an
appointment and his/her name appears in the payroll of the Barangay two (2) months
prior to the effectivity of this ordinance.

Provided that he/she meets the qualifications pursuant to the DILG


Memorandum Circular No. 2003-42, on the Guidelines on Professionalizing the Barangay
Tanod Members, to wit:

1) A Filipino citizen;
2) Must be a resident for at least six (6) months of the barangay where he/she
is appointed;
3) Must be a registered voter;
4) At least 18 years old, but not more than 60 years old;
5) Can read and write, but preferably high school graduate;
6) Of good moral character; and
7) Physically and mentally fit.

Exemptions maybe granted to barangays where there are lack of qualified


volunteers.

SECTION 4. LIMITATION. The total number of Barangay Tanods in every


barangay is determined per payroll of the Barangay for the last two months reckoned
from the date of approval of this ordinance, but, in no case shall it be more than twenty
(20) Barangay Tanods.
 
SECTION 5. APPROPRIATIONS. In the onset of implementing this ordinance,
the funds required shall be charged to the available funds of the Peace and Order
Council. In the years thereafter, the funding requirement equivalent to
________________ a year shall be appropriated from the POC Funds or any other local
funding sources.
 
SECTION 6. SEPARABILITY CLAUSE. If for any reason, any section or
provision of this Ordinance shall be held to be unconstitutional or invalid by competent
authority, such judgement or action shall not affect or impair the other sections or
provisions hereof.

SECTION 7. REPEALING CLAUSE. All existing ordinances, resolutions,


memoranda and policies inconsistent with the provisions of this ordinance are hereby
repealed or modified accordingly.

SECTION 8.   EFFECTIVITY. This municipal ordinance takes effect immediately


upon approval.
