Disaster Damage

Assessment

Definition
❏ Preliminary onsite evaluation of damage or loss caused by an accident or natural event.
❏ Record the extent of damage.
❏ Time required for repair, replacement and recovery.
❏ Good damage assessment would help in effective response and relief operations such as evacuation, sheltering,
search and rescue, mass casualty management, etc.
❏ Damage assessment would be conducted as soon as possible after the disaster, but assessors must put their
own safety first. The "all clear" should be given by the appropriate authority.
Four types of Damage Assessment

❏ Initial Situation Overview (ISO) : Focuses on issues such as casualties, displacement of the population and
damage to lifelines and critical facilities
❏ Initial Damage Assessment (IDA)
❏ Damage Assessment and Needs Analysis (DANA)
❏ Damage and Loss Assessment (DALA).
Objectives

Depends on Type Depends on Intensity

❏ Minor/moderate ❏ Short-Term
❏ Estimate total losses ❏ Identify safe/unsafe buildings; estimate
❏ Develop rehabilitation procedures losses;status of structures

❏ Major ❏ Medium-Term
❏ Reassess and quantify losses; assess
❏ Extent of damage to structures
safety status
❏ Long-Term
❏ Develop rehabilitation procedures; Identify
deficiencies in implementing technical
knowledge
Focus for DA

Primary Focus Secondary Focus

Structures Structures

❏ Owned by govt. Agencies ❏ Owned by specialised agencies

❏ Requiring govt. Funds for repairs ❏ Complex requiring high-level
❏ Affecting large number of people technical skills for assessment
❏ Buildings; Bridges; Tanks and ❏ Dams; Roads; Harbour; Electrical
Storage reservoirs generation and transmission
Procedure for Damage Assessment for
Buildings

❏ Windshield
❏ Overall scope of damage
❏ Rapid Safety Assessment
❏ For all buildings; based on ATC- 20
❏ Detailed Safety Assessment
❏ For doubtful and buildings considered for compensation; based on international practices
after elimination of deficiencies.
❏ Engineering Evaluation
❏ For buildings considered for engineered rehabilitation.
Rapid Evaluation

❏ Evaluate expected and unexpected damage buildings during emergency.

❏ Assuming aftershocks and assessing risk.
❏ Safety from collapse, falling hazards.
❏ Steps:
❏ Visual inspection on the building’s exterior
❏ Inspecting inside the building for identifying cracks, spalls, delaminations
❏ Collect key information about the building, it’s owner, condition and safety status.
Criteria for unsafe
buildings and
inspecting placard
Based on the placard placed

❏ Green
❏ Inhabitable, Safe to use
❏ Yellow
❏ Limited entry/ Restricted
use
❏ Red
❏ Unsafe for use.
Detailed Safety Assessment

❏ Recommend grade of damage

❏ Assess compensation to household
❏ Assess level of intervention required for repair and retrofitting.
❏ After a particular period of time post disaster
