- Leaders and villagers who are actively participating in SMU
activities practicing the SMU spirit in collaboration with their
neighbors.
<Government officials>
- Central and local government working-level officials who are
working in the department of community development(or
Saemaul Undong) or worked in the past in a department
relevant to community development or Saemaul Undong
<SGL Representatives>
- Representatives of the Saemaul Undong Global League(SGL)
member countries.

2. Brief Introduction to Saemaul Undong


1. What is Saemaul Undong?
Saemaul Undong is a successful community development model started in 1970
in South Korea. At the beginning, Saemaul Undong had focused on poverty
eradication and living conditions improvement projects in rural areas of South Korea
in deep consideration of serious economical and social problems arising in the rural
areas over that time. Thanks to its success in the rural areas, the movement was
spread out across the nation to solve various social problems becoming a
nation-wide movement in South Korea.
One of the success factors of the movement was making good governance
system between the public and private sectors for its efficient and effective
implementation. The bottom-up approach (village-driven development) successfully
encouraged the villagers to voluntarily participate in the movement. In fact, the
approach does not allow any kind of interruption from the government on the
peoples’ decision making process. In other words, it were the villagers who decided
through the general meeting what and how to do to solve their common problems.
We could achieve many achievements in various fields thanks to the unique
mechanism of Saemaul Undong. Now, international organizations such as the UN,
and UNESCO is recognizing Saemaul Undong as successful community development
experiences, which are adoptable to many countries that are currently in struggle
against poverty. In particular, in 2013, around 22,000 archives of Saemaul Undong
were listed as the Memory of the World Register by UNESCO, being recognized
its precious value as world heritage.
In this context, there are many countries that are expressing their strong
willingness to learn about and adopt the spirit and mechanism of Saemaul Undong.
Today, Korea Saemaul Undong Center is doing our best to share our success
experiences of Saemaul Undong, and we are also interested in devising the
customized Saemaul Undong in favorable of each country’s economical, social,
cultural, and religious characteristics in combination with the community
development policies in each country.

2. Korea Saemaul Undong Center (KSC)


Since its establishment in 1980, Korea Saemaul Undong Center is promoting
Saemaul Undong domestically and internationally to make our world better place to
live in with the core values of the times: Reviving life, sharing peace, and leading
respectful community.
Since its foundation, Korea Saemaul Undong Center is holding the Saemaul
Undong training courses inviting government officials, village leaders, journalist, etc.
to share success experience of Saemaul Undong with other countries; thanks to our
effort, the number of alumni is more than 60,000 from 158 different countries. We
are trying our best to make our world better place to live with Saemaul Undong
and all the SMU leaders in the world.

3. The Saemaul Undong Global League (SGL)


In 2016, Korea Saemaul Undong Center have launched with 33 member
countries the Saemaul Undong Global League (SGL), during the Global Saemaul
Leadership Forum 2016, and now we have 46 countries joined in the league. The
SGL will contribute to laying the foundation for strengthening network of member
countries, as well as constructing the global value chain with the fair trade.
