TERMS OF REFERENCE

CAPACITY BUILDING FOR PARENTS OF CHILDREN WITH SPECIAL NEEDS

Background

The International Organization for Migration (IOM) is the leading inter-governmental organization in the
field of migration and works closely with governmental, intergovernmental, and non-governmental partners.
IOM is dedicated to promoting humane and orderly migration for the benefit of all by providing services and
advice to governments and migrants.

As of January 2023, there are 6,732 refugees who are under IOM care in Indonesia, of which 1,881 live in
Jabodetabek area under the supervision of the IOM office in Tangerang. Out of those 1,881 refugees, 584 are
children below 18 years of age, and 22 of them have been identified as having special needs, including ADHD,
ASD, Speech Delay, Receptive – Expressive Language Disorder, etc.

As part of IOM’s assistance, the children are eligible to receive therapy at a special needs clinic for a limited
period of time, where it is expected that the parents will learn through live observation during the sessions
as well as discussion with the therapist on how they can continue the treatment for their children at home
and after the therapy is no longer assisted by IOM.

The parents come from different nationalities as well as cultural and educational backgrounds, and their
ability to support their children with their condition and to continue the treatment at home has been
inconsistent. This is due to several factors including lack of understanding about their children’s condition,
lack of awareness of the importance of their role in the development of their children, and lack of knowledge
and skill to assist their child.

To address those issues, we plan to conduct a series of activities aiming to increase the parents’ knowledge,
awareness and understanding of their children’s condition and to improve their ability in assisting their
children at home.

Program Objective

To improve the parents’ understanding and ability to support their children’s special needs condition.
