AUTHORITY
a. Section 50, Rule VIII, Implementing Rules and Regulations of RA 6975 (DILG Act of
1990) and BFP SOP Nr. IID-2006-01: Comprehensive Fire and Arson Investigation and
filing of Criminal Complaint Procedures.

MATTERS TO BE INVESTIGATED:
a. The origin and cause of the fire incident.
b. The suspect/perpetrators if there is any.
c. Others matters in the occurrence of the fire incident.

Facts of the Case:


A. This Pertains to the on-going investigation being conducted by arson investigator F03 Roland C
Canteras, Chief Intelligence and Investigation unit of GMA Fire Station, on a structural fire that
transpired on or about 1217H 04 May 2018 at Municipal Compound, Brgy Poblacion 1, GMA,
Cavite.
B. Involved was the GSO building situated nearby municipal hall and the fire station made up of
concrete and slab concrete materials. Estimated damage was amounting to twenty five
thousand pesos Php 25, 000.00.
C. Immediate investigation carried out at the scene revealed that the fire originated from the
storage room of the said building.
D. Thorough ocular inspection conducted by arson investigator on the focal point of the fire which
is in the broken window and is reachable by outsider
E. Based on the fire pattern, the fire started beneath the window where there was a volume of pile
of papers and plastic which are considered combustible.
F. It was set to the mind of the undersigned investigator that this incident was intentional because
upon careful analysis and investigation, there were no electrical damages to the plugs and
sockets, but the fire spread rapidly.
G. The undersigned gathered some CCTV footages from Municipal Disaster Risk Reduction Office
(MDRRMO) to prove this allegation. Based on the footages, before the fire occurred, one male
entered at the back portion of the GSO Building and is seen wandering around the building as
the fire broke up and continuously watching during the firefighting operation.
H. After a few days he went back to the fire scene and was seen by F01 Japson, he was then invited
at the IIU office for questioning. Upon interview and interrogation, he was identified CYRUS
ELEAZAR, 14y/o, and a resident of Teacher Village, GMA, Cavite.
I. He admitted that he together with a certain Christian also known as “Lake” tried to rob the
computers of G.S.O building hidden in the stock room of the said building on 03 May 2018 at
about 0600H, but due to the dog barking they flew away and decided to continue their intention
on the next day, 04 May 2018. On 04 May 2018 (Friday) on or about 1100H, they decided to
forcefully enter the back portion of the GSO building, they successfully entered the building and
tried to get the computers in the storage room but the window was too small and hinders their
operation so they decided not to rob the building but to set fire instead using matches. They
intentionally burn the plastic table inside the stock room which eventually engulfs the whole
room.
J. Cyrus Eleazar was then turn-over to DSWD for his rehabilitation

Dispositon
a. Based on the careful evaluation and investigation made by arson investigator, we were able to
establish that the fire was intentionally set by Mr. Cyruz Eleazar and a certain Christian a.k.a
“Lake”.
b. Final Investigation Report to follow
