Preliminary :

Building Proposal Department entertains the proposals of development or redevelopment of


the area within the jurisdiction of planning and authority i.e. M.C.G.M. Limits to City area) excluding
the area under special planning authorities. The Building Proposal W.S.-I Department entertains the
proposal for development in Residential, Commercial \ Industrial in no development Zone
incorporating public amenities such as School, Colleges, open spaces Medical facilities, Hospitals,
Markets, Welfare Centers, Cemeteries and lands reserved for public Housing, High density Housing.
Building Proposal Department follows the guidelines laid down by the Development plan so as to
improvise transport and communication, such as existing and proposed road network / railways.
Building Proposal W.S.-I (H & K Wards) department covers the area in 4 wards viz. H/W, H/E,
K/W, K/E i.e. from Bandra to Jogeshwari. The W.S. - I area covers the Town Planning Schemes for
the 'H' & „k‟ Divisions which are as follows :

No Library and reading room facilities are maintained in the office of Dy.Ch.Eng.(B.P.) W.S.-I.

SURVEY REMARKS
A. PROCEDURE FOR APPLICATION
1. Any individual, company, Trust or organization can apply for survey remarks through
Registered Architect/Lic. Surveyor.

2. The application is to be submitted in the office of

1st floor, R.K. Patkar Marg,
Bandra (W), Mumbai- 400 050.
3. The Application is to be submitted in A.E.(Survey) H & K's office specifying therein C.T.S. No.
with Village/F.P. No., with Scheme No. in case of Town Planning Scheme area. Application for
Survey remarks can be made for more than one F.P. No. / C.T.S. No. (if they are contiguous)
at a time in one application.
4. The application signed by the Registered Architect/L.S. appointed by Owner and
accompanied along with requisite information as detailed in para below is to be submitted in
Dy.Ch.Eng.(B.P.) W.S.-I/A.E. (Survey) H & K office between 11.00 A.M. to 5.00 P.M. on all
working days.
5. Appointment letter from Owner.
6. Licence copy of Architect/L.S.

B. REQUIREMENT WITH APPLICATION


The following documents/details are to be submitted with survey remarks application.

1. Two ammonia prints duly signed by the Registered Architect/L.S. showing 'BLOCK PLAN'
(Scale 1:500) in city and 'Location Plan' (Scale 1:4000 ) of the plot which survey remarks is
required.
2. Original copy of C.T.S. Plan/F.P. Plan to the scale of 1:500 issued by City Survey Office for the
plot of which survey remarks are required.
3. Details floor-wise existing plans of the building (Scale 1:100) in two ammonia prints in case of
Building Proposal files.
4. D.P. Remarks
5. Payment of fees for survey remarks at the rate of Rs. 180/- per C.T.S. The procedure for
payment of fees is as under :-
To certify from the concerned Sub Engineer Survey the amount of fees to be paid
depending on the total number of C.T.S. for which remarks are required.
Payment to be made of C.F.C. counter at office of the H/West Ward Office Bandra (W),
Mumbai.
Timings for Payment between 11.00 a.m. to 6.00 p.m. on all working days except
Sundays, 2nd and 4th Saturdays and public holidays.

C. INFORMATION FURNISHED IN SURVEY REMARKS


The following information is provided in survey remark with respect to the plot which remarks
are sought. The provisions of D.P. and road widening are marked on the plan and a letters
accompanying the remarks with following details as D.P. and survey sheets are issued.
1. Reservations /Designations as per Development Plan.
2. Reservations /Designations abutting the plot.
3. Whether affected by existing or proposed roads or accessibility as per D.P. Sheets.
4. Zone of Land.
5. Realignment of roads /relocation of reservations, if any.
6. Remarks about Coaster Regulation Zone (C.R.Z.), Heritage structure / precinct, height
restrictions, high tension line, buffer Zones of railway or Highway if affecting the plot as
per D.P. sheet.
7. Whether additional remarks are required from Ex.Eng. (S.W.D.), Ex. Eng. (Traffic &
Planning), Ex.Eng. (T.P.), Ex.Eng.(D.P.), Airport Authority, Highway Authority, P.W.D. ,
B.P.T., Railway, Heritage provisions as per D.P. Sheets etc.
8. The remarks are issued without any site inspection. The remarks do not indicate
ownership rights in any way.
9. The block plan submitted is compared with survey sheet prior to 1962 and accordingly
non tallying portion, if any marked on detail plans.
10. Proposed Building height restriction on the plot under reference with respect to Juhu
Airport and Santacruz Airport as per Table 13 of Regulation 31 of DCR 1991.

D. ISSUE OF SURVEY REMARKS


The provisions of Development plan and road widening are marked by Draftsman of concerned
ward on the plans submitted alongwith the application. The marked plan and printed format of survey
remarks are checked by the concerned Sub. Engineer and signed for issue.
The survey remarks are issued in the Dispatch Section to the applicant during working hours if
not collected.

E. The time limit for the issue of Survey remarks from the date of payment of charges is not more
than four days (AutoDCR) and fifteen days for private remarks, provided there are no mistakes
(C.T.S. No. with Village, Location Plan, Block Plan) in the documents submitted by the applicant.

F. ADDITIONAL COPY
Additional copy of Survey remarks can be obtained along with the D.P. remarks for which
application is made on the payment of fees as under:

Notice under Section 337 of M.M.C. Act

(A) Procedure for the application :


Auto DCR has been introduced to Municipal Corporation of Greater Mumbai for building plan scrutiny &
for granting the online Approvals. Auto D.C.R is a software for Architecture – Engineering & Construction. It is
an integrated software specifically designed to synchronize the various parameters of prevailing DCR &
development policies online .

Brief Operations of Auto DCR :-


The Auto DCR has been introduced to Municipal Corporation for online submission of building
proposals through Licence Architect/L.S. website with an I.P. address http://10.1.8.32/bp is designed for the
same. Initially Architect / L.S. has to registered with the Corporation & they get the personal I.D. and password
to have an access to Auto DCR website. After login he can submit the proposal, drawings, application various
notices & accompanying attached document.
Thereafter he can also get knowledge about the status of the files at all the hierarchy levels.
Thereafter submission the proposal goes through console to console & same can be moved right upto
top to Hon. Municipal Commissioner for seeking the relaxations & necessary approvals. After approval the
proposal by Competent Authority remarks are forwarded through Auto DCR. Notesheet again to grassroot
level. The concerned staff & officers are also given login I.D, password & digital signatures to process the
proposals.

Flow of the File


After Architect / L.S. submission of the proposal when all the tabs of requisite documents are marked.
The proposal alongwith all the attachments are transferred to concerned Sub-Engineer‟s console. Then all the
documents are scrutinized by S.E. and then temporary No. for the proposal is generated & the challan for
scrutiny is printed through software. Thereafter payment of the requisite scrutiny fees & payment details are
feeded in the programme & permanent no. for the proposal is generated. Then the file goes automatically to
console of A.E. (Survey) for Survey remarks. Thereafter the proposal is scrutinized by the survey department &
the data is feeded in the programme. The survey remarks sheet is generated after paying the requisite fees by
the applicant by following the procedure explained earlier.
The same procedure is adopted & the file is sent to Dy.Ch.Eng.(B.P) by Ex. Engineer (B.P) & further to
Ch.Engineer (D.P) & Hon.M.C‟s consoles.

Approval of the Competent Authority i.e. Hon. Municipal Commissioner


Once the file is transferred to Hon.M.C‟s console & after login the respective file papers, scanned
documents, attached files can be seen, scrutinized by clicking the scrutiny tab. Then Hon. M.C adds his
comments in the notesheet after going through plans, reports & supplementary documents & then the file is

transferred directly to Sub. Engineer console, The provision in the software is made to effect that as the
hierarchy goes up he can have the access to his junior officers consoles to view the status of the files. For eg.
Hon.M.C. can view the status of any file from any officer‟s console but S.E. cannot access his higher official‟s
work.

Final Notesheet & Order tab :-


After the endorsement by Competent Authority is placed in notesheet, the same can be viewed & can be
printed if desired. The remarks from Ch.Eng.(D.P) & further approval / disapproved is noted by all the officers.
Sometimes if any queries are raised by competent authority, then same can be replied in the same flow
mentioned in the above procedure.
Thus the entire process cycle is completed through Auto DCR.
The Survey remark sheet is forwarded by A.E.(Survey) directly to the concerned S.E.(B.P)‟s console.

Procedure for document Scrutiny.


After login, Sub. Engineer opens the file lying in the console for scrutiny. Then the plan approval tab is
clicked & all the documents can be seen one by one & scrutinized documents can be given status & remarks
from Sub. Engineer in form of accepted or rejected. Then the data is saved.

Further the survey remarks are obtained from the Survey Section and the proposal is
scrutinized on the merits of documents. If no concessions are involved the permission for
development can be given at Executive Engineer (B.P.) W.S. H / K Ward's level otherwise the
proposal is processed and put up to higher authorities for the concession of approvable nature.
(D) Once the proposal is approved the Intimation of Disapproval (I.O.D.) is granted. I.O.D. is valid
for the one year. On compliance of conditions of I.O.D. the commencement Certificate under Section
44/69 of M.R.& T.P. Act may be granted.

(E) Time Period :


Time period for the approval is two months on submission of requisite documents and if no
concessions are required.
(F) Additional copies can be supplied on making the payments of requisite charges as per Table.

1a) Every person who shall intend to prepare any layout subdivision or amalgamation are plots can
apply to the Corporation under section 302 of M.M.C. Act 1888.
(B) Requirements with Applications :
The following documents details are to be submitted with the Notice under Section 302 of M.M.C. Act.
b. Notice u/s. 302 of M.M.C. Act. 1888 in prescribed format alongwith complete set of plans (15
sets or as required) as prescribed in the D.C. Regulation No. 5(2) indicating therein the
prominent roads, landmarks in the location plan as well as block plan.

Time period for the approval is one month on submission of requisite documents and no
concessions are required.
(F) Additional copies can be supplied on making the payments of requisite charges as per Table.

(A) Procedure for Application :
1. Any individual, Company, Trust or Organization can apply for certified copies of
approved plans/documents on and plain papers and application shall be made to the
office of -

2. Application shall be submitted on any working days between 11.00 A.M. to 4.30 P.M. on
all working days (Except Lunch Break) excluding National Holidays, Sundays, 2 nd & 4th
Saturdays).
Time Limit : The time limit for issue of certified copies of above document is 30 days
from receipt of application provided there are no mistakes like C.T.S.No., Division, File
number etc. in the documents submitted to applicant.
Additional Copy :Additional certified copies of documents and plans will be made
available on any partly payment of fees stated in 'D' above.

payment of necessary charges as detailed below.

The record of Building Proposal Department is a 'A' class Record, which is required to be
preserved for life time.

inspection of files.

1. Any individual, Company, Trust or Organization can apply for certified copies of approved
plans/documents on and plain papers and application shall be made to the office of -

Inspection of individual file can be given after recovery amount of Rs. 160/-,

Requirement with application :


i. Application can be submitted in the office of E.E.(B.P.) W.S. „H‟ & „K‟ and A.E. (Survey) H & KI
specifying therein C.T.S. No. with Village, file number etc.
ii Applicant shall furnish the documentary proof such as P.R. Card, CTS No. & Village Name,
Ownership of adjoining plot etc.

(C) Information furnished :


As per the request of the applicant the necessary certified copies of I.O.D. plans,
commencement certificate, Amended plans, Amended plan approval, letter, occupation plan,
occupation letter, B.C.C. acceptance letter and B.C.C. plans are made available on merging payment
of requisite fees.
(D) Issue of copies :
The certified copies of above documents are issued on receipt of payments as per the
statement below :
Owner/Architect/L.S./neighbour/tenants has to submit an application to be Asstt.Eng.(B.P.)
W.S. alongwith the documents such as Assessment Bill /Electricity Bill /Water Bill /ration Card etc. or
any individual can apply under Maharashtra Right of Information Act, 2005. The copies are made
available on payment of necessary charges as detailed below.
* The applicant has to pay additional charges towards photocopying-
Charges for certification of I.O.D. /commencement Certificate /Occupation Certificate/B.C.C.
– Rs. 25 per page.
Charges for certification of Plans.- Rs.60/- per copy of plan.
