• Provisioned Service
– FAA retains ownership of configuration
– FAA retains control of data
– Order 6000.56 covers oversight and management
• Contract Award
– August 30, 2007: FAA awarded the ADS-B national contract to ITT
Corp as the prime contractor, they since changed name to Exelis
– Exelis has a team of sub contractors which includes AT&T,
Thales, WSI, SAIC, Price Waterhouse Coopers, Aerospace
Engineering, Sunhillo, Comsearch, MCS of Tampa,
Pragmatics, Washington Consulting Group, Aviation
Communications and Surveillance Systems (ACSS) and NCR
Corporation
– Exelis also partnered with L-3 Avionics Systems and Sandia
Aerospace

Compared to radar, ADS-B target reports are:
• More Accurate
– Uses WAAS-enabled GPS
– Horizontal position accuracy < 92.6 meters
• More Timely
– 1 Second Updates
• More Robust
– Multiple distinct parameters
– Target accuracy/integrity is part of report

ADS-B Compliance Monitor Overview
Purpose: Provide Compliance Monitoring Services for ADS-B Objectives: Identify aircraft operating below the ADS-B Out
equipped aircraft and vehicles. Final Rule requirements and vehicles operating below the Vehicle
Goal: Deliver Aircraft Compliance build by Jan 2014 Transmitter requirements. Monitor equipage growth.
Add vehicle Compliance by Sept 2014
SAPT integration build by Sept 2015
Key Outcomes: Generate Exception Lists and Exception
Reports for non compliant aircraft and vehicles.
Partners: Aviation Safety, Honeywell, SBS PO, Tech Center
Provide equipage metrics to SBS PO.

Interval Management MOPS

Description: Reduce fuel burn, noise and emissions, while maintaining


high throughput and efficient flight operations throughout the NAS

Goals: Develop and validate flight deck technology


to enable FIM-S Operations

Objective: Produce an Internationally harmonized MOPS for IM


avionics. Both capable of being introduced into the NAS and sets
foundation for follow-on avionics.

Interval Management
Description: Produce operational benefits through precise
management of intervals between aircraft whose trajectories are
common or merging

Goal: Create an operational environment that maximizes


airspace throughput while enabling aircraft to minimize fuel burn
and environmental impacts.

Ground-based Interval Management – Spacing
ZDV/ZAB Multi-Center Metering

Description: Improve metering operations at ARTCCs,


including any ACM, by providing consistent flow of aircraft
to the Meter Fix.
Goal: Enhance Adjacent Center Metering by
implementing an extended meter point as part of the ACM
operation
