PREFACE
DEPs (Design and Engineering Practice) publications reflect the views, at the time of publication, of:
Shell Global Solutions International B.V. (Shell GSI)
and
Shell International Exploration and Production B.V. (SIEP)
and
Shell International Chemicals B.V. (SIC)
and
other Service Companies.
They are based on the experience acquired during their involvement with the design, construction, operation and
maintenance of processing units and facilities, and they are supplemented with the experience of Group Operating
companies. Where appropriate they are based on, or reference is made to, international, regional, national and industry
standards.
The objective is to set the recommended standard for good design and engineering practice applied by Group
companies operating an oil refinery, gas handling installation, chemical plant, oil and gas production facility, or any other
such facility, and thereby to achieve maximum technical and economic benefit from standardization.
The information set forth in these publications is provided to users for their consideration and decision to implement.
This is of particular importance where DEPs may not cover every requirement or diversity of condition at each locality.
The system of DEPs is expected to be sufficiently flexible to allow individual operating companies to adapt the
information set forth in DEPs to their own environment and requirements.
When Contractors or Manufacturers/Suppliers use DEPs they shall be solely responsible for the quality of work and the
attainment of the required design and engineering standards. In particular, for those requirements not specifically
covered, the Principal will expect them to follow those design and engineering practices which will achieve the same
level of integrity as reflected in the DEPs. If in doubt, the Contractor or Manufacturer/Supplier shall, without detracting
from his own responsibility, consult the Principal or its technical advisor.
The right to use DEPs is granted by Shell GSI, SIEP or SIC, in most cases under Service Agreements primarily with
companies of the Royal Dutch/Shell Group and other companies receiving technical advice and services from Shell GSI,
SIEP, SIC or another Group Service Company. Consequently, three categories of users of DEPs can be distinguished:
1) Operating companies having a Service Agreement with Shell GSI, SIEP, SIC or other Service Company. The
use of DEPs by these operating companies is subject in all respects to the terms and conditions of the relevant
Service Agreement.
2) Other parties who are authorized to use DEPs subject to appropriate contractual arrangements (whether as part
of a Service Agreement or otherwise).
3) Contractors/subcontractors and Manufacturers/Suppliers under a contract with users referred to under 1) or 2)
which requires that tenders for projects, materials supplied or - generally - work performed on behalf of the said
users comply with the relevant standards.
Subject to any particular terms and conditions as may be set forth in specific agreements with users, Shell GSI, SIEP
and SIC disclaim any liability of whatsoever nature for any damage (including injury or death) suffered by any company
or person whomsoever as a result of or in connection with the use, application or implementation of any DEP,
combination of DEPs or any part thereof, even if it is wholly or partly caused by negligence on the part of Shell GSI,
SIEP or other Service Company. The benefit of this disclaimer shall inure in all respects to Shell GSI, SIEP, SIC and/or
any company affiliated to these companies that may issue DEPs or require the use of DEPs.
Without prejudice to any specific terms in respect of confidentiality under relevant contractual arrangements, DEPs shall
not, without the prior written consent of Shell GSI and SIEP, be disclosed by users to any company or person
whomsoever and the DEPs shall be used exclusively for the purpose for which they have been provided to the user.
They shall be returned after use, including any copies which shall only be made by users with the express prior written
consent of Shell GSI, SIEP or SIC. The copyright of DEPs vests in Shell GSI and SIEP. Users shall arrange for DEPs to
be held in safe custody and Shell GSI, SIEP or SIC may at any time require information satisfactory to them in order to
ascertain how users implement this requirement.

PART I INTRODUCTION

1.1 SCOPE
This new DEP specifies requirements and gives recommendations for Materials and

Fabrication Requirements for 2 /4 Cr – 1 Mo and 3 Cr-1 Mo Steel Heavy Wall Pressure
Vessels for High Temperature, High Pressure Hydrogen Service in the form of
amendments and supplements to API Recommended Practice 934 (First edition, December
2000). This DEP replaces W-6-1/2/3, Equipment made of 2.25 Cr-Mo steel in quenched
and tempered conditions.

1.2 DISTRIBUTION, INTENDED USE AND REGULATORY CONSIDERATIONS


Unless otherwise authorised by Shell GSl and SIEP, the distribution of this DEP is confined
to companies forming part of the Royal Dutch/Shell Group or managed by a Group
company, and to Contractors and Manufacturers/Suppliers nominated by them (i.e. the
distribution code is "F", as described in DEP 00.00.05.05-Gen.).
This DEP is mainly intended for use in oil refineries and chemical plants. If national and/or
local regulations exist in which some of the requirements may be more stringent than in this
DEP, the Contractor shall determine by careful scrutiny which of the requirements are the
more stringent and which combination of requirements will be acceptable as regards safety,
environmental, economic and legal aspects. In all cases the Contractor shall inform the
Principal of any deviation from the requirements of this DEP which is considered to be
necessary in order to comply with national and/or local regulations. The Principal may then
negotiate with the Authorities concerned with the object of obtaining agreement to follow
this DEP as closely as possible.

1.3 DEFINITIONS

1.3.1 General definitions


The Contractor is the party which carries out all or part of the design, engineering,
procurement, construction, commissioning or management of a project or operation of a
facility. The Principal may undertake all or part of the duties of the Contractor.
The Manufacturer/Supplier is the party which manufactures or supplies equipment and
services to perform the duties specified by the Contractor.
The Principal is the party which initiates the project and ultimately pays for its design and
construction. The Principal will generally specify the technical requirements. The Principal
may also include an agent or consultant authorised to act for, and on behalf of, the
Principal.
The word shall indicates a requirement.
The word should indicates a recommendation.

PART II GENERAL INFORMATION

This DEP is written in the form of amendments and supplements to API RP 934.
In the event of conflict between documents relating to the enquiry or order, the following
hierarchy of documents shall apply:
- first level - purchase order and variations thereto;
- second level - data/requisition sheets and drawings referred to where explicit
deviations from this DEP are indicated. In all other cases any discrepancy between the
data/requisition sheets and this specification shall be brought to the attention of the
Principal;
- third level - this DEP.
For easy reference, the clause numbering of API 934 has been used in Part III of this DEP.
Clauses not mentioned in this DEP shall apply as written.

5.3 CHEMICAL COMPOSITION LIMITS


Add to this clause:
The J-factor for all ferritic alloy components shall be J-factormax = 120.

5.5 MECHANICAL PROPERTIES


Replace 5.5.2.2 by:
Elevated temperature tensile tests shall be performed at the equipment design
temperature. Test specimen shall be in the maximum PWHT condition. Acceptance values
shall be as stated in the Engineering Design Requisition Sheet (EDRS).

5.5.3.2 Step Cooling test


Add to this clause:
Step cooling test can be waived by the purchaser provided that the fabricator can
demonstrate that previously qualified step cooling test results on materials in similar
material chemistry and operating conditions have met the requirements of 5.5.3.2.4.

7.1 GENERAL WELDING REQUIREMENT


Add new clause:
All welding shall additionally comply with API RP 582.
Add to 7.1.4:
Repairs made shall be documented in DEP 31.22.20.31-Gen., see (section 11), including
location and depth.
Add the following new clauses:
7.5.1 Attachments
7.1.5.1 Permanent Attachments
Permanent attachments such as built-up rings for skirt attachment, top section of the skirt,
and tray support rings shall be made of the same material as the pressure containing part.
7.1.5.2 Temporary Attachments
All temporary attachment shall be removed before the final post weld heat treatment.

7.2 BASE METAL WELDING


Add to clause 7.2.1.6 the following paragraph:
Additionally an all weld metal tensile test shall be performed at the equipment design
temperature per welding process. Test specimen shall be in the maximum PWHT condition.

7.2.3.2. Hardness of Weld Deposit and Adjacent Base Metal


Add to 7.2.3.2.1
Hardness readings made by a portable hardness tester shall be for information only.

The Disbonding test defined in ASTM G 146 shall be carried out for information only. Test
results should be able to meet the area ranking A and distribution ranking 1 of paragraph
12.16.

7.3.4 Preheat and Heat Treatments During Weld Overlay


Amend the last sentence as follows:
No preheating is required for the second layer if the deposit thickness for the first layer is
t ≥ 2 mm (0.08 in).

8.3 NDE DURING FABRICATION


Add to 8.3.1
To avoid cooling down during fabrication dry powder MT should be used.

8.4 NDE AFTER FABRICATION AND PRIOR TO FINAL PWHT


Delete 8.4.1.1 and replace by:

All pressure retaining butt welds and vessel to support skirt welds shall be fully examined in
accordance with clause 8.4.1.3.

If RT is not practical for nozzle-to-shell welds, UT may be applied instead of RT, in which
case at least one of the UT probes shall irradiate the weld bevel perpendicularly (within 5°).

NDE shall be performed by the Time-of-Flight Defraction (ToFD) method, in accordance
with Option 1 or Option 2 below.
NOTE: For welds of an austenitic or semi-austenitic material, the application of ToFD might not be possible
(e.g. for welds in 9% nickel, austenitic stainless steel and duplex stainles steel) and alternative
methods of UT examination shall be applied. Such alternative procedures, validations and operator
qualifications shall be subject to the approval of the Principal.

Option 1 (ASME Based):


The ToFD examination shall be in accordance with ASME V, Article 4, and ASME BPVC
Code Case 2235-8. Acceptance criteria shall be in accordance with Tables 1, 2 or 3 of
Code Case 2235-8. Flaw interaction shall be as defined in Figures 1 through 5 of Code
Case 2235-8.
The ToFD operators performing the examination, data analysis, interpretation and
evaluation shall be qualified and certified in accordance with ASNT SNT-TC-1A and
CP 189, Levels I and II. The employer’s written practice for qualification and certification of
ToFD personnel shall be subject to the approval of the Principal.
ToFD procedures shall have the approval of an ASNT SNT-TC-1A Level III individual and
be subject to the approval of the Principal.
Option 2 (EN based):
The ToFD method shall be applied in accordance with DD ENV 583-6 and
DD CEN/TS 14751.
Acceptance criteria shall be in accordance with NEN 1822.
NOTE: The future EN standard emanating from prEN WI00121471:2006 Level 1 (stringent acceptance level)

is likely to be the same as NEN 1822:2005.

The ToFD operators performing the examination, data analysis, interpretation and
evaluation shall be qualified and certified in accordance with EN 473 Levels I and II.
ToFD procedures shall have the approval of a Level III individual and be subject to the
approval of the Principal.
The qualification and certification of ToFD personnel shall be subject to the approval of
Principal.
Requirements applicable to both Option 1 and Option 2:
NDE shall be performed at least 24 h after the welds have been intermediate post weld
heat treated and cooled down to ambient temperature. The examination shall be carried out
from the outer surface.
For the near outer surface of the welds and HAZs the following shall apply:
a) The outer surface of the weld shall be examined using creep-wave probes that
have been calibrated on a 3.0 mm diameter Side Drilled Hole (SDH) located at a
depth of 3.0 mm below the outer surface. The probe to SDH distance shall be 10
mm.
b) Acceptance criteria shall be in accordance with ASME VIII Div. 1, Appendix 12
c) The creep-wave procedure shall have the approval of a UT Level III individual and
shall be subject to the approval of the Principal.

8.5 NDE AFTER FINAL PWHT


Delete 8.5.1.1 and replace by:

All pressure retaining butt welds and vessel to support skirt welds shall be fully examined in
accordance with clause 8.4.1.3.
NDE shall be performed at least 24 h after the welds have been post weld heat treated and
cooled down to ambient temperature.

9. HYDROSTATIC TESTING

Add to 9.2:
After hydrotesting the vessel shall be cleaned with water containing not more than 10 ppm
chlorides.
