MESSAGE OF THE CITY MAYOR

Every activity of the City Government of Borongan geared towards progress, development
and peace must start with a united concurrence among its officers, employees, and elected
officials. This concurrence and unity is now embedded and uniquely crafted to what is now being
presented before the citizenry as the Executive – Legislative and CapDev Agenda for 2020-2022
of the Borongan City.

This Executive – Legislative and CapDev Agenda is, first and foremost, a guide for the
endeavors of the city and a source of inspiration for the civil servants to propel the city to greater
heights and for the common good.

Emphatically, our Vision for our city is to attain a highly-urbanized status that is centered
on agriculture (Dukwag Agrikultura) and tourism. A lofty goal it seems but could be achieved if
we shall all unite with a common purpose of instilling discipline and accountability among citizens
and leaders alike.

Further, the illustrious members of the Sangguniang Panlungsod should be commended

for a comprehensive yet detailed presentation of their agenda which is in consonant and in
harmony to the executive’s agenda.

We should also commend the department heads and their staff for effectively and
intelligently introducing contents to the agenda with the end of assisting the local chief executive
and the legislative body achieve our aspirations and goals for our beloved city.

Now that we have beautifully charted our course, it is up to us now to sail into the vast
ocean of progress with all its challenges. It is up to us now to act on it.

I enjoin the leaders, civil servants, and citizens of our city to join hands and hearts to fulfill
these goals for us, for our children, and for the generations to come.
