BUDGET MESSAGE

Gentlemen and Ladies:

As the Local Executive of this Barangay, may I submit herewith the proposed Revised 10% SK
Annual Budget for F/Y 2019 for your review and consideration. Our total Revised 10% SK Annual
amount of Four Hundred Twenty Six Thousand Nine Hundred Thirty Five Pesos (P426,935.00) During
the budget preparation, I strictly observed the budgetary guidelines, complied with provisions under
section 287 of the Local Government Code, and other relevant laws and issuance.

A. INTRODUCTION

This Annual Budget was prepared under a through analysis and evaluation of
Current year and previous year completed project. A further study was made regarding on-going projects
and most especially on funded project proposals which where deferred for implementing due to some
constraints. These delayed projects were presented to concerned office for consideration and expedite
implementation.

Based on the gathered information and consultation with interested citizens demanding
for SK developments, I was able to arrive at the top priority sustainable projects for F/Y 2019.

I have appropriated equitable funds to meet the fundamental needs of the constituents of
the Barangay, geared towards an economic and social upliftment. No matter how we strive to reach our
dreams and aspiration for our community, these can only be realized with your joined effort, dedication,
and commitment in the performance of duties and functions as SK Officials. Likewise, we also need the
collaborative support from the National, Provincial and Municipal Governments and stakeholders of
Barangay Gaongan.

B. VISSION STATEMENT

Barangay Gaongan is a simple community with good sectoral developments

and self-Reliance that sustain the fundamentals needs of the people. And particularly, to have a
progressive barangay and progressive community.

C. MISSION STATEMENT

To promote a more progressive peaceful, clean and green innovative

community of people with sound and supportive involvement with committed public leaders in the
attainment of quality life through implementation of sectoral development.

D. GOALS AND OBJECTIVE

1. To create livelihood programs and project of our barangay that will sustain the income
generated projects of the constituents:
2. To provide quality education and reduce poverty by giving job to the jobless:
3. To promote the spirit of sportsmanship among the youths of this generation;
4. To adhere friendship and unity among the youths of this community;
 5. To maintain the solidarity of our citizenry in own area of Jurisdiction through sports; and

6. To combat the Proliferation of illegal drugs in the community.

E. A BRIEF DESCRIPTION OF BARANGAY GAONGAN

Barangay Gaongan is situated 3 kilometers of Sipocot Poblacion and is

traversed by the Andaya, Highway. It is bounded on the north by Barangay Taisan; on the south by Bicol
River: on the east by Barangay Tara and on the west by the Barangay Lubingan Sr. The total land area is
330 hectares which is plain and some portion of which is considered mini-forest area and portion hilly
nature.

It is composed of 7 Sitios, namely; Matan, Pajo, Malangog, Bagiw, Sabang, Centro 2 and
Centro 1.

There are 478 households with a total population 2,503 in Barangay Gaongan. Their
major source of income is derived from agricultural products such as coconut/ copra and some seasonal
crops. Others are engaged in piggery business, employment services and trading.

F. PRIORITY PROGRAMS AND PROJECTS

Attachment to this Revised SK Fund are the priority programs. This 2019
through the Revised SK Fund which 10% in the Total amount of Four Hundred Twenty Six Thousand
Nine Hundred Thirty Five Pesos (P426,935.00).

I hope that this budget proposal 2019 may serve as an instrument for us to efficiently and
effectively manage the development of our barangay. I am looking forward for your support and
cooperation in order for us to achieve our noble objective.

Gentlemen and Ladies:

Budget is considered as one of the most important elements in the barangay for the execution of
the proposed program, projects and activities of the council. RA 10742 or also known as SK Reform Act
states that the ten percent 10% of the general fund of the barangay shall be set aside for the Sangguniang
Kabataan. As an SK Chairperson, I will do my very best to utilize the fund properly with a sole purpose
of the betterment of our constituents with the support of Sangguniang Bayan.

The annual budget was prepared and reviewed thoroughly since last year with attached project
proposals. Sangguniang Kabataan members aim to provide programs that will strengthen the participation
of the youth in nation-building. It main goal is to help the youth realize their full potential in any aspect
that will improve the lives of everyone.

Attached herewith are our proposed programs, projects and activities. We hope that the Annual
Budget for 2020 will serve as a light for the development of our barangay.
