A NARRATIVE REPORT ON EARTHQUAKE DRILL


(3rd Quarterly Nationwide Simultaneous Earthquake Drill)
August 16, 2019

I. INTRODUCTION

An earthquake is a sudden movement of earth’s crust which lasts for a very short time. It
originates naturally at or below the surface of the earth. It may occurs all time, all over the earth.
There are about 800 of them every day but we often her about thin news only once. This is
because the vast majority of these quakes are very weak.

Earthquake or movement of the earth’s crust causes damage to the buildings, bridges,
dams and other establishments and properties. It can also cause floods and landslides,
landslides triggered by earthquake, often cause more destruction than the earthquake
themselves. If the earthquake happens to be beneath the ocean floor, they can lead to a
tsunami. And in worst cases earthquakes can cause great loss of life.

For the public awareness with regards to devastating effects of earthquakes, Implementing
Rules and Regulations of the RA 10121 were strengthened. This states that “Public awareness
shall also be undertaken through the conduct of drills by the LDRRMO on a regular basis”.
Likewise the National Disaster Risk Reduction and Management Plan states that one of the
activities to achieve outcome 10 “Developed and implemented comprehensive national and
local preparedness and response policies, plans and systems” is to develop/enhance and
simulate scenario-based preparedness and response plans. Furthermore, one of policy
framework stated in the National Disaster Preparedness Plan as embedded in the fourth priority
area of the Sendal Framework for Action 2015-2030 includes the target “to promote regular
disaster preparedness, responses and recovery exercises.
In this regards, Tanauan City Division issued Division Memorandum based on the National
Disaster Risk Reduction and Management Council Memorandum No. 63, s.2019 in the conduct
of the 3rd National Simultaneous Earthquake Drill (NSED) on August 8, 2019 at 2 pm.
This quarter’s earthquake drill aims to evaluate the readiness and awareness of learners
and DepEd personnel on earthquakes; and to evaluate the coordination and communication
mechanisms during evacuation procedures and response.

EARTHQUAKE DRILL PROPER

Pantay Integrated High School once again actively participated this quarter’s earthquake
drill with 556 Junior High School students, 84 Senior High School students, 23 teachers from
the junior high school, 15 senior high school teachers and 6 non-teaching personnel. Room to
room orientation was conducted to students and teachers before the execution of Earthquake
Drill. Mr. Jovet Moyano, the School DRRM Coordinator discussed this quarter’s main objectives.

As soon as the sharp whistle sounds were heard, the students, teachers and other
personnel started to place their hands on their heads and cover their body with under the chairs
or tables. As the siren stopped, it was the time for the participants to walk down from the school
building or out of the rooms downstairs to gather in clear areas that are free from possible falling
debris. Head counting was also conducted to make sure that everybody is safe.

This activity was coordinated by Jovet Moyano and Nicodemo Bron, with the help of other
faculty members, the drill was held successful. The objectives set were observed and achieved.
It was conducted quick and safe.

II. CONCLUSION

This quarter’s earthquake drill objectives were truly observed. It tested the efficiency and
usefulness of the school’s preparedness, response and recovery plans, systems and policies. It
evaluated the school’s contingency plan. It tested and improved the coordination and
communication mechanism and the participants most especially the students and teachers
understand the command and control mechanism in emergency and disaster operation.
Inspired by willingness to be prepared, it’s really appreciative to witness such scenario of
our students together with the teachers/faculty on the go.

Prevention is better than cure. Thus, it really encouraged that everyone should be
informed of the things that should be done before, during, and after a disaster—in this case,
an earthquake. Moreover, practice makes permanent. A single drill could not instill the
preparedness to each and every one, but continued repeated practice and/or drills can still
this habit.
