1. Introduction

2. Summary Of The Article

First, the abstract of this article is good because the researchers mention about the aim, analysis

and the result. This is literally tell everything about this article. While in the introduction the

researchers mention about to reconstructs the conception and practice of public administration in

Islam. The researchers has stated examples from the state of Medina during the time of Prophet

Muhammad and the Rashidun Caliphs. The Islamic state had in that period developed what

approximated to an efficient, effective, and performance driven public administration system.

Second, in the literature of review, the most important thing that the researchers highlight is the

evolution of public administration, which is based on the bureaucratic model introduced by Max

Weber to a more flexible and responsive idea of adhocracy. Third, this article also talks about the

practice of public administration in Medina. There are many opinions on the best examples of

human relations and organizational leadership. A simple political structure without complexity is

more effective than today's public administration system. The obvious difference is in the way of

obtaining laws, powers and authority in which the Islamic administration of the Quran is different

from the modern government that obtains it from the people. Later, the author also discusses the

fundamental principles and values of governance and administration practice in Medina polity.

Values such as accountability, equality, and efficiency are key principles that determine

organizational performance today. Finally, the researchers emphasize that the fundamental values

and principles of Islamic administration need to be applied to ensure that modern public

administration is more flexible and responsive and able to handle all situations quickly and

efficiently.

3. Critique Of The Article

In this part of the critique, the article’s ideas and content will be analysed in almost the same

sequence presented in the article. Firstly, a short comment about the title of the study, then the

abstract, the introduction and literature of the study, and a discussion of the major strengths and

weaknesses in the study.

3.1 The Title

"Reconstructing The Nature Of Principles And Values Of Public Administration In Islam". The

title of the journal article is brief and informative as it is specifically about the public administration

in Islam. It in fact effectively attracts interest by clearly specifying the aims and the place of the

research.The title also not so long and it is easy to understand.

3.2 The Abstract

In the abstract of this article, the researchers clearly stated the purpose of their study, which was

“to examines the conception and practice of public administration from Islamic perspective”. The

researchers also mentioned the objective through careful identification and discussion of the

fundamental values and principles that guided the practice of public administration in the state of

Medina under the Prophet and his four immediate successors known as the Caliphs.

3.3 The Introduction and Literature view

The introduction of this study discussed about the effectiveness of the Islamic administration

system during the time of Prophet Muhammad and the Rashidun Caliphs. Furthermore, in the

introduction of this article it is also stated about the development of the concept of modern public

management as an alternative to traditional public administration which is considered irrelevant.

The researchers also explain the Islamic concept of duty as trust and responsibility and its relation

to principles and values in the modern public administration system. For literature review, the

researchers discussed the evolution of public administration that took place over time. According

to the author, the bureaucratic model introduced by Max Weber was a concept of public

administration that was quite popular and practiced mainly in Asian and African countries.

However, this traditional way of bureaucracy has been considered less flexible and responsive in

dealing with fast and efficient situations. The idea of adhocracy in the new structure of public

administration was introduced that emphasized efficiency, competence and results based on

current decisions and actions. The structure and principles of this adhocracy appear to be in line

with the policies practiced in the days of the Prophet and the Rashidun Caliphs.

4. Strengths And Weaknesses

Even though this article can be considered as a good one due to some of its strengths, it still have

some weaknesses, and hence both of these attributes and flaws will be discussed briefly. First of

all, it can be said that, on the one hand, the analysis of some of the most important values and

principles related to the concepts and practices of Islamic administration has been outlined in this

article. It is appropriate to submit sufficient and accurate arguments to explain the need to rebuild

the concept and practice of public administration in Islam. In turn, the clarity of this article and its

concise and good summary give the reader a good impression of it. In addition, the reader can

obtain enough information from the introduction of the concept of Islamic state in the time of the

Prophet Muhammad and the Rashidun caliphs and identify its relationship to the principles and

values of the modern administration system. On the other hand, the main weaknesses of this study

are that they do not clearly state the principles and values practiced in the current public

administration. The authors focus only on conceptual explanations and do not reflect current

principles of administration. Moreover, the author also does not clearly explain the similarities in

the structure of modern public administration with the principles and values that have been

practiced in earlier Islamic administrations.

5. Conclusion For The Article Critique

This article aims to reconstruct the concepts and practices of public administration in Islam. This

situation is based on the concept and practice of public administration in the Islamic state of

Medina and the Rashidun Caliphs. The Islamic administration of that time was recognized as

effective, efficient and responsive and effective. The author has successfully identified the

fundamental values and principles of the Islamic administration and associated them with modern

public administration practices. The most interesting part of this study is that it is well written and

organized. There is a clear need for a short review to develop the situation. To conclude, it is very

interesting and significant to contribute to the field of public service to be more flexible and

responsive and able to handle all situations quickly and efficiently. Indeed, to what extent the

researchers has done well in helping to improve the quality of public service by rebuilding Islamic

values and principles.
