I. SITUATIONAL OVERVIEW

A. Chronology and Tracking

1 December 2019
On Sunday 5AM, Masbate including Burias and Ticao Islands were
under Tropical Cyclone Wind Signal (TCWS) No. 1.

By 11PM, the whole province of Masbate was under TCWS No. 2


(DOST-PAGASA’s SWB #6).

2 December 2019
On Monday 5AM, Masbate including Burias and Ticao Islands were
still under TCWS No. 2. (Source: DOST-PAGASA SWB #8)

By 11AM, Burias Island was already under TCWS No. 3 while Masbate
and Ticao Islands were still under TCWS No.2. (DOST-PAGASA SWB#10).
By 2PM, the whole province was already under TCWS No.3 (DOST-PAGASA SWB#11).

3 December 2019
At 2AM (DOST-PAGASA SWB #15): “Typhoon Tisoy is currently bringing
violent winds and intense rainfall over Masbate… will be affected in
the next 3 hours.”
(DOST-PAGASA SWB #16):
Location of eye/center: At 4:00 AM today, the eye of Typhoon
"TISOY" was located based on all available data at in the vicinity of
San Pascual, Masbate (Burias Island) (13.0°N, 123.1°E).

Strength: Maximum sustained winds of up to 155 km/h near the


center and gustiness of up to 235 km/h.
Movement: Moving West at 20 km/h.
At 8PM of Tuesday, the whole province of Masbate was cleared of any Tropical Cyclone Warning Signal.

II. EFFECTS & DAMAGE

• As of December 19, 2019, the TOTAL COST OF DAMAGE reported in the province of Masbate for
Infrastructure and Agriculture has already reached ₱ 1,488,535,659.51 (billion).

• The total number of damaged houses that have been reported provincewide has already reached
48,004 houses where 8,569 houses are totally damaged; and 39,435 houses are partially damaged.
The cost of damage to these houses is not included in the above-mentioned total cost of damage for
infrastructure (except for the municipality of Baleno).

A. Population Served Inside and Outside Evacuation Centers (ECs)


• Out of 550 barangays in the province of Masbate, 431 barangays (or 78%) were reported to have
evacuated many of their residents. A total of 40,117 families were registered to be inside the different
evacuation centers provincewide. The total number of persons inside evacuation centers was 180,506
persons.

• A total of 32,669 families were reported to have been affected outside evacuation centers. A total of
121,192 persons have been reported to have been affected.

B. Damaged Houses

• A total of 48,004 houses are damaged by typhoon Tisoy in the province of Masbate: 8,569 houses
are totally damaged; and 39,435 houses are partially damaged
o In Burias Island (municipalities of San Pascual & Claveria), a total of 2,563 houses are totally
damaged; and 8,985 houses are partially damaged
o In Ticao Island (municipalities of Monreal, San Jacinto, San Fernando & Batuan), a total of
2,198 houses are totally damaged; and 7,651 houses are partially damaged

o For the whole province of Masbate, the municipality of Aroroy (located at mainland Masbate)
has the highest number of damaged houses with 12,044 houses: 2,237 are totally damaged
and 9,807 houses are partially damaged.

C. Damaged Infrastructure

• A total of ₱979,281,360 worth of damages in infrastructure was reported in the province of Masbate.

o The municipality of San Fernando has the highest reported damage to infrastructure at ₱292M. This
includes the following infrastructures: Damaged Shore Protection and Causeway at Brgy. Talisay
(₱150M); Damaged Seawall at Brgy. Talisay (₱50M); and Damaged Flood Control at Brgy. Curvada
(₱22M)

o The damaged infrastructures amounting to


₱155M at the municipality of Monreal
includes: Damaged Pier at Brgy.
Poblacion (₱100M); Damaged Seawall at
Brgy. Macarthur (₱50M)

o For the municipality of Claveria, the


reported ₱124M damage to infrastructure
includes the Damaged Seawall at Brgy.
Poblacion 1 (₱100M)

o The reported ₱108M damage to


infrastructure at the municipality San
Jacinto includes: Damaged Seawall at
Poblacion District 3 (₱50M); Damaged
Seawall at Poblacion District 4 (₱50M)

o Note: The municipality of Baleno has the 2nd


largest damage to infrastructure on this table
because it includes the cost of damage to
houses.

D. Damage to Agriculture/Livestock/Fishery

• A total of ₱ 509,254,299.51 worth of damage is reported for agriculture (crops), livestock and fisheries

o The cost of damage reported for crops is ₱350,377,376.01. This includes damage to rice, corn,
banana, fruit trees, vegetables, coconut, root crops, cassava and pineapple.

o Based on the partial crop damage report (as of Dec. 10) of the Provincial Agriculture Office,
12,117 hectares are reported to have been affected by the typhoon; and an initial report of
20,833 farmers are affected.

o For livestock, the cost of damage reported is ₱2,253,727. This includes carabao, goat, cows,
horse, swine, chicken among others.

o For fisheries the cost of damage reported is ₱54,493,050.10. This includes damage to motorized
and non-motorized boats, fishing vessels, fish pens and fish ponds.

E. Suspension of Work and Classes

• Classes in all levels (both public and private) were suspended by the PDRRMC from Monday, December
2, 2019 to Tuesday, December 3. The DepEd Provincial and City Divisions extended the suspension on
Wednesday, December 4, 2019.

• Work in government have been suspended beginning Monday 1PM to Tuesday (Dec. 2 to 3, 2019)

• Private agencies, businesses and institutions have also suspended work on Tuesday, Dec. 3.

F. Suspension of Sea Travel

• The PDRRMC adopted the memorandum of the RDRRMC on the


suspension of sea travels beginning Sunday, December 1, 2019. Sea
travel have resumed on Wednesday, December 4, 2019 after the
Tropical Cyclone Warning Signal (TCWS) has been lifted in the province.

• A total of 413 individuals were stranded in different ports in Masbate as


well as in the ports of Pilar in Sorsogon and Pio Duran in Albay where
there were supposedly scheduled daily trips to Masbate.

o Note: RDRRMC and LTO Memorandum on the cancellation of bus trips in


Metro Manila going to Bicol (including Masbate) has helped a lot in reducing
the number of stranded passengers coming to Masbate especially at the
ports of Pio Duran in Albay and Pilar in Sorsogon.

G. Status of Lifelines

• Electricity - The whole province was already blackout since


the night of December 2. Restoration of electricity began on
December 4, 2019. (Source: MASELCO for mainland Masbate)

• Water – Even before the onslaught of the typhoon, water


supply in the whole province is intermittent. People rely on
water refilling stations for potable water. Because water
supply was cut-off after the onslaught of typhoon, there was
scarcity of potable water especially in far-flung areas.
Restoration efforts for different water districts began on
December 4, 2019.
• Telecommunications – Cellphone signals were out after the typhoon. Restoration began a few days up
to a week later. Internet connection were also down and restoration began on December 4, 2019.

H. Casualty
• Regarding the data on the dead, the provincial MDM cluster have yet to receive the official reports from the
municipal MDM clusters of Claveria, Monreal, San Jacinto and San Pascual (as of December 19, 2019). The official
reports from the municipal MDM clusters of Masbate City and Aroroy are scheduled to be validated by the
provincial MDM cluster on Monday, December 23, 2019 if indeed typhoon-related.

• In Monreal, one of the reported dead is a baby boy, believed to be between 1 to 2 yrs. old. He was found on the
seashore of Brgy. Sto. Niño on December 3. No one has claimed him. No one in the province has reported a
missing boy either. A few days later, he was given a decent burial rights by the MDRRM Office.

II. ACTIONS TAKEN

A. Pre-Disaster Risk Assessment (PDRA)


• A Pre-Disaster Risk Assessment meeting for Typhoon Tisoy was convened by PDRRMO Masbate on
Thursday, November 28, 2019. Ms. Rizza Bartolata, Chief Meteorologist of PAGASA Masbate Synoptic
Station, briefed the council members present about the typhoon track and the possibility that it could hit
the province. This PDRA, especially the briefing and localized forecast given by PAGASA Masbate, was
a big help for the early preparations conducted 4 days prior to the onslaught of typhoon Tisoy.

B. EOC Alert Status / Cluster Activation
• Right after the PDRA meeting, the Emergency Operation Center for Typhoon Tisoy was activated, the
Red Alert Status was up for the preparations for the typhoon.
• All clusters have been activated, all personnel with pertinent functions for disaster preparedness and
response have been alerted including the provincewide Masbate DRRMERS (Emergency Response Service)
• The City & Municipal DRRM Offices were alerted to do all necessary preparations. The Pre-emptive and
Forced Evacuation Orders have been disseminated
• Continued monitoring & dissemination of typhoon advisories were led by PDRRMO, PAGASA & PIO.

C. PDRRMC Emergency Meeting


• The Provincial DRRM Council was once again convened by the Gov. Antonio T. Kho to pool in the
resources (equipment, manpower, prepositioned goods and other resources) of all council members and
Masbate DRRMERS that were needed for response.

D. Road Clearing Operations


• On the morning of Tuesday, December 3, the Search-&-Rescue Cluster together with the Transportation
Cluster have started road clearing operations, removing trees, electric posts, wires and other debris on
the road network all over the province. Road clearing operations was conducted throughout the whole
week. Agencies in this clusters include DPWH, PEO, BFP, BJMP, PNP, PA, Masbate DRRMERS,
PDRRMO & MDRRMOs, MASELCO, PLDT, LGUs, Brgy. Tanods, and other concerned citizens.

E. Rapid Damage Assessment & Needs Analysis (RDANA)
• The Provincial DRRM
Council was convened
on Wednesday, Dec. 4 to
do Rapid Damage
Assessment & Needs
Analysis (RDANA) at the
21 towns. Six (6) RDANA
teams were deployed to
the six (6) geographical
DRRM clusters in the
province. The RDANA
teams include the DSWD,
DOH, PHO, PRC,
PDRRMO, PSWDO,
MDRRMOs, BFP, Masbate
DRRMERS and PGSO.

F. PDRRMC Post Disaster Meeting

• The Provincial DRRM Council recommended to the Sangguniang Panlalawigan through PDRRMC
Resolution 2019-07 issued on December 4, 2019, to declare the whole province under the State of
Calamity based on the initial damage reports gathered from the different towns in the 3 main islands of
the province.

G. Declaration of State of Calamity

• Through a Special
Session on
December 5, 2019,
the Masbate
Sangguniang
Panlala-wigan
declared the
province under the
State of Calamity.

• Similarly, 16 munici-
palities (out of 21)
have also declared
their areas under
State of Calamity.

H. Preposition and Distribution of Food, Non-Food Items & Medicines

• The provincial government


of Masbate (as of December
19, 2019) have initially
distributed relief goods
consisting of 1,922 sacks
of rice, 1,096 boxes of
corned beef and 1,371
boxes of sardines.

• The LGUs/municipal assistance included in the table below are mostly prepositioned goods that have
also been consumed and/or distributed inside and outside the evacuation center (as of December 19, 2019).

• Other member-agencies of the PDRRMC and National Government Agencies (including PRC, DOH,
DSWD and OCD) as well as INGOs, CSOs and private organizations have also distributed food, non-
food items and medicines to the severely affected municipalities particularly in the islands of Ticao and
Burias. (The list of these items and area-recipients are being collated by the PDRRMO).

Note: All the data included in this final report are the ones gathered by and submitted to the PDRRMO from the different
council members, NGAs and C/MDRRMOs as of December 19, 2019. Some of these data may still need validation
and/or may not be the final total data yet.
