1. AUTOMATIC SPRINKLER SYSTEM


Brief Outline of Sprinkler System

The whole Building is protected sprinkler with (1) control valve.

Water supply is taken from PUB supply to the Sprinkler RC Tank via (2)
number of electric pumps sets to pump water to sprinkler control valve at 1st
storey.

One (1) number of electric pump for duty operation and one (1) number of
pump for standby operation with one (1) number of jockey pump located at
Basement Sprinkler/ Hosereel Pump Room.

Once a sprinkler head is activated, system pressure will drop. The pressure
switch will sense this drop and automatically starts the electric duty pump
which will send water to the activated sprinkler heads via the control valve.

If the duty pump set fails to start, then the standby pump set will cut in
automatically.

The jockey pump set will automatically start by the pressure switch when
there is a small drop in pressure and will not start if any of the sprinkler pump
set is in operation.

Testing
The Automatic Sprinkler is designed with the minimum of maintenance in
mind. Certain simple maintenance procedures should, however, be carried
out at three monthly intervals and these are as follows:

1] Lubricate the Hydraulic Alarm Motor and Gong

2] Check that the gland of the Isolating Stop Valve is not leaking and tighten
or replaced, if necessary.

It is recommended that every three years, the alarm valve settings be checked
to ensure that there has been no deterioration.
Whenever there is a testing, always inform Cisco hotline before and after the
test.

Note
It is advised that the maintenance staff be well informed about the system.

Equipment
The sprinkler system consists of: -
a. (1 Set) 2 Numbers of sprinkler pumps (Standby & Duty)
b. 1 Number of sprinkler jockey pump
c. 1 Number of control alarm valve complete with water proofing facilities
d. Pump control panels
e. Sprinkler heads
f. One lot of Black Steel pipe work Class B Medium Grade and valves

Introduction
The sprinkler system is designed in accordance with CP52. The group of
hazards is Ordinary Hazard Group II for this building.

The pump feed system is operating on one duty and one standby sprinkler
electric pump with jockey pump located at Basement pump room which serves
the Sprinkler System.

Sprinkler Control Valve


There is only (1) control valve which serves Basement, 1ststorey Blk 8 & Blk 2
Corridors, Carpark, Gym and Clubhouse. The CV is installed at 1ststorey near
Guard House.

Please note: -
a. The 150mm diameter control valve must be OPENED
b. The 50mm diameter drain valve must be CLOSED
c. The 80mm diameter test valve must be CLOSED

Sprinkler Heads
The type of sprinkler head used is 68degC Standard Response 5mm glass bulb
type for Basement, Carpark, Gym and Clubhouse. For 1ststorey Blk 8 & 2
Corridors, the type of sprinkler head used is 68degC Quick Response 3mm
glass bulb type. Royal Flush Sprinkler types are used for ceiling covered area.

Activation of Sprinkler System

a. When a sprinkler head breaks because temperature exceeds bulb rating,


the water will rush out and there will be a drop-in pressure.

b. The duty pressure switch will sense the pressure drop which will
automatically starts the duty pump. (In case of failure of duty pump,
the standby pump set will start automatically).

c. When the sprinkler is activated, there is water flowing through the


alarm valve and through the flow switch. A signal will then be
transmitted to the fire indication board which will activate all alarm
bells in the building as well as the 200 mm diameter water gong upon
water flowing through the control valves.

d. When there is a minor drop of pressure in the system, the jockey pump
set will start first and boost up the pressure before the activation of
sprinkler pump’s pressure switch.

Action to take during a Sprinkler Alarm


Always remember to keep a cool head - * NEVER PANIC! *
Check which zone is activated and go to that zone to check thoroughly.

A. GENUINE FIRE
i) If the sprinkler head is activated and there is a fire, NEVER SWITCH
OFF THE PUMPSET MANUALLY.
ii) Until the fire is put down, go to the pump room and do the following: -
a) Switch off the pump set manually
b) Close the control valve’s gate valve
c) Drain off the water
d) Replace the sprinkler head

B. FALSE ALARM
In the case of false alarm: -
1. Immediately inform Certis CISCO Monitoring Station (Decam)
Hot Line No.: 18007466337
(inform them not to send fire engines i.e. If it is NOT too late!)
2. Isolate the bells and gong
3. Investigate the false alarm

Resetting System After Fire Operation

1. Close gate valve of the sprinkler installation control valves (on main
water supply) only after the fire is extinguished.
2. Open 80mm diameter main drain
3. Proceed to stop the pumps
4. Replace sprinkler heads which have operated
5. Reset the pumps
6. Open drain valve to vent air from sprinkler system piping

7. Open (slowly) gate valve of the sprinkler installation control valve (on
mains water supply). Do not open valve fully at start of water flow into
system as a water hammer will occur, either damaging wiping or
trapping large volume of air in system. Remember to close the 80mm
diameter drain valve.
8. Once the pressure resumes normal, proceed to stop the pumps and
reset the sprinkler jockey pump to auto mode.
9. Once the jockey pumps stop, reset the main pump to auto mode.

2. DRY RISER SYSTEM


General Outline
The Dry Riser System is installed at every floor lift lobby area with a landing
valve at Block 10,8,6 & 2. Four Numbers of 2-way breeching inlet are also
installed along the driveway serving landing valves at individual block.

The Dry Riser System is meant for the Fireman’s uses only with the fire engine
pumps water into the breeching inlet and connect to the hose at the landing
valve to fight fire on that floor.

Note
All landing valve should always remain fully closed, strapped and locked.

Design Aspect
The Dry Riser System has been designed and installed in accordance with the
manufacturer’s specification and the Singapore Standard SS: 575:2012.

Components of System
The system essentially consists of the followings: -
a) 65mm landing valve c/w plastic blank cap and chain on each floor
b) 4 Numbers of 2-way breeching inlets
c) One lot of steel pipes (class C)
d) 4 Numbers of Automatic Air Relief Valves
e) 4 Numbers of Double Standby Hose & 5 Numbers of Single Standby
Hose with boxes and cradles

Maintenance
a) Visually, inspect the Landing Valves, Breeching Inlet and Piping at least
once a month.

b) Observe for any signs of corrosion and rectify, if any. Check that the
pipe hangers and brackets are secured in their place and that there are
no signs of corrosion.

c) The access to the Landing Valves will be severely affected if equipment


or things are allowed to be placed within the area of the Landing Valve.
Hence, during the inspection, see that there are no obstructions to the
operation of the Landing Valves.

Yearly Test
The Dry Riser Stack should be maintenance, once every 12 months.

3.HOSEREEL SYSTEM
Briefed outline on Hose reel System

a. The Hose Reel System is designed to SS575: 2013 requirements that there is a
flow of 0.4 L/s against a throw of 10 meters from each nozzle.
b. Water supply is operating by Hose Reel Pump system to serves all Hose reel
inside the compartments.
c. The pump feed system is operating on one duty and one standby Hose reel
electric pumps located at Basement pump room which serves the Hose Reel
System.
d. The duty pressure switch will sense the pressure drop which will automatically
starts the duty pump. (In case of failure of duty pump, the standby pump set
will start automatically).

The hose reels are of 25mm diameter x 30m swing type

Actions to take during Hosereel Alarm


Always remember - *DO NOT PANIC! *

a. Check all hose reels whether it has been used. Reprimand anyone who
uses hose reel water for other purposes e.g. Washing cars, washing
floor, etc.

b. Check the pipe work and joints if there is any leak

c. Check valves

Note
All stopcocks must be fully closed on normal condition.

Operation and Maintenance


1) Operating of Hosereel is as follows: -

a) Turn on Inlet Valve,


b) Run out Hose; and
c) Turn on water at Nozzle.

2)Visual inspection of the Hose reel Drum, Hose, Nozzle and Piping at least
once a month for damage.

a) Observe for any signs of corrosion and rectify it if any.


b) Check the Pipe Hangers and Brackets are secured in their place and
there are no signs of corrosion.

4.FIRE HYDRANT SYSTEM


Introduction
The Hydrant system is operating on PUB supply and designed in accordance
with SS575: 2012.

Brief Outline of Hydrant System


The whole building is protected by 3 numbers of hydrant pillars.
Water supply is taken from PUB supply water to hydrant pillars at 1st Storey.
Once a Hydrant pillar valve is opened, water will rush out to the Hydrant pillar.

Water Supply

The water supply to the fire hydrant is taken directly from PUB Bulk Meter.

Operation of Fire Hydrant (By Firemen only)


1. Open the valve pit cover

2. Connect the 65mm diameter canvas hose to the hydrant pillar

3. Aim the canvas hose with the Spray Nozzles at the direction of fire

4. Open the hydrant valve by using the hydrant valve key

5. Spray the water at the fire

6. After the fire is put off, turn off the hydrant valve

Testing
Note:
It is advised that the maintenance staff shall be well briefed & trained about
the system.

Maintenance for Fire Hydrant


The Hydrant should be maintenance, once every 12 months.
At the same time also obtain the Flow Test and Static Pressure using the Flow
Test Equipment.

5.FIRE EXTINGUISHERS
The fire extinguishers are installed as per SS CP55:1991, which are placed
in all strategic locations and to be used to spray at the Fire (Small) and are
being installed accordingly to the FSSD Submission drawings.

Type of Fire Extinguishers


The following types of Fire Extinguishers are installed:

1) 2kgs ABC Dry Chemical Fire Extinguisher (13A/55B)


2) 9kgs ABC Dry Chemical Fire Extinguisher (43A/ 233B)

Class A
Class A fires involving the burning of ordinary combustible materials like
wood, paper, cloth, furnishing, plastics and rubber.

Class B
Class B fires are fires involving flammable liquids, solvents, oils, paints,
thinner and flammable gases.

Operation
All fire extinguishers come with attached operating instructions, read the
instructions before operation:
a) Remove safety pin
b) Squeeze handle and direct nozzle and aim towards the fire

Maintenance
All fire extinguishers must be checked to ensure that it is fully charged and
operative.

a) Check extinguisher’s gauge


b) Extinguisher is usable if the pressure is within operational range
(Attached Certificate of Conformity)
c) Extinguisher is not useable if the pressure is low
d) Send extinguisher for recharging if the pressure is low
e) Extinguisher should be checked once a year

6.ADDRESSABLE FIRE ALARM SYSTEM


Description
The addressable fire alarm system represents the current state-of-the-art in fire
detection and alarm technology. This system monitors and controls the capabilities of
each alarm initiating and signaling device through microprocessors and system
software. In effect, each intelligent fire alarm system is a small computer overseeing
and operating a series of input and output devices.

The addressable system consists of one or more circuits that radiate throughout the
depot. Also, like standard systems, one or more alarm initiating devices may be located
along these circuits. The major difference between system types involves the way in
which each device is monitored. In an addressable system, each initiating device
(heat/smoke detector, manual call point) is given a specific identification or "address".
This address is correspondingly programmed into the control panel's memory with
information such as the type of device, its location, and specific response details such
as which alarm devices are to be activated.

The control panel's microprocessor sends a constant interrogation signal over each
circuit, in which each initiating device is contacted to inquire its status (normal or
emergency). This active monitoring process occurs in rapid succession, providing
system updates every 5 to 10 seconds.

The addressable system also monitors the condition of each circuit, identifying any
faults which may occur. One of the advancements offered by these systems is their
ability to specifically identify where a fault has developed.

Therefore, instead of merely showing a fault along a wire, they will indicate the location
of the problem. This permits faster diagnosis of the trouble, and allows a quicker repair
and return to normal.

Advantages provided by addressable alarm systems include stability, enhanced


maintenance, and ease of modification. Stability is achieved by the system software. If
a detector recognizes a condition which could be indicative of a fire, the control panel
will first attempt a quick reset. For most spurious situations such as insects, dust, or
breezes, the incident will often remedy itself during this reset procedure, thereby
reducing the probability of false alarm. If a genuine smoke or fire condition exists, the
detector will reenter the alarm mode immediately after the reset attempt. The control
panel will now regard this as a fire condition, and will enter its alarm mode.

With respect to maintenance, the addressable fire alarm system offers several key
advantages over conventional ones. First of all, they are able to monitor the status of
each detector. As a detector becomes dirty, the microprocessor recognizes a decreased
capability, and provides a maintenance alert. This feature, known as Listed Integral
Sensitivity Testing, allows facilities personnel to service only those detectors that
needed attention, rather than requiring a labor and time-consuming cleaning of all
units.

Modifying these systems, such as to add or delete a detector, involves connecting or


removing the respective device from the addressable circuit, and changing the
appropriate memory section. This memory change is accomplished either at the panel
or on a personal computer, with the information downloaded into the panel's
microprocessor.

MANUAL CALL POINT


Manual call point, usually referred to as MCP within the fire protection industry, and
as a "break glass", is used to allow building occupants to signal that a fire or other
emergency exists within the building. They are usually connected to a central Fire
Alarm Panel which is in turn connected to a central monitoring system in the building,
and often to a local fire brigade.

SMOKE DETECTOR/ HEAT DETECTOR


The smoke detector provides efficient reliable detection using light scatter sensing
principle with rapid response to a fire signal. The data communication between the
sensors and the control equipment is digital, therefore more data can be transfer at a
higher speed.

STROBE LIGHT
The beacon light offers maximum efficiency and reliability that are suitable for a wide
range of fire, security and industrial applications. It is effective particularly where high
noise levels or ear defenders might affect the audibility of sounders alone.
The unique feature of this beacon light is the suppression of current surge at switch-
on. The control of surge current alleviates the associated problems of fuse failures,
relay contact damage and high-power supply ratings.

ALARM BELL/SOUNDER
The alarm sounder or alarm bell is used in conjunction with the beacon lights to warn
others that a fire alarm had been activated.

CONTROL PANEL
The control panel by GST is a truly sophisticated state of the art digital addressable fire
alarm panel. It uses algorithms coupled with fuzzy logic to reduce unwanted fire alarms
and to enhance the sensitivity of the system to true fire phenomenon.
The control panel is interactive in the way that it evaluates the data of each fire sensor
and can learn from the information received. This may simply be to recognize that a
sensor is becoming contaminated or in a dirty environment and to automatically adjust
the alarm threshold to compensate for the background levels.

PROCEDURE NO.1 – ON REPORT A FIRE ALARM SIGNAL

1. When there is a ‘Fire Alarm Activation’, both the SCDF Control Room and Certis
CISCO Central Monitoring Station (CMS) will receive the signal simultaneously.

2. The Certis CISCO CMS operator shall inform the building security guard
immediately by telephone and instruct him to check and report status to Certis
CISCO CMS (Hot Line No: 18007466337) within 3 minutes. (Please refer to
Note: 1, 2 and 3 below).

3. The building security guard shall check and report status to Certis CISCO
operator within 3 minutes by telephone. He shall furnish the building’s
“PASSCODE” and his identity and his report will be as follows:

Either: Yes, Building on FIRE


Or : False Alarm

4. On receipt of ‘confirmation’ from the building security guard, Certis CISCO CMS
Operator shall inform SCDF accordingly through the hotline for appropriate action.

Note: Action by SCDF (Singapore Civil Defense Force)

1. The SCDF will dispatch fire appliance to the building if they do not receive
Confirmation within 3 minutes of Alarm activation.

2. However, should the building security guard report status to Certis CISCO CMS
Operator after the specified time limit (i.e. after the fire appliance had been

In such a situation,
a) If the alarm is genuine, SCDF will take necessary action to put off the fire.

b) If it is a false alarm, SCDF will take necessary to ‘call back’ the fire appliance
provided it had not arrived at the building. However, if the fire appliance had
already arrived at the building, then SCDF will consider it as a False Alarm Call.

PROCEDURE NO.1 – ON REPORT A FIRE ALARM SIGNAL

1. In event of a building being responsible for more than 2 false alarm calls per
annum, a penalty of S$200.00 per occurrence will be applied for the 3rd and
subsequent fire alarm calls within that period of 12 months. This amount is to
be paid by the subscribe to SCDF through Certis CISCO.

2. Therefore, it is very important that upon alarm activation, the building


Security guard confirms status of the building to Certis CISCO CMS operator within
specified time limit.

3. It is equally important that while communicating, both the Certis CISCO CMS
operator and the building security guard furnish the identities to each other
for record purposes.

4. Co-operation from all relevant parties will certainly help to minimize the
number of false alarm calls.

PROCEDURE NO.2 – ON TESTING SIGNAL

1. For regular testing of the Fire Alarm System in the building the security guard
carrying out such test shall inform the Certis CISCO CMS operator immediately
before commencement of the test as well as immediately after completing the
test. During each test, the correct PASSCODE must be furnished.

2. Maintenance contractors and other personnel who need to test the fire alarm
system shall infirm the security guard before commencement of the test and
after completing the test. This will enable the security guard to report to
Certis CISCO CMS operator well in advance.

3. The Certis CISCO CMS operator shall maintain an accurate of the test.

Note:
While communicating, the Certis CISCO CMS operator and the building security
guard shall furnish their identities to each other for record purposes.

PROCEDURE NO.3 – ON ATTENDING TO LOW BATTERY SIGNAL

1. When a ‘Low Battery’ signal is received at the Certis CISCO CMS, the operator
on duty shall contact the building security guard to check if there is a power
failure / tripping of circuit breaker in the building.

2. The building security guard shall check and call Certis CISCO CMS operator to
confirm:

Either:
a) Yes, power failure / circuit breaker tripping in the building (this report
indicates the battery is still serviceable).
Or:

b) No power failure / circuit breaker tripping in the building (this report


indicates the battery is weak and must be replaced).

3. If the building security confirms a power failure or circuit breaker tripping in


the building, Certis CISCO CMS shall advise the building security guard that the
battery is still operational.

4. Should the building security confirm that there is no power failure or circuit
breaker tripping in the building, (this indicates that the battery is weak / flat
and must be replaced), then it is evident that the automatic fire alarm system in
that building is not operational. In such a situation, the following procedure is
applicable (depending on whether Certis CISCO or another approved fire alarm

Fire Alarm System NOT maintained by Certis CISCO.

(1) The building security guard shall notify the building management / building fire
alarm system maintenance contractor to take necessary action.

(2) Until the weak / flat battery is replaced, and the fire alarm system is ‘certified
operational’, the building security guard shall inform Certis CISCO CMS operator by
telephone if there’s any fire in the building.

Fire Alarm System Maintained by Certis CISCO

(1) 24-Hours Maintenance Agreement

If there is an agreement between the building management and Certis CISCO whereby
the latter is obliged to provide 24 hours maintenance service to fire alarm system in
the building:

(a) Certis CISCO CMS operator shall arrange with Certis CISCO Technical Department for
immediate replacement of the weak / flat battery.

(b) Until the weak / flat battery is replaced and the fire alarm system is ‘certified
operational’ by a Certis CISCO technical officer, the building security guard shall
inform Certis CISCO CMS operator by telephone if there is any fire in the building.

(2) Normal (Office Hours) Maintenance Agreement


Where there is only a normal agreement between the buildings management and Certis
CISCO whereby the latter shall provide maintenance service to the fire alarm system in
the building during normal office hours:

(a) Certis CISCO CMS operator shall arrange with Certis CISCO Technical Department
for replacement of the weak / flat battery within the same day if feasible; otherwise,
the weak / flat battery will be replaced the next working day during office hours.

(b) Until the weak / flat battery is replaced, and the fire alarm system is ‘certified
operational’ by a Certis CISCO technical officer, the building security guard shall inform
Certis CISCO CMS operator by telephone if there is any fire in the building.

Note:
While communicating, both the Certis CISCO CMS operator and the building
security guard shall furnish their identities to each other for record purposes.

PROCEDURE NO.4 – ON ERRONEOUS SIGNAL

1. When the Fire Alarm System is erroneously activated, the signal is transmitted
to Certis CISCO CMS and SCDF simultaneously.

2. At this juncture, the building security guard (or maintenance contractor) shall
activate the Restore Switch to silence the activation.

3. Immediately after activating the Restore Switch, the building security guard (or
maintenance contractor) report status to Certis CISCO CMS operator.

4. On receipt of confirmation of the restore signal, the Certis CISCO CMS operator
shall immediately inform SCDF Main Operation Centre to ‘Stand Down’.

Note:

While communicating each other, the building security guard (or maintenance
Contractor), the Certis CISCO CMS operator and the SCDF personnel will furnish
the identities to each other for record purposes.
