B. Purpose
The aim of this procedure is to maintain high standards of fire safety and to
minimize the impact of a major incident on the safety of people and property in
case of emergency situation that involve a fire.

C. Responsibilities

C.1. Maintenance Manager


Will ensure:
 The possibility of outbreaks of fire is reduced to avoid fire as much as
possible.
 All staff is trained in fire safety and emergency evacuation.
 Fire/emergency evacuation drills take place at least every 6 months.
 Everybody on site can be alerted and can escape from affected areas
of the site in event of fire.
 There are efficient arrangements for calling emergency fire support.
 An emergency evacuation plan is completed.
 Fire Safety Risk Assessments are completed.
 Fire safety inspections are completed.

D. Process

D.1. Fire Avoiding


Most fires can be avoided by careful planning and control of the work
activities. Good site cleaning and site tidiness are crucial:
 Using less easily ignited and fewer flammable materials, e.g. using
water-based or low solvent adhesives and paint.
 Always keeping and carrying flammable liquids in suitable closed
containers, e.g. never using open-topped pots or buckets. Keeping the
quantity at the workplace to a minimum.

 If work involving the use of highly flammable liquids or solids is being


carried out, no allowing other work activities involving potential ignition
sources to take place nearby, e.g. if floor coverings are being laid
using solvent-based adhesives, no allowing soldering of pipes at the
same time.
 Minimizing the risk of gas leaks and fires involving gas fire plant:
a. closing valves on gas cylinders when not in use
b. regularly checking hoses for wear and leaks
c. preventing oil or grease coming into contact with oxygen cylinder
valves
d. no leaving bitumen boilers unattended when alight
 Storing flammable solids, liquids and gases safely. Separating them from
each other and from oxygen cylinders or oxidizing materials.
 Keeping them in a ventilated secure store or an outdoor storage area.
 No storing them in or under occupied work areas or where they could
obstruct escape routes.
 Having an extinguisher to hand when doing hot work such as welding or
using a disc cutter which produces sparks.
 Where pipework is being heated, posting a fire-watch to monitor non-visible
sections of the pipe (remember: ambient conditions are hot and dry making
fire a higher risk). Shrouding pipework either side of the work in cold, wet
cloths. Keeping these wet during the work to diffuse heat.
 Conducting random checks on site at lunch time and at the end of the day
to see that all unattended plant that could cause a fire is turned off. Where
possible, stopping hot working an hour before the end of the working day,
as this will allow more time for smoldering fires to be identified.
Removing rubbish from the site regularly. Collecting highly flammable waste,
such as solvent-soaked rags separately in closed fire-resisting containers.

D.2. Fire Safety Training


 Every new member of staff will be given fire safety and evacuation
training at the start of their first day of work.

 All staff will be given refresher fire safety training every 6 months.
 Any live-in or night staff will be given refresher training every 3 months.
 If there are any changes to the emergency evacuation procedure, all
staff will be trained accordingly.
 All training will be recorded on training record cards.

D.3. Precaution in Case of Fire


If a fire will break out, people will be able to escape from it, considering:
 Means of giving warning: a fire warning system is already in place and
relevant details will be communicated to all project personnel.
 Means of escape: planning escape routes and ensuring that they
remain available and unobstructed. For elevated work areas within
buildings, where possible provide two well separated alternative ways
down to the ground. Signs may be needed if people are not familiar
with the escape routes. Making sure that adequate lighting is provided
for enclosed escape routes. Protecting routes by installing the
permanent fire separation and fire doors as soon as possible.
 Means of fighting fire: fire extinguishers will be located at identified fire
points around the site. The extinguishers will be appropriate to the
nature of the potential fire:
a. wood, paper and cloth - water extinguisher
b. flammable liquids - dry powder or foam extinguisher
c. electrical - carbon dioxide (CO2) extinguisher
All equipment will be tested and regularly examined to ensure that it
remains in full working order, particularly if the equipment is moved from
site to site. If contractors bring fire equipment to site, evidence of testing
will be provided in the form of test/inspection records. The equipment will
only be used for its intended purpose and any case of improper use or
horseplay shall be treated as a serious disciplinary offence.
