ABSTRACT

A growing body of our research has found that school facilities can have a

profound that school facilities impact on both teacher and student outcomes with

respect to teachers. School facilities affect teacher recruitment retention, commitment,

and effort. With respect to students, school facilities affect health, behavior, engagement,

learning and growth in achievement, thus, resources. It is extremely difficult to serve

large numbers of children with complex needs.

Besides general maintenance and construction issues, most school lack 21st

century facilities in the form of infrastructure, laboratories, and instructional space.

More than half do not have sufficiently flexible instructional space foe effective teaching

to take place.

The effects thus, facility quality is an important predictor of retention and

student learning. The physical and emotional health of students and teachers depends
on the quality of the physical location, which makes establishing safe , healthy building
essential

Chapter I

THE PROBLEM AND ITS COPE

Rationale

In a growing number of school districts across the nation, students must wear uniforms.
Research on the effects of school uniforms is still nascent. The findings on the impact of school

uniforms affect much on students’ behavior, discipline, and connection to the school,

attendance and academic achievements.

School uniform teaches students to dress smartly and take pride in their appearance.

Uniforms help students to prepare for when they leave school, they will become more

respectful and decent to look at.

Some people believe that a school uniform can improve learning by reducing

distraction, sharpening focus on schoolwork and making the classroom a more serious

environment, allowing students to perform better academically.

Perhaps most importantly, uniform means students don’t have to worry about peer

pressure when it comes to their clothes. When everyone is dressed the same, worrying about

what you look like isn’t so important. There is no competition about being dressed in the latest

trend, which would put a great deal of financial pressure on students and parents.

Potential bullies have one less target for their insults; it’s hard to make fun of what

someone is wearing when you’re dressed the same.

In the relationship of this study, the researchers found out that the problem is also

happening in the Basak Community High School where the students are having a hard time

explaining how to wear properly their school uniforms. Most importantly, they have their
problem with how they tried to wear completely school uniform on the school campus.

Especially if the student can’t go through on the school campus because of the rules of the

school, they would leave the school campus away or don’t attend their class because of what

they doing to do. Thus, they are judged as violators of the rules of the school.

This study aims to know the opinions of the Junior High School students in Basak

Community High School. The students are selected as to how they dressed their school

uniforms accordingly. Additionally, by means of this research, administrators and teachers

would now assess and evaluate on the medium of instructions to use in the academe.

(Burtka 2015)

Parents, students, and educators have strong feelings about school uniforms. This may

be because of their own experiences or outlook on self-expression or because uniforms are (or

would be) a visible part of their everyday lives. When Mount Vernon Community School in
Alexandria, Va., proposed switching to uniforms, parents responded with a flurry of heated

discussion. "The topic lit up our list serve," says Principal Peter Balas.

To combat problems that range from low test scores to gang activity, many public

schools have turned to uniforms. The number of public schools that require uniforms rose from

13 to 19 percent between the 2003–04 and 2011–12 school years, according to the National

Center for Education Statistics. The data show that more city schools than suburban and rural

schools require uniforms, as well as more high-poverty than low-poverty schools (47 percent

and 6 percent, respectively).

It is difficult to trace the origins of the uniform as there is no comprehensive written

history, but rather a variety of known influences. School uniforms are believed to be a practice

which dates to the 16th century in the United Kingdom. It is believed that the Christ Hospital

School in London in 1552 was the first school to use a school uniform. Students were given a

uniform that most notably consisted of a long blue coat and yellow, knee-high socks. An almost

identical uniform is still worn by students attending the school today. The earliest documented

proof of institutionalize use of a standard academic dress dates back to 1222 when the then

Archbishop of Canterbury ordered the wearing of the cappa clausa. This monastic and

academic practice evolved into collegiate uniforms in England, particularly in charity schools

where uniform dress was often provided for poor children. Universities, primary schools and

secondary schools used uniforms as a marker of class and status. Although school uniforms

can often be considered conservative and old-fashioned, uniforms in recent years have changed

as societal dress codes have changed.

Related Studies

Donohue (1996) states in response to growing levels of violence in schools, teachers,

parents, and school officials have come to see school uniforms as one positive and creative way

to reduce discipline problems and increase safety. They believe that the adoption of school

uniform policies can promote school safety, improve discipline and enhance the learning

environment.

In the Washington (District of Columbia) schools, a study of the impact of

uniform/dress codes and practices on school climate, educational attainment, and student

affective and cognitive domains was conducted. The results of the data indicate the following:

(1) reasons cited for interest in a uniform policy were based on the need to teach students that

cloths do not make a person, financial savings for family, and parent concern that children

might participate in an illicit act to purchase designer clothing; (2) elementary schools were

more likely than secondary schools to be planning to implement a uniform policy; (3) parents

were usually involved in developing a uniform policy in elementary schools; (4) there was no

significant change in the overall attendance or educational attainment after implementing a

policy; and (5) parents an school staff believe that wearing uniforms has had a positive impact

on school climate (Stevenson 1991).

Strict implementation of wearing school uniforms can really develop the student's

character and how she or he can be in the future. Learning is the most important not to the cool

clothes that the students wear. Wearing school uniform is where you can be expressive, it less
expensive and builds good relationships to the peers and to the community. It also create good

learning atmosphere among students.

School uniforms saves time to buy new clothes , but some said that this is a free country

and they can do whatever they wanted. Purchasing new clothes everyday is more expensive

than buying a couple of school uniforms. Instead of having interaction and unity between the

students, it can only cause social discrimination, like bullying. Students are tending to associate

with most like themselves, and lower class students are left out of the group of friends.

Competition of popular clothes among students will possibly occur inside the campus. In Bill

Clinton's State of the Union Address in 1996, when mentioning school uniforms in the United

States, he said " If it means that teenagers will stop killing each other designer jackets then our

public schools should be able to require their students to wear school uniform."

Through wearing school uniforms, students have the identities where he or she belongs

to. Acquiring good quality of education is a right of everyone but the students' safety and

security is also important. When students are dressed uniformly, it is easier for them to be

identifying from the strangers, and it helps the school to manage difficult situations inside the

school campus. Also, it reduces violence among students and increases students' discipline

toward learning by changing his or her attitude toward reaching his or her goals in life.

School uniform gives the student with school uniqueness. When there are activities

outside the school like field trips and Intercampus competition, students will feel the sense of

belonging and unity. This simply suggests that uniformity promotes neatness, organization and

teamwork among individualities.

According to French Toast Company, School uniforms encourage self-expression.

With uniforms, students find ways to express themselves creatively, rather than through their

clothes - through arts, music, sports, personality and academic achievement.

Self-confidence was increases and better preparation for the "real world" is built.

According to Miss Kim, a blog content manager of Liberty Christian School, being a student

is a child's job and dressing success not only improving the current learning atmosphere. It also

prepares children foe their future jobs where they will likely have to adhere to work related

dress codes. In addition, students who wear uniforms learn lessons in responsibility as there

are normally consequences associated dress code violations.

A recent study has claimed that students in uniformed schools have fewer absences,

tardiness, truancies, and referrals to the office or school for behavior problems, fewer

suspensions and expulsions, and in some cases, significantly higher achievement as

achievement.
