RULES AND REGULATIONS GOVERNING THE CONDUCT OF THE

PILILLA INTER-BRGY 2020

VOLLEYBALL
TECHNICAL GUIDELINES, RULES AND REGULATIONS
1. GENERAL

1.1 This volleyball competition shall be held in accordance with the


rules of the International Volleyball Federation (IVBF) 2013-
2016 Edition and as modified by and or supplemented by the
guidelines stated hereunder.

1.2 In case of any dispute on the text, the English version of the
latest FIVB Rules shall prevail.

Any Unforeseen incident not covered by the rules shall be dealt


with as follows:

1.3.1 Cases of general nature will be resolved in accordance with the


technical Guidelines of this open volleyball tournament and the
international rules.

1.3.2 Technical question will be resolved in accordance with the


Technical Guidelines, Rules and Regulations of Volleyball.

1.3.3 Question on eligibility will be resolved in accordance with the


Screening and eligibility guidelines of this Palaro

2. SPECIFIC RULES:

2.1 PARTICIPANTS
The PILILLA INTER- BARANGAY 2020 shall be participated by
MEN and WOMEN, representing one team each per DIVISION
of each BARANGAY.

2.2 ELIGIBILITY OF PLAYERS:


This PILILLA INTER- BARANGAY 2020 Eligibility Rules shall be
open to all RESIDENTS OF PILILLA.
2.3.1 COMPOSITION OF A TEAM:

14 Players including one (1) or two (2) LIBEROS


1 Head Coach & 1 Assistant Coach.
A team may have three (3) or more team officials (the coach, the
chaperon, the Trainer and medical doctor) to be able to assist their team
during the warm up Session provided they are in the official list of their
respective team. Only the fourteen (14) players will be allowed have warm
up in the court. As the game starts, only the Coach and Assistant Coach as
the case maybe, will be the team officials left on the players’ bench.

The elimination games/ match for boys and girls shall follow
the 3-out-of-5 sets. In the 5th or final set, teams change sides
of the court at score 8 and a team which scores 25 points or
with a minimum lead of two points win the set.

The championship match, shall be played on a 3-out-of-5 sets.


Should there be fifth set, teams change sides of the court at
score 8 and the team which scores 15 points or with a
minimum lead of two points wins the set.

2.3 CONDUCT OF THE COMPETITION:

2.3.1 The Rule of Succession in the scheduling games in all levels


shall apply. Hence, teams shall be within the court vicinity
thirty (30) minutes ahead of their scheduled time of play.
Fifteen minutes prior to the match, The First and the Second
Referee will conduct the toss coin and the other game
proceedings. Games shall starts as scheduled.

2.4 OFFICIAL VOLLEYBALL RULES, BALLS AND UNIFORM:

2.4.1 RULE:
The competition shall be played in accordance with the FIVB
Rules 2013-2016 edition of the games in force. All necessary
interpretations will be made before the competition, i.e.
during the General Technical Meeting of Coaches and
Referees. A team must officially register and declare 1 OR 2
LIBEROs prior to its First Game or during the Technical
Meeting of Coaches and Referees. (Rule: 19.1.1)
2.4.2 THE LIBERO:
The 1st LIBERO shall be the acting LIBERO, while the 2nd
LIBERO shall be the reserved LIBERO. The coach has the
option to field in any of the LIBEROS. (Rule: 19.1.3)
Once the liberos have been designated as the liberos from
the start of the tournament, he will remain the liberos for
the duration of the tournament.
Coach shall bring with them uniform of liberos during
the solidarity meeting for inspection and approval of
the technical officials.

2.5.3 COACHES AND TEAM OFFICIALS’ UNIFORM:


The officials on the player’s bench must wear polo shirt or T-
shirt with collar. Team officials who are in short pants and/or
in slippers will not be allowed to sit on the player’s bench
during the match.

2.5.4 REGISTERED TEAM OFICIALS:


Only the team coach’s, trainer and 14 players are permitted
to sit on the bench during the match and to participate in
the warm-up session.

Teams without registered team officials before the start of


their scheduled game will lose their game as default. “No
Coach No Play Rule” shall apply.

2.6 VOLLEYBALL TOURNAMENT FORMAT


This Open Volleyball tournament shall adopt the Single
Round Robin, Cross-over and Knock-out system or single round
bracket system of competition in all divisions as the case
maybe. Rank 1 and 3 – rank 2 and 4 winners will vie for
championship and losers will battle for 3rd and 4th respectively. (
0ne game only )
Only the first game will have their scheduled time, all
succeeding games shall adopt the Rule of succession.

2.7 CLASSIFICATION OF TEAMS


2.7.1 The following points shall be taken into account to decide
the ranking:

Match Won (straight set) -3 points


Match won ( decision game) -2 points
Match lost -1 point
Match fortified/ defaulted/ withdrawn -0 point

2.7.2 Should there be tie or ties, the Point Ratio System shall
determine the ranking of teams

In case of equality in the number of points gained by two


team’s “winner over the other” shall apply, if more than
two teams, Set quotient the teams will be classified in
descending order by the quotient resulting from the
division of the number of all sets won by the number of all
sets loss. If the tie continues as per the set quotient the
Points quotient shall apply, they will be classified in
descending order by the quotient resulting from the
division of all points scored by the total of points lost during
all sets. i.e.
_Total of All Points Scored For____
Point Ratio = Total of All Points Scored Against =
Should tie still exist, further procedure of Point Ratio
System shall apply

3.1 PROTEST/COMPLAINTS:
Protest on eligibility and technicality of the rules shall be
addressed to the Eligibility/Screening Committee. Protest on
technicality shall be resolved within the authority of the
Technical Manager. Protest shall be resolved within 24 hours.
To avoid nuisance protest, a protest must be presented in
writing 30 minutes immediately after the game in question duly
signed by the team captain and coach, accompanied by
evidence / documents of proof. Failure to do so would mean
non-interest on the part of the protesting party to pursue the
case, hence, the protest will be dropped.

3.1.1 DEFAULT:
A team that does not appear fifteen (15) minutes after the
scheduled time of their game shall be declared in default in
favor of the opposing team.

3.1.2 DEFAULT/FORFEITURE/WALK-OUT:
A team that declares its game in default, voluntary forfeiture
and/or walks out before or during the match shall be given
ZERO points. Chances are it might entail exclusion from the
next qualifying/ranking round. The rule applies starting from
the preliminary up to the championship round. All matches
previously played will be declared forfeited: 0-3 (0-25, 0-25,
0-25).

3.1.3 AWARDS AND TROPHIES:


Only trophies/ medals will be awarded to the champions and medalists.

3.1.4 TEAM INCLUSION:


The Association shall reserve the right to reject and not to accept a team
that in our opinion and belief create problems, misunderstanding for the
smooth conduct of the above mentioned tournament.
