To whom it may concern:

I, ELMER A. CABULISAN JR., of legal age, residing at 34N Maningning Ext., Barangay Malaya,
Diliman, Quezon City, would like to file complain against the Dealer of my motorcycle
namely Transcycle – Kamias Branch. I purchased my motorcycle last AUGUST 28, 2019 in
instalment basis, and they said that the OR/CR or the registration will take about 1-3
months to complete. But since LTO mandated the “NO REGISTRATION, NO TRAVEL
POLICY” I can’t and I won’t be able to use my motorcycle since if I will be caught, the charge
will be huge. For the past few days, I have been calling up their office, but every time I do
that, they keep on reiterating that there is no way that they can expedite the process since
the one at fault here is the slow processing of LTO. I also stated about the no registration,
no travel policy but it seems that they don’t care. For the past week I have been calling
them, it seems that they won’t change that generic statement of theirs and that is the
reason for my complaint.
