Name of the Project: Local Rights Program (LRP)

Profile of the Agency:

Gramya Vikash Mancha (GVM) is a non-profit organization working with the excluded Section of society
in rural areas of Assam with a vision “To create a peaceful, Prosperous, egalitarian and exploitation free
society in every village”. The organization has been working with a mission “to empower rural
community, particularly underprivileged and women to take control over social institutions, thereby
create a society where these people can live with dignity. This is being achieved through creating
opportunities for gainful self employment, enhancing social justice, peace, progress and sense of
brotherhood.”

GVM was registered under Society registration Act XXI of 1860 on the 14th day of September, 2000 in
Guwahati. Besides, the organization has Registration under FCRA, 1976 and has of all legal formalities
under Income tax Act, 1961. Main supporting agencies of the organization are, Sir Dorabji Tata Trust, Sir
Jamsetji Tata Trust, Actionaid India, National Foundation for India, National Council of Rural Institute,
Child rights and You, MoRD, NABARD, UNICEF, IGSSS, FADV, NEDFi etc. The organization has been
actively working in Nalbari, Kamrup, Barpeta and Baksa district of Assam.

Mission of GVM

GVM exists to empower the rural community particularly the under privileged and women to take
control over the social institutions and to improve their quality of life; thereby create a society where
these people can live with dignity. This is being achieved through creating opportunities for gainful self
employment, ensuring sustainable livelihood, enhancing social justice and sense of brotherhood,
assisting and encouraging in their peace, progress and needs.

Duration of the Project:

Started since the month of July, 2017 the duration of the project is 5 years.
Location of the project:

Nalbari, Baksa, Barpeta and Kamrup districts of Assam state.

Project planning and need assessment:

Gramya Vikash Mancha had implemented many projects to empower the rural community particularly
the under privileged and women to take control over the social institutions and to improve their quality
of life of the districts of Nalbari, Baksa, Barpeta and Kamrup (Rural). While implementing the projects
over the Nalbari and Baksa districts, many new problems or issues get identified. After analyzing whether
those problems fits into the goals of the organization or not, the organization proceeds for the further
processes.

The members of the organization planned the project through a need assessment process which was
carried out by the method of Participatory Rural Appraisal through which the community people were
consulted by the project management team. With the help of the need assessment process many
problems such as social conflicts, issues relating to governing system, issues related to women and their
rights, and issues related to protection of child rights are spotted out.

Social conflicts among the community people were found relating to their resources like land, water,
forest, commons and livelihood. It was found that in the community there are issues associated with the
governing bodies of the society , economy and polity ; Issues associated with women of the community
and for the protection of the societal and human rights as women, and also issues related to children
rights being equal citizens of the nation.

Thus the organization planned out the project with some goals and objectives to empower the rural
people by providing them their worthy rights as human being so as to improve their quality of life.

Goals and objectives of the project:

The LRP adheres to achieve the following objectives-

 People’s control over resources like land, water, forest, minerals, commons and livelihoods.
 Radical democratization of the society, economy and polity at all levels.
 Assertion of women and girls’ rights as Human Rights.
 Children are recognized as political and equal citizens.
Target group of the project:

Rural community including Women and Children.

Strategies and methodology of the project:

The Local Rights Program with the goals and objectives to empower the rural community strategies are
planned to solve the problems and achieve the objectives. Many activities are initiated with the help of
the community people’s involvement. Activities and programs are prepared with the consultation of
community people by using the method of Participatory Rural Appraisal through which the community
action plans are prepared. Once the community action plans are prepared the project team with
execute the plans into the society.

With the collaboration of different organizations Observance of Women’s Day, Menstrual Hygiene Day
is done as a strategy to sensitize the community about women rights and to ensure social protection for
girls. That also helps community women to empower themselves understanding their rights and
building more equitable societies. Motivational speakers are invited to motivate the girls of the rural
community. The day was celebrated over different villages under the districts of Nalbari, Baksa, Dhubri
and Barpeta.

Training on archery is being provided to the children and adolescents so as to develop themselves to be
an equal citizen of the nation. Training on weaving is also being provided to the women for their
economic development and betterment of their quality of life. A girls’ soccer team has been organized
for the women to develop their talents and understand their strengths and rights as human beings.

Community sensitization programs are arranged to sensitize the community people about the radical
democracy as citizenship rights and also to control over their resources like land, water, forest,
commons and livelihood. Remedial centers are organized to practice yoga classes to keep the
community people healthy and understand their health requisites and maintain their health.

Children groups and women self-help groups are formed so as to develop their skills and knowledge,
and help the community to grow. By forming children groups the project ensures the child rights as an
equal citizen of the nation. Children groups are provided training and motivational classes to develop
their leadership skills and use their talents to live a better life in future. Sensitization program for the
parents of the children about the child rights are provided in order to understand about social issues
against children so as to make the children observant and resist risks at times.
Project management and implementation (Staffing, Organizing, Communication):

The project is managed by 12 (Twelve) members. All the members are assigned to particular tasks of the
project to collectively achieve the estimated goals and objectives as per their experience.

The staff members are delegated by their seniors and they follow the hierarchy of the organogram of
the project as the reporting pattern which goes from bottom level to top. Though each and every staff
member communicates with each other through weekly meetings, monthly meetings are held to plan
out the activities of the project. GVM has an online portal viz. e-GVM on which the project staff uploads
their daily reports. On the morning the staffs need to submit their plan of action for the day and on the
evening they need to submit the record of the implemented plan of actions.

At the end of the month a monthly report is to be submitted by the staff members and a meeting is held
with all the staff members along with Board members of the organization.

Budget/ financial resources and financial management of the project:

Action Aid Association manages the financial resources for the Local Rights Planning project. To carry
out the activities of the project funds are provided by ActionAid Association basing on the expenditures
including staff salary, training cost, expenditures for programs and activities, and overhead cost. An
estimated amount of approximately 20 lakh has been prepared for the year of 2018-19. The estimated
budget includes staff salary, program expenditures, overhead expenditures and telephonic costs.

Monitoring of the project:

Monitoring is done continuously from the beginning of the project. All the 12 staff members collectively
administer the program activities to achieve the project goals and objectives. The 3(Three) Thematic
Coordinators of the project monitors the project activities not to get off-track and adhere to the
objectives of the Local Rights Program project. The 6(Six) Community mobilisers help the planned
actions to implement and execute into the 25 villages of the Nalbari and Baksa districts. Monitoring is
done on daily basis with the help of reports submitted by the staff members on the online portal of
GVM. With the help of the daily reports from bottom level staff to higher level staff the monitoring of
the project activities and programs is done continuously and the daily reports also help the staff
members to plan out the appropriate activities and evaluation of the outcomes.

With the help of the activities initiated under the project, women have been given an equal position in
the society and are equally participating in social programs. A girls’ soccer team has been made in
Kaliyapur of Baksa district to motivate the women of the community. Likewise Training on Weaving and
Archery is also being provided to children and adolescents.

Remedial cum tutorial centers initiated under the project providing yoga or meditation classes along
with extra-classroom teachings to the children were resulting in growth and development of the
children of the rural community.

Since the project is specially targeted to vulnerable sections of the rural community, activities and
programs are strategically planned for the development of those sections including women and
children. Groups of producers are prepared for the growth of cultivation and weaving. Women self-help
groups are formed with the help of which women weavers are offered free of cost yarns to weave
clothes. The free of cost yarns are provided by GVM through Government Yarn Banks.

Evaluation of the project:

Since July, 2018 it is been one and half year the project is running. The project has resulted in many new
developments in the villages of the districts of Nalbari and Baksa and few other places. As per the goals
and objectives, development of the rural community at all levels is the main motive behind the project.
The outcomes of the project can be completely seen after the completion of the estimated time allotted
to the project i.e. 5 years since July, 2017.

At some levels of the society positive outcomes of the project are noticed. For instance, women
understanding their rights and equally contributing for the development of the rural community; and
children attending training programs and developing their skills and knowledge which can help them to
improve their quality of life.
General viewpoints and Observations:

As the project is targeted to the vulnerable sections of the rural community, community interests or
preferences plays a vital role to go through the action plans and initiatives under the project. Local
Rights Program is a project which tries to control over the rights of the local people of the villages by
involving the community people in decision making process to prepare the activities and programs so as
to safeguard the local people rights. By protecting the local people rights the project and adjust the
vulnerable rural community into invulnerable

The Social Worker Trainee visited the areas of the project wherein the trainee has seen training centers
of Weaving for women. The community women are learning to weave clothes through which they are
earning livelihood and helping themselves for their family survival as well as developing their skills. The
trainee has also seen Training centers on Archery where children of the villages are given training on
Archery to develop their skills. Such training center for women and children is a good initiative taken
under the project. Hence in order which will show much better results in the future.

The trainee visited the remedial cum tutorial centers for the children wherein the children learn after-
school activities along with classroom learning. In the remedial centers practices are done on yoga and
meditation, dance, art and other such co-curricular activities.

The trainee also observed that the community people are being sensitized about their human rights and
control over their resources for better utilization.

Along with the great initiatives the project is to go through some challenges which as difficulty in
convincing the rural people for the some activities and also with a limited amount of funds. Despite of
all the challenges the staff members and few community people gave their efforts for the project.

Overall the SWT observed that the project has brought many positive results to the rural community in
such a short duration. At the end of the project much more better and developed outcomes are
expected from the project which would empower the vulnerable sections of the community and protect
the local rights of the rural communities.
